INTRODUCTION:

Purpose: The purpose of this document is to define contract requirements for removal, redesign, manufacture and installation of AFTAC's existing and newly approved perchloric acid exhaust system HEPA filter housings located within Building 10991 the Radiochemistry (RAD) Laboratory. Contractor shall be responsible for the proper design, materials utilization in manufacturing, the manufacturing of same, delivery, and labor to install final approved designed and manufactured product. It is critical that the contractor be qualified to design, manufacture, and install laboratory HEPA housing units capable of withstanding heavy chemical acid usage.

Background: AFTAC is the Center of Excellence for the Air Force and the mission is to provide technical expertise to national leadership, supporting international nuclear treaty monitoring and compliance. AFTAC is a tenant wing located on Patrick Air Force Base on the eastern coast of Florida, 2 miles south of Cocoa Beach. The new RAD Laboratory Building 10991 is a 38K square feet facility used to perform a wide variety of analytical procedures that require specific engineering controls to guarantee public safety and ensure good environmental stewardship.

Contract Type: This contract is a Firm Fixed Price (FFP) based on the Contracting Officer’s (CO) determination. Identification of work type (FFP) is provided with each paragraph title in this Statement of Work.

Scope: The work shall include all activities necessary to provide safe, efficient project with a cost effective design for the removal, redesign, manufacture and replacement user approved perchloric acid exhaust system HEPA filter housing units. Contractor shall perform a site visit to inspect and identify existing conditions of the perchloric acid exhaust system HEPA filter housing units capable of withstanding various chemical acids identified for use within the perchloric acid exhaust system HEPA filter housing units. The housing units are located in the mechanical mezzanine of the RAD Lab, Building 10991. Newly designed housing units shall be fabricated to align with existing exhaust duct at exhaust entry and egress. The Contractor shall obtain AFTAC approval for the perchloric acid exhaust system HEPA housing design, construction materials and methods and all ancillary components prior manufacturing the HEPA housings. The Contractor shall manufacture the HEPA housings according to the user approved design, no substitutions in materials, methods or systems will be allowed without a resubmitting the revised design plan and receiving written approval from the user. The Contractor shall submit a plan for the removal and disposal of the existing perchloric acid exhaust system HEPA housings and installation of the redesigned perchloric acid exhaust system HEPA housings. The HEPA housing removal and installation plan must be approved by user prior to commencing any removal or installation activities. On completion of installation of a redesigned perchloric acid exhaust system HEPA housing the Contractor will assist in the re-certification of the perchloric acid exhaust system. The Contractor shall provide user with final as built drawings, a list of all parts used in the construction and installation of the redesigned HEPA housings and a written maintenance and inspection plan.

Limitations: Work is limited to removal (Demo) of existing perchloric acid exhaust system HEPA housing s, the design, the materials, and the installation of a new user approved perchloric acid exhaust system HEPA housing units.

End of Introduction

1.0 GENERAL REQUIREMENTS

1.1 Compliance: AFTAC is Air Force agency and Building 10991 is a Federal owned property. The Contractor and subcontractors shall comply with all federal, state and local laws. The most stringent law shall apply regardless of agency hierarchy.

1.2 Data Assistance: The Contractor shall provide all data necessary to assist the Customer in the review of design at the 35%, 65%, and 95% (Final) reviews to ensure proper user requirements and proper materials identified for utilization of housing units.

1.3 Data Compatibility: All correspondence, reports, plans, processes and contract related data shall be in electronic format. Designs and processes generated by the Contractor shall not contain Contractor’s logo or name and shall not be Contractor specific unless specifically required by regulations and shall be suitable for follow-on contract use. All design documents (AutoCAD version 14) generated by the Contractor under this contract are Customer property. The Contractor shall archive electronic copies of all plans and processes. All requisite hard copy (signatures etc.) shall be followed with an electronic copy

1.4 Drivers License: All Contractor and subcontractor employees that operate Customer vehicles or other vehicles on or off Patrick AFB shall hold a valid State driver's license and any other licenses which may be required. Privately owned vehicles shall require a vehicle pass to gain access to Patrick Air Force Base. All Contractor owned vehicles shall be identifiable (signs) while operating on PAFB.

1.5 Project Closeout: Upon completion of installation the Contractor shall perform functional tests. Upon request, the Contractor shall perform functional testing in the presence of the CO or COR and any other designated AFTAC personnel. The functional testing shall consist of operating required to assure design and manufacturing meets the Users intention. All discrepancies shall be reported to the CO for review and compliance.

2.0 CONTRACTOR REQUIREMENTS

2.1 Responsibility: The Contractor shall demonstrate competency in the knowledge of safety, health and environmental regulation compliance and the association of those requirements to this contract. The Contractor shall ensure that all worker certifications and license requirements are identified and obtained before performing the installation and testing. The Contractor shall demonstrate full competence in the execution of services required by the magnitude of this contract. The Contractor shall ensure all work conforms to latest recognized industrial standards and specifications. The Contractor shall be responsible for the proper design, materials utilization, manufacturing, delivery, and installation of the user approved perchloric acid exhaust HEPA housing design. The contractor shall demonstrate a record of successfully implementing perchloric acid compatible exhaust systems for laboratory usage.

2.2 Safety, Health, and Environmental Requirements: Safety AFTAC is of paramount importance. The Contractor shall be responsible for the workplace safety and health of all work performed under this contract. The Contractor shall assert safety, health and environmental standards in the performance of this contract. The Contractor’s goal shall be zero lost workdays due to on the job injuries or illness and zero fines, penalties or Notices of Violations (NOV) due to safety, health or environmental issues

2.3 Services Required: Subject to the Contract Type cost limitations set forth in the Introduction, the Contractor shall provide all labor, supervision, tools, materials, and equipment to design, manufacture, and install housing units. Contractor shall also provide all labor, supervision, tools, materials, and equipment to remove (Demo) existing HEPA housing units. All work shall be completed to the approved design specifications and industry standards.

2.4 Supplies and Materials: Contractor materials shall be of industrial quality and most suitable type or grade for the respective work. The AFTAC/SE, Safety Office shall preview and approve all materials to understand the resistance to chemicals to be utilized in the lab processes.

2.5 Working Hours: AFTAC's regular (normal) working hours are from 7:30 AM to 4:30 PM, Mondays through Fridays except (a) Federal holidays and (b) other days specifically designated by the CO/COR. Traditionally the majority of work has been accomplished during regular working hours with a one hour lunch. The Contractor may propose alternate work hours for efficiency; however, access to offices and secure facilities shall be solely at the discretion of the Customer. The Contractor shall work outside normal hours on tasks that disrupt AFTAC lab operations, as directed by the CO.

2.6 Contract Management and Administration: The Contractor shall manage the total work effort associated with the design, manufacturing and installation and all other coordinated services required to assure timely completion of the requirements in this contract. The requirements are a full range of management and administrative duties typically required by commercial businesses. These include but are not limited to: payroll, purchasing, human resources, planning, scheduling, cost accounting, safety, reporting, records, and quality control.

2.7 Initial Work Schedule: The Contractor shall provide an initial design schedule to include 35%, 65%, and 95% (Final). The schedule shall serve as the baseline schedule to ensure a smooth start to production and installation. Any changes to this schedule shall be discussed with and approved by the CO.

2.8 Point of Contact: The Contractor shall assign a Design Manager to serve as a single Point of Contact (POC) for the CO and COR. The Manager shall be available via telephone for questions concerning design issues. The Design Manager shall also be responsible for all Contractor activities during the manufacturing process, maintaining the production schedule and the enforcement of all contract requirements. The Design Manager shall be empowered to make day to day decisions related to all performance of this contract, i.e.;

design, manufacturing, and oversight of installation. That person shall serve as the focal point for all work and shall be responsible for the coordination of all on site activities. The Design Manager shall delegate a member of the company as the Alternate Design Manager to assume authority during the primary Design Manager’s absence from AFTAC.

2.9 Subcontracting: Should the Contractor choose subcontracting to accomplish any portion of the work, the Contractor shall comply with Federal Acquisition Regulations (FAR) requirements and they shall be submitted for the reasoning for subcontracting and it must be approved by the CO. The Contractor shall be required to submit any technical submittals from outside suppliers and/or subcontractors, in accordance with the contract.

3.0 RECORD KEEPING

3.1 As-Built Drawings: The Contractor shall be permitted to utilize existing as-built drawings. Contractor shall provide updated as-built drawing to the AFTAC/XPC office insuring all as-built drawings depict any revisions of infrastructure due to any modifications performed under this contract. All changes shall be recorded for any factor that causes change in the housing system. The Contractor shall prepare the master as-built drawings using computer-automated drafting (currently AutoCAD 14). Red marked blueprints submitted by construction contractors used to update drawings to as-built shall become part of the Historical Files. All copies of as-built information shall be returned to the CO upon termination or expiration of the contract. Contractor shall provide as-builts in media form.

3.2 Utility Outages: The Contractor shall not perform utility outages without 72-hour advance written approval. The Contractor shall inform all appropriate AFTAC personnel impacted by utility outages. The Contractor shall prepare a written notice of utility outage to be distributed by the Contractor and approved by the CO, to all AFTAC/XPC managers. Where emergency conditions preclude the 72-hour advance notification the Contractor shall immediately notify the CO and AFTAC/XPC. The Contractor shall take necessary precautions and schedule work to minimize the number and duration of interruptions to utility and safety systems.
