Contract: MS&A FOR SPACE AND CYBERSPACE CAPABILITIES (MSCC) Task Order: SAMPLE TECHNICAL TASK ORDER Organization: HQ AFSPC/A9XY Address: 150 Vandenberg St, Ste 105, Peterson AFB, CO 80914-4570 Date: 24 April 2017
Executive Summary
HQ AFSPC/A9XY and HQ AFSPC/A3Z are responsible for objective and responsive Modeling, Simulation, and Analysis (MS&A) and decision support for space and cyberspace analyses. This contract represents technical and support requirements for space and cyberspace analysis to include engineering/engagement, mission, and theater/campaign MS&A. The “Sample Technical Task Order (TO)” will be evaluated for contract award, but not awarded.
1. PURPOSE
The overall purpose and objective of this TO is to assist HQ AFSPC/A9XY in the development/modification of MS&A and decision support tools as well as the analysis of space and cyberspace capabilities that provide tactical, operational, and strategic level support to meet military and national objectives.
2. SCOPE
The contractor shall assist HQ AFSPC/A9XY and HQ AFSPC/A3Z with management of Government MS&A tools and analytical decision support tool development, modification, and analysis in support of space analyses and cyberspace analyses. The overall contract will require space and cyberspace knowledge coupled with MS&A expertise, analytical understanding, and software management acumen. The contractor must also possess experience with military weapon systems (e.g., aircraft, ship, tanks, and munitions) associated with Tactics, Techniques, and Procedures (TTPs); and Combatant Command (CCMD) operations at the tactical, operational, and strategic level. Finally, the contractor must also possess experience and skills in joint/combined operations analysis (e.g., math, probability, operations research, and engineering).
The contractor may need to interface with other AFSPC units and organizations, other AF Major Commands (MAJCOMs), AF Research Laboratories (AFRL), Headquarters Air Force (HQ AF), other services (e.g., US Army and US Navy), United States Strategic Command (USSTRATCOM), US Cyber Command (USCYBERCOM), Department of Defense (DoD), National Aeronautics and Space Administration (NASA), National Reconnaissance Office (NRO), and non-DoD government and commercial space entities to accomplish this contract.
The MS&A tools and analytical decision support tools may support such activities as long-range planning, strategic analysis, force-mix studies, acquisition decision-making, requirements development and assessment, warfighter analysis, Analysis of Alternatives (AoAs), and/or operational missions.
3. REQUIREMENTS/DESCRIPTION OF SERVICES
The contractor shall provide professional, administrative, technical, and management support to AFSPC in support of MS&A services for AFSPC missions. The contractor shall maintain a skilled staff to ensure contractual tasks, requirements, and deliverables are successfully executed.
Requirements 1 and 4 of the Basic Indefinite Demand-Indefinite Quantity (IDIQ) contract Performance Work Statement (PWS) shall be used as reference for this task order to provide overall technical management and integration for all activities associated with the Basic IDIQ contract.
3.1 Using the analysis process in Figure 3 of the overall PWS, the contractor shall demonstrate ability to plan and execute a 6-month analysis effort on the impact of a single space capability on an operational warfighter mission. The contractor DOES NOT have to perform the analysis, just demonstrate the ability to plan and execute the analysis.
To successfully complete the Sample technical task, the contractor shall perform the following tasks at the UNCLASSIFIED level
3.1.1 Work Plan: The plan shall identify the schedule for key activities and resources required (time, personnel, equipment, and labor and ODC costs, milestone dates, etc) to accomplish the work.

3.1.2 Select one of the following warfighter missions from the air, land, maritime, or littoral domains to inject Satellites Communications (SATCOM) capabilities.
• Deep Strike
• Forward Operating Base/Combat Outpost (FOB/COP)
• Surface Warfare
• Amphibious Operations

3.1.3 Develop the Joint Mission Thread (JMT), Space Touch Points (TPs), and Military Utility Analysis (MUA) Influence Diagram (ID) for the selected Space Capability and Warfighter Mission

3.1.4 Identify recommended Space MOPs and Space MOEs for the space capability selected.
Identify analysis organization(s) to convert Space Measures of Performance (MOPs) into Space Measures of Effectiveness (MOEs).

3.1.5 Identify recommended MS&A tool(s) to emulate the JMT, Space TPs, and ID and convert Space MOEs into Warfighter MOEs as well as the rationale for MS&A tool selection. Identify recommended Warfighter MOEs for warfighter mission selected and provide recommended sample Warfighter MOE outputs of interest to AFSPC Leadership.

3.1.6 Discuss the key factors to integrate the mission-level warfighter MOE results into the joint campaign-level analysis. Identify recommended warfighter Measures of Outcome (MOOs) and provide sample Warfighter MOO outputs of interest to AFSPC Leadership.

(2) working days, or other such time periods as established in the task order.
