QUESTIONS & ANSWERS FOR FA2543-16-R-0003
Q1. Is there an incumbent on the subject solicitation and if so who?
A1. The current contract is with Armada LTD, contract number FA2543-14-F-0003
Q2. Can you provide the following:
a. Name of the Incumbent?
b. Previous Contract value?
c. Previous POP?
d. Understand this solicitation requires TS/SCI that all being said, our company holds a
Secret Facility Clearance, however we do not hold a TS/SCI Facility Clearance. That all being said is the government willing to hold the required SBI for the contractor employees until a TS/SCI facility clearance is obtained. Please keep in mind a contract cannot file for a TS/SCI facility clearance unless there is a pending need requirement that requires a contract award.
A2. See corresponding answers below:
a. Same as A1
b. The total contract value for the base year plus two option years on the current contract is $1,641,662.80.
c. The period of performance for the current contract (FA2543-14-F-0003) is 4 Oct
2013 – 3 Oct 2016.
d. No; a TS Facility Clearance must be current at time of proposal as required by the evaluation criteria.
Q3. According to the PWS, the government requires 2 FTEs during duty hours 0730-1630. Does the previous contract operate under the same condition or is this a new requirement?
A3. The current contract (FA2543-14-F-0003) states the contractor must provide minimum coverage of 2 FTEs during normal duty hours which are considered 0730-1630 Monday through
Friday and one FTE during non-normal duty hours and on the weekends/Federal holidays. The solicitation, FA2543-16-R-0003, states “These services shall be performed on a 24-hour-per- day, 7-day-per-week basis. The contractor shall provide qualified personnel to ensure minimum coverage.” In Appendix 5, the Historical Data refers to how this requirement has been fulfilled in the past. The current contract and the solicitation both have the requirement of 24/7/365 day coverage but the specifics on how to fulfill the 24/7/365 day coverage is left up to the contractor.
Section 4.1.1 & Appendix 5 of the PWS states ‘historically, this has consisted of two personnel during normal duty hours, 0730-1630, Monday through Friday, and one person during non-normal duty hours, 1630-0730, weekdays, and on the weekends”
Q4. Is there a requirement to have two personnel on during duty hours?
A4. Services must be provided based on the requirement. The number of personnel to be used is at the discretion of the contractor.
Q5. Is there a requirement to designate/assign a “Lead” Desk Receptionist to complete all scheduling, coordination and serve as a primary onsite point of contact?
A5. No
Q6. The predecessor contract RFP referenced a CBA and included the FAR text and reference below, since this RFP also references the CBA does the FAR 22.1002-3(a) requirement still apply?
“The offerors are advised of the following:
A6. The current contract falls under a Collective Bargaining Agreement (CBA). IAW FAR 22.1002-
3(a) Wage Determination Based on Collective Bargaining Agreements: Successor contractors performing on contracts in excess of $2,500 for substantially the same services performed in the same locality must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) at least equal to those contained in any bona fide collective bargaining agreement entered into under the predecessor contract.”
Q7. Given the SSR Incumbents have privacy act information and ARMADA company proprietary information, an apparent OCI exists for Quick Services LLC to compete on this contract. Has
Quick Services LLC been informed they cannot compete or their personnel accomplished non-disclosure forms for this solicitation?
A7. The government is investigating this question. Mitigation action will be taken, if needed.
Q8. A Management Staffing Plan is required in the Technical Proposal (Page 15, Subfactor 2.1) with required subtopics specified, but the pricing Proposal also asks for “a complete staffing plan” [Page 9, (D)1(f)]. Is the staffing plan in the Pricing Proposal required to cover the same topics as the Management Staffing Plan in the Technical Proposal?
A8. There is no “Staffing Plan” only a “Management Staffing Plan”. This administrative error will be corrected in Amendment 1 to the solicitation.
Q9. To comply with the statement: “Offeror must demonstrate that all proposed employees currently possess appropriate clearance(s) to work within a SCIF, to include but not limited to, a current Top Secret clearance with SCI eligibility”, do we simply list the proposed employees by name and verify each member has the TS/SCI eligibility? Are there any other requirements from the government as to what is required to demonstrate that the proposed employees have the appropriate clearances? We hesitate to include SSNs in the proposal to allow the Gov to verify their clearance status through JPAS?
A9. A list of names and appropriate clearances at time of award suffices for this requirement.
Q10. Question regarding the below statement from the SF1449:
(G). COLLECTIVE BARGAINING AGREEMENT
All Offerors will go to the Wage Determination website (www.wdol.gov) to retrieve the information regarding the current CBA using the WAGE Determination No.: CBA-2016-8621.
We are trying to find specific labor categories and rates associated with CBA-2016-8621.
