| # | Question | Answer | Status |
| 1 | In reference to PWS 2.2 Vessel Registry: can you confirm only US and/or DK flag vessels can be used, or |
can vessels with either a Danish Owner (company registered in Denmark) or operated by a Danish company (company registered in Denmark) be accepted, despite vessel is under foreign flag (not US and/or DK flag)
| The US Government (USG) will award the subsequent contract for sealift services to a US flagged vessel first (IAW Cargo Preference Act of 1904 (10 U.S.C. 2631)), but if none are proposed, then the USG will award to Danish flagged vessel second (IAW International agreement). If no US or Danish flagged vessels are proposed, its opened to any flagged vessel. | Posted 27 Feb 17 | ||

Please confirm the carrier will not be responsible for any cargo handling / container stuffing; all cargo will be made available to the carrier ready for loading onto vessel.
Please confirm the carrier is only responsible for “ocean” costs basis “dock-to-dock” i.e. "liner in/out” terms.
| Carrier will be responsible for handling cargo--IAW PWS para 3.2.4 Load cargo into containers and onto ocean vessel to include--PWS para 3.2.6 Deliver and offload cargo at Thule AB. | Posted 27 Feb 17 |

Attachment 4 Proposed Prices?
| Vendor is required to complete both the Contract line items (pages 4-86) along with Attachment 4 (IAW: Page 149, Addendum to 52.212-1, section I, Part I, paragraph b). | Posted 27 Feb 17 | ||

| 5 | RFP, Part II – Technical Proposal (page 150): |
The RFP provides “Materials and structure of the ice strengthened ship used shall be designed for operation at the ships polar service temperature and resist both global and local structural loads anticipated under the foreseen ice conditions in accordance with Chapter 3 – Ship Structure of the International Code for Ships Operating in Polar Waters (Polar Code, Attachment 3)”. Please clarify if this means that a vessel is acceptable for this RFP regardless of the specific Polar Code Category it belongs to (A,B or C). Is there any requirement for a minimum Ice Class/Polar Code Category on the vessels?
Polar Code Category: Those vessels would NOT be acceptable regardless of the Polar Code Category. Only Category A and B are acceptable. Minimum Ice Classes ratings should be set by the vessels Insurance Company and their Classification society, ie US Built ships are under ABS Class, there are numerous other Class bodies which denote the Ice Class of each vessel built.
| 6 | Polar Code, Attachment 3: | |
| The Code will be in effect for new ships on 1 January 2017. Existing ships have until their first intermediate or renewal survey after 1 January 2018 to comply. In case an existing ship has to comply with the Polar Code during the duration of the contract and not at the beginning ( i.e. the 2nd or 3rd year), please confirm our understanding that the RFP requires a statement of assurance for Polar Code adherence once the Polar Code applies to the specific vessel at a later stage during the contract. | Yes, I concur that a statement of assurance for Polar Code adherence is required, once the vessels timeline falls into the required category for adherence during the course of the contract. | |
| 7 | RFP, Proposal Preparation Instructions (page 149): |
A. Please confirm an email submittal meets the electronic submittal requirement.
B. The requirement to submit the proposal on Digital Video Disk (DVD) to the US Embassy in Copenhagen, is this submittal required on the same date/time as submittal to the contracting office?
| A. Yes, email submittal is sufficient to meet the electronic requirement and submitted to all email addressed in paragraph E of Addendum to 52.212-1; B. DVD is not required but is allowable- so either submittal via email or DVD. | Posted 27 Feb 17 |
