MARKET RESEARCH QUESTIONS
1. Based upon the current requirement, what contract type would be most appropriate?
2. Based upon the requirement, what length of contract would be most advantageous? Please include the following in your response:
a. The requirement involves operation and maintenance of legacy systems that are periodically being upgraded to accommodate the space surveillence mission, what advantages would there be to industry for a long-term (5 years or longer) contract?
b. Assuming that the current workforce has a significant amount of seniority, what advantages are there for a long-term contract relative to training and retention of key personnel?
c. Are there any disadvantages to a long-term contract that we should consider?
3. Based upon the requirement, what subcontracting opportunities might be available?
4. What workload estimates are necessary to adequately scope the workload associated with this contract? Are there other data that the Air Force could provide that would be useful in determining level of service required?
5. What kinds of performance incentives would be necessary to encourage superior performance?
6. What discounts and payment terms are customarily offered/negotiated on similar contracts?
7. What length of on-site phase-in is necessary to prepare for a 1 Oct 08 performance start date? In order to be ready to take over full contract responsibilities on 1 Oct 08, what is the “drop-dead” date for award notification?
8. What quality assurance methods do service receivers primarily rely on under similar contracts?
9. Based upon the current SOW and considering the new PWS will be performanced based, describe some evaluation factors that could be used as discriminators in this acquisition?
10. Site visit(s) are anticipated. Which locations (the nine AFSSS field stations located in Glennville GA, Hawkinsville GA, Hollandale MS, Lewisville AR, San Diego CA, Truth or Consequences NM, Wetumpa AL, Maricopa AZ, and Archer City, TX.) would be most beneficial for your company representatives to see first-hand and why?
11. What type of meaningful metrics would most fully capture performance requirements considering a performance based PWS? How would you measure success on this program?
12. What kind of quality standards would you apply to this functionally diverse program?
13. What kind of commercially available systems are you aware of that would meet the Air Force needs for tracking hazardous materials, the entire spectrum of civil engineering functions (planning, ordering materials, tracking project completion), logistics and procurement?
14. Should there be a page limitation for the cost proposal and if so, what is a reasonable limit?
15. Are you aware of any contracts for similar services in the commercial marketplace?
