QUESTIONS & ANSWERS

Solicitation: FA252122B001 Project Number: DBEH 20-1521

Project Description: Restore Shoreline Space Launch Complex (SLC) 46 Cape Canaveral SFS, FL.

Ref: SOW/Technical Specification/Drawings paragraph/page _31 00 00 – 1.6_

Q1. Subsurface borings were terminated at a depth of 7-8.5’ below grade due to the possibility of petroleum impacted soil. Will the Contractor be required to bring a geotechnical firm back on-site to finish boring to a depth of 21’ (depth of sheet piles) based on this initial recommendation?

If petroleum impacted soils are found, will the remediation of soil be handled as a change order?

Note that water jetting may be used to assist driving piles, which may cause additional environmental issues if petroleum impacted soils are found.

A1. No additional boring will be required, contractors are not responsible for remediation if petroleum impacted soils or any other hazardous waste is encountered.

Q2. Given that no construction can occur within the Beach Area from 01 May through 31 October, will the government allow the stockpiling of material and payment for stored materials during this period to help mitigate material cost increases that would occur due to our vendors not being able to hold their pricing for extended periods of time.

A2. Any additional laydown or material stockpile areas not already identified will require further environmental review and may require further consultation with USFWS depending on location. These should be identified early so that any further approvals can be worked. Additional comment provided by Kevin Bodge: This is definitely not an issue to store materials at site from 1 May-31 Oct, so long as they are stored in “UPLAND AREA” as defined in 01 57 19, Par 3.17. The no-construction environmental window restrictions apply only to the “BEACH AREA” as defined in 01 57 19, Par 3.17.

Q3. Details show the use of two (2) different sheet pile profiles. Can the whole wall be built using the larger profile (SG-950) if it is more cost effective and the panels are more readily available? Typically, manufacturers will only retool and fabricate runs when specific quantities are met.

A3. Yes, entire wall may be built with larger profile (Zone 1) sheetpile. In that instance, the size & details of the concrete cap shall conform to the larger profile sheetpile; and, the sheetpile lengths shall be not less than those indicated in the drawings for each of Zone 1 (22-ft) and Zone 2 (18-ft).

Does the contractor need to be licensed in the State of Florida?

A15. The specification states: Contractor or their subcontractors shall be licensed by the State of Florida or have an equivalent out-of-state license in all areas applicable to this contract or as otherwise stated elsewhere in this contract.

Q16. The note on C103 concerning Temp Fencing “if Directed” need to addressed as bid Item or Option Bid Item?

A16. Per CES guidance, temporary fencing will be necessary in certain locations and at the appropriate times during the contract. Temporary Fencing should be included in the Contractor’s proposal as a portion of total cost and not as a bid option.

Q17. Will Extended work Hours be permitted…weekdays 7:00-7:00?

A17. Normal work hours at the Cape are from 07:30 to 16:30. Extended work hours are allowed by sending in a request at least 7 days in advance to the contracting officer.

Q18. Will the contractor be responsible for replenishing the Haul Rout after completion of the project? Note… 9/10 of a mile to the Borrow area is all Florida sand and limestone rock. It is only one lane passage with heavy growth along the edges. It is already in rough shape and with the number of loads to come out of the borrow area, the road and shrubs will take a heavy toll. The roads to the work site area are old chip/tar type pavement and are in pretty rough shape now.

With the amount and the weights of the loads to be hauled in, these roads will not hold up very well. The western approach road, approx. ¾ Mile, to the beach area work site is another Florida style dirt road that will require maintenance as well.

A18. The roads to the borrow site and work site are security patrol routes and must remain drivable at all time during the project and restored to a drivable condition upon completion of the project.

Q19. Will a laydown yard at the borrow area be allowed for Heavy Equipment to be left on site?

If so, will it be required to be fenced in?

A19. This would be considered a lay-down area. All lay-down areas need need be requested through contracting with an associated map and processed by the contracting officers representative for approval. Fencing of heavy equipment will not be required but equipment should be secured safely. Heavy equipment may be left at the borrow area, however, equipment may not be left on the beach itself 1 April-31 October. All laydown areas must be pre-approved by SLD 45 environmental and these should be identified early so that any required approvals can be worked.

Q20. At the work site, an area inside the launch pad area has been deemed as Material storage.

Will this be an area that a site office will be allowed to be set? If so is there water and power accessible for the office?

A20. There is no water or power available at the site. All lay-down and office trailer areas need to be requested through contracting with an associated map and processed by the contracting officers representative for approval. May be able to work out utilities at this spot or possibly another location nearby.
