Questions from Site Visit 2 June 21, 2023

1. Attachment 1 – PWS for 626 to 1038, pg. 2: The scope is the engineering, furnishing, installation, and testing of fiber optic cable. Are the applicable USAF / 21 CS/SCXP engineering and construction standards available for review?

a. YES. Also, the applicable standards in paragraph 4. Appendix A of the PWS should be applied. If needed, AF Engineering Construction Standards will be provided by 21st CS.

2. Attachment 1 – PWS 626 to 1038, Section 2.2.1.11: Are there any known areas of environmental concern in the planned excavation pathways?

a. No known areas of environmental concern in the planned excavation pathways; if found during the project 21 CES will advise on how to proceed.

3. Attachment 1 – PWS for 626 to 1038, Section 2.2.14: Are certified payroll records required?

a. Payroll records? This item is not part of the PWS.

4. Solicitation - Introduction: This proposal lists the Department of Defense, Department of the Air

Force, and US Space force as the client. Who is the main client for this response?

a. DoD-US Space force is the client.

5. Solicitation – Paragraph xi: Can an extension of the response due date until July 14 be granted?

a. Solicitation has been extended until July 21, 2023. See Amendment 1 posted to SAM.gov.

6. Is the government expecting the contractor to perform service or maintenance after project completion or is the below statement only in regards from the construction period. The reason for the question is on page.19/21 on the “Attachment 1 PWS FOC from B626 to B1038” there is a table showing “95% compliance; issues resolved within 24 hours; 5% of any remaining issues resolved within 12 hours”.

a. As this is not a construction project, the standards outlined in the Performance Summary Table (Appendix B) are applicable and inspectable during the performance of the contract and through the duration of any warranty items during the stated warranty period.

7. Confirm that 4” HDPE SDR 11.5 is acceptable for installation throughout the project. It appears that directional boring will be used on any new pathways for Attachment 1 PWS FOC from B626 to B1038.

a. Concurred.

8. Confirm that the following part number and specs are acceptable for this project; 036EU4- T4100D20. (See Attachment 1 Questions and Parts Specs pgs. 1-4)

a. Yes, part number 036EU4-T4100D20 would be considered acceptable for use on this project.

9. Confirm that the part number (MXED64283) and specs below are acceptable for the Maxcell.

The trace wire will not be in any individual cell but sewn into the material. (See Attachment 1 Questions and Parts Specs pg. 5)

10. Will a performance and payment bond be needed for this project? Also, would a bid bond guarantee be needed at time of submission?

a. As this is not a construction project, a performance and payment bond and a bid bond guarantee is not applicable to this acquisition.

11. Confirm that spacers will not be needed if boring is to be utilized.

12. Confirm that warning tape will not be applicable if boring is utilized.

a. Warning tape is applicable if trenching. If boring, it is not applicable.

13. Confirm that concrete duct bank would be needed if boring is utilized.

a. If trenching, yes, common practice is to have concrete encased duct bank across road/crossroad. However, expectation is that all ducts being placed will be done by boring at 36” minimum depth and to go deeper if having to avoid other utilities.

14. Confirm that only one conduit needs to have Maxcell when another is run in parallel.

15. (Same paragraphs for all 3 PWSs) Para 2.2.1.11.3 Paved Surface Crossings: the last line says:

The decision whether to trench (cut and patch) across or horizontal directionally drill under paved surfaces is at the discretion of the BCE and will be made on a case-by-case basis. The PWS directs directional drilling for installation of all 4” HDPR Duct Banks. Which is it?

a. The PWS was written to have the ducts put in place by boring. Boring does not allow for concrete encasement. If a contractor instead has to trench for an approved deviation from boring, that will need to be coordinated by both 21 CS and 21 CES, then concrete encasement becomes necessary.

16. (Same paragraphs for all 3 PWSs) Para 2.2.1.11.7 Warning Tape. Is this requirement valid if the

PWS directs directional drilling? Can the tape be in direct contact with the newly installed conduit?

a. Warning tape is applicable if trenching. If boring, it is not applicable.

b. NO. Tape cannot be in direct contact with the conduit.

17. (Same paragraphs for all 3 PWSs ) Para 2.2.1.11.9 Conduit Protection. This paragraph implies that concrete encasing directionally bored HDPE Roll pipe is required whenever the Buried conduit passes under any paved surfaces. Is this required if we are using Schedule 40 HDPE for directional boring as long as we are at least 36” below grade? Since much of the path shown in the project drawings pass underneath paving, including parking lots, and at least 4 streets this would require a great deal of open trenching if concrete encasing was required, and is difficult to bid unless the exact locations are known ahead of time.
