REVISED Answers to Questions Received for Solicitation No. FA2521-15-B-0005

Dated 06 April 2015

Q #1: How is access anticipated to be arranged to the restricted areas at Facilities 1641 and Tel-IV? Is the contractor required to provide escorts or will other arrangements be made?

A #1: Contractor is responsible per Specification Section 01 11 00.00.55 – 3.1.1 Badge requirements.

Contractor is to coordinate with Contracting Officer and Individual Facility manager for access to restricted areas. In general, access to TEL-4 building exterior work spaces does not require restricted area badging; access to 1641 camera tower sites does require escort with access to that particular restricted area.

Q #2: Please provide OMI Q6880 or a link to same.

A #2: Provided as Attachment 10 to the solicitation.

Q #3: Can clearing and grubbing debris be left on site (spread at the tree line) or does it need to be removed from the Cape?

A #3: Remove all debris from CCAFS.

Q #4: Please verify that only the lower pre-forms are being replaced.

A #4: Replace lower pre-forms only.

Q #5: To properly size/price the replacement pre-forms, please provide the size and type of existing guy cables.

A #5: 5/16” stainless steel flexible wire rope.

Q #6: Please verify that it is the intent to provide new foundations in the same locations as the existing foundations.

A #6: As close as possible and keep tower in position.

Q #7: What are the below-grade conditions at the existing guy anchors? Are there existing concrete foundations that need to be removed, and if so, what are their sizes?

A #7: Existing guy anchors are “screw-in type soil anchor rods”, with no concrete associated.

Q #8: Detail B calls for compacted granular fill under and in front of the foundations. Is new fill mandatory, or can existing soil be used as backfill. If new fill is mandatory, what depth below the foundations and dimensions in front of the foundations are required to have new fill?

A #8: Existing is acceptable, as long as the compaction percentage is obtained.

Q #9: Please verify that the intent is to coat the entire steel structure of the tower with Vpci corrosion inhibitor.

A #9: Yes, the entire tower.

Q #10: Both of the ladders shown deviate in some way from Paragraph 2.3 of Spec 055133. Please verify that the plans control.

A #10: Yes

Q #11: Please verify whether the ladders are to be painted with one of the coating systems in Specification Section 0997 13.25 or hot-dip galvanized after fabrication.

A #11: Hot-dip galvanized.

Q #12: Please clarify where NACE inspection is required on this project per 099713.25 1.12.8.4:

- Ladder coating?

- Minor repair coating of the existing towers noted on SC-204/205?

- Other requirements?

A #12: Not required

Q #13: Please clarify SC-204 Flag Note 4. Does this apply only to the bolts that the flag note is pointing to, and what is the 'corrosion control covering' intended to be?

A #13: Yes, bolts to be galvanized.

Q #14: Please clarify SC-205 Ladder Note 6. Does this apply to the entire ladder, and what is the 'corrosion control covering' intended to be?

A #14: Yes, hot-dip galvanized.

Q #15: What are the heights to the concrete decks that the dish platforms are resting on?

A #15: - Drawing SC-204 Tower 24A (15’-5 ½”+) see side view of ladder.

- Drawing SC-205 Tower 3C (upper cylinder 6’-7” see side view). Truncated pyramid is 18’+ high.

Total 24’-7”+.

Q #16: Flag note 5 on SC-200 appears at both the tower base (Photo 3) and at the guy anchor (Photo 4).

However, on E-201, The lightning protection scope for Tower 108 appears to indicate only new grounding conductors/rods on the tower itself (flag notes 1 & 2). Is the intent of the project to replace any existing grounding at the Tower 108 anchor foundations with new conductor/rods?

A #16: Yes, see flag note 3 on drawing E-201.

Q #17: Would it be acceptable to coat the ladders on the two tower structures with inorganic zinc?

A #17: Yes.

Q #18: What badge is required to access each of the tower sites? The CCAFS Access Requirements talk about several different types of badges. Please specify what badge is needed to access each site and how long it takes to obtain the required badge.

A #18: AF/CCAFS badging will suffice for access to all sites, with exception of 1641, where restricted area badging will be required. It is unlikely contractor will be able to gain this badging in time necessary for the project, contractor will need to use approved access escort services to accomplish this requirement. SFS at the Visitor’s Center/Pass and Registration office (321-853-3545) can provide a list of escort companies that have worked out in CCAFS before.

Q #19: Are any of the towers required to be painted in their entirety? Based on the note 1 on sheet SC-203 it looks like all camera towers are to be painted in their entirety. The rest of the towers according to the drawings we are only painting a corrosion inhibitor to specified hardware on towers 108 and 303. Are we to follow the coating called out in 09 97 13.25 for any bare metal for the ladder replacements on FAC towers? Please confirm.

A #19: Yes. All camera towers are to be painted in their entirety. Regarding paint scheme, yes, the referenced spec must be used. Relating to this question, see response to question #14, i.e. the ladders should be hot dipped galvanized.

Q #20: What are the tower heights and widths for tower 108 and all camera towers?

A #20: Tower 108 is approximately 60 feet in height. The camera towers are 10 feet in height.

Q #21: On sheet SC-201 the detail for tower 303 site plan shows a layout of the anchors. Please clarify if this is the existing anchor layout or the proposed new anchor layout? If this is the existing anchor layout can the new anchors be positioned in front of the existing anchors or do they need to be placed in the same location as the existing anchors?

A #21: Anchors need to be placed in same position.

Q #22: On sheet SC-501 the tower guy foundation detail for tower 303 does not show a dimension for the width of the new foundation. Please provide a width.

A #22: Foundations are to be 6 feet square.

Q #23: Please confirm that the ground rod length is required to be 20’. Is a 10’ ground rod acceptable in all of the required locations?

A #23: Ground rod is to be 20 foot in depth.

Q #24: Do we need to submit a registration form, informing you of our intent to bid

A #24: No, reference Section L-4.

Q #25: I reviewed your matrix and as an example, if we are pricing the work for tower 108, how do we enter this information on the pricing sheet provided? Do we just enter the scope information under the ITEM section?. If we missed an information sheet, please let me know.

A #25: No separate pricing information other than the lump sum amount referenced in Section L-4, para.

4.b., is required. The CECC Form 3052 referenced in Section L-4, para 4.e., is not required to be submitted as part of your bid and will be removed and Section L changed accordingly by amendment at a later date.

Q #26: Block 10 of the SF 1442 states that the contractor or its subcontractors shall be licensed by the State of Florida or have equivalent out-of-state licenses in all applicable areas. Our company is licensed in the State of Alabama. Does this license meet being an equivalent out-of-state licenses?

A #26: Yes.

Q #27: Block 13 of the SF 1442 requires that an offer guarantee is required. Since this is an electronic bid, will a copy of the bond be satisfactory with the electronic bid?

A #27: Yes, see Section L-4, para. 4.c.

Q #28: The SF 1442 states," The contractor or its subcontractors shall be licensed by the State of Florida or have an equivalent out-of-state license in all applicable areas" Please provide an explanation of statement. We have an out of state building construction license, will building construction license issued by the Mississippi Board of Contractor meet your requirement?

A #28: Yes.

Q #29: The FAR Clause regarding HUBZone requires that at least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees or on a combination of the HUBZone prime contractor’s employees and employees of HUBZone small business concern subcontractors; and

No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns.

In reviewing the current HUBZone map, there are no qualified HUBZone tracts close to the project site. As a result of this, we will be unable to meet the 50 percent compliance requirement. However, if the Contracting Officer will waive the 50% requirement, we can meet the 15% requirement permitted by FAR Clause125.6(c). The FAR Clause regarding the waiver is as follows:

126.700

(c) A contracting officer may waive the 50% requirement set forth in paragraph (b) of this section for a particular procurement after determining that at least two qualified HUBZone SBCs cannot meet the requirement. Where a waiver is granted, the qualified HUBZone SBC prime contractor must still meet the performance of work requirements set forth in § 125.6(c) of this chapter.

[70 FR 51250, Aug. 30, 2005]

It is therefore requested that the Contracting Office waive the 50% requirement.

A #29: The 50% requirement will not be waived.

Q #30: Based on the plans and technical specifications, it appears that a good portion of this work will need to be performed by subcontractors having specialized experience and certifications. Would the Government consider exercising Alternate I of FAR 52.219-3?

A #30: See response to question #29. Alternate I of FAR 52.219-3 will not be incorporated into solicitation or contract.

Q #31: Are you able to provide an name for an escort company for your camera towers?

A #31: SFS at the Visitor’s Center/Pass and Registration office (321-853-3545) can provide a list of escort companies that have worked out in CCAFS before.
