PRE‐AWARD QUESTIONS
SOLICITATION NUMBER: FA2517‐22‐Q‐0020
PROJECT TITLE: B1470 AIR HANDLER UNITS (AHU)
CONTRACTOR QUESTION GOVERNMENT RESPONSE
1. Can the bid date be extended? 2 weeks? Please refer to Amendment 2, or most current amendment, for quote due date.
2. Confirm any Building Automation programming/shutdown/startup requirements are not in our scope.
Please refer to updated SOW dated 28 March 22 and posted with Amendment 2.
3. Will Test & Balance be required in our scope? Prior to work start & final.
As long as the CFM min/max are met within the specs I sent over. No air balancing should be required. Air will need bled from heating and chilled water system as stated in bullet 3.3 of the SOW. If this means a balanced fan on the shaft.
Yes it will need to be balanced as not to damage the bearing and or shaft.
4. Confirm Contractor is to assume that the existing isolation valves work.
HVAC has isolated the heating/chilled water lines in the past with no issues noted.
5. Confirm that the contractor is not responsible for existing equipment not operating correctly after restart. (Pumps, Control Valves, Balancing valves)
HVAC will address any issues with existing equipment outside the SOW. I am working with HVAC to replace any faulty pumps identified so they can be replaced during bullet point 2.8 phase in the SOW.
6. Will escorts be required and/or provided by owner?
A member from the R&O section will be on site to escort the contractors.
7. Please provide the full existing equipment detail documents as discussed at the walk.
I have sent the specifications page over. See attachments.
8. Can you please send us the following information that we requested during site visit: specification and drawings for the existing AHU’s, motors, Valves and related equipment; Photographs of the Mechanical rooms where the work has to be performed
All photos taken at the request of contractors during the site visit have been provided as well as a photo of the specifications page for the blower fan assembly. See attachments.
9. Can you please let us know when were the last asbestos samples taken as insulation looks to be consistent with qualities of asbestos?
Information has been requested and is not available at this time. At this time please proceed as if asbestos is present.
10. What is needed from Mechanical Contractor during shutdown?
Everything for the chilled/hot water piping and valves is spelled out in bullets 2.1‐2.3 and 2.11.
11. AHU‐1 has a circulation pump that did not seem to be working, but is not included in the SOW? Are we okay to exclude replacement of pump?
As mentioned in question 5, HVAC will address any issues with existing equipment outside the SOW. I am working with HVAC to replace any faulty pumps identified so they can be replaced during bullet point 2.8 phase in the SOW.
12. What size is the chilled water piping? Without removing the insolation I can’t speak to this for sure.
13. What size are the chilled water pumps and 3‐way valves?
Data plate information in the pump photos should help with answering this question.
14. Are 3‐way valves electric or pneumatic? Electronic
15. Can you provide photos of the existing AHUs showing interior, exterior, piping and pumps?
Photos have been sent. I can’t provide interior photos without tearing apart the MZUs/AHUs.
16. Do chilled water coils or drain pans need to be removed?
I don’t believe the coils or drain pans will need to be removed to accomplish the work specified.
17. What is the make/model/serial number of the AHUs?
Make: Carrier Air Conditioning Company Model #: 39CA1002UA12 or 39CA0902UA12 Serial #: 740300911 (not same for all 4)
18. How accessible are the AHUs? What is the height above the floor? Do we need scaffolding or ladders to reach the work areas? Will we have free access in and out of the MERs to the outside? Do we need to bring all tools and material in and out every day or can we leave overnight?
All AHUs are on the floor/ground level. Escorts from R&O section will assist with access in and out of the facility while the work is accomplished.
Tools and needed equipment can be placed/stored in the main mechanical room which is locked.
19. Have AHUs previously been rebuilt? AHUs/MZUs have never been rebuilt
20. Is the existing insulation ACM? Information has been requested and is not available at this time. At this time please proceed as if asbestos is present.
21. Do the chilled water isolation valves hold? See question 4.
22. Is the existing piping welded, flanged, grooved or threaded?
Without removing the insolation I can’t speak to this for sure.
23. Are fan motors explosion proof? Due to their current condition I would say no.
24. Does the fan enclosure need to be replaced?
As far as the exterior panels yes, they will need to be reattached. For the interior section; that will be determined by the contractor upon conducting the work.
25. How close in proximity are the 4 AHUs? They are each in their own individual mechanical room. 1 per floor. Levels 1‐4
