Questions concerning FA2521-16-Q-B068: HEPA Housing System
Q1) In the SOW under "1.5 Project Closeout" it states that
"Upon completion of installation the Contractor shall perform functional tests." - can you please clarify exactly what functional tests by the
Contractor entails? Does functional tests merely require demonstration of operating the damper, removal of filter doors, and workability of the door locking mechanism?
A1) Functional tests should include the operation of the water wash down system, proper seating of the dampers, and general tests of all mechanical components.
Q2) In the SOW it states that "On completion of installation of a redesigned perchloric acid exhaust system HEPA housing the contractor will assist in the re-certification of the perchloric acid exhaust system" -can you please clarify exactly what re-certification by the Contractor entails? Does re-certification by Contractor require support/supervision only or does it require performing actual testing? If actual testing can you please specify the actual testing required?
A2) Recommend changing the SOW to require that the systems pass ASHRAE testing after installation of HEPA filters in the newly installed units.
AFTAC will conduct the ASHRAE testing with the assistance of the manufacturer rather than the box manufacturer doing the test themselves.
This should allow for the manufacturer to make any required adjustments.
Q3) Can you please confirm that no modifications have been made to the inlet and outlet flange connections on the original equipment supplied? The question is being asked since distance between connections to the inlet and outlet flanges cannot be changed due to the SOW requirement that "New units to be designed to align with existing duct at exhaust entry and egress."
A3) TL is not aware of any changes to the housing unit flanges since the systems were supplied; however, we did not have access to the mezzanine during the ventilations modifications in 2014, and we weren't tracking that work.
Q4) Can you please identify the exact two tag numbers associated with the two units that will be replaced regarding the line item
"0001 HEPA Filter Housing System 2 EA?"
A4) The hoods selected for the initial replacement are dependent on timing of the replacements. But since all of the systems are the exact same size/design, this should not make a difference.
