PERFORMANCE WORK STATEMENT (PWS)

1.0 DESCRIPTION OF SERVICES
1.1 GENERAL TASK DESCRIPTION: This Performance Work Statement (PWS) describes required contractor support to AFSOC’s Air Force Special Operations Air Warfare Center (AFSOAWC). AFSOC requires on-site contract instructor support for the AFSOAWC’s training operations. Support areas include: fixed wing aircrew instruction, fixed wing flight instruction, remotely pilot aircraft (RPA) aircrew instruction, fixed wing simulator instruction, and weapon system leads for specific mission design series (MDS) aircraft or location.
1.2 Specific requirements/qualifications are listed throughout the PWS. Supported locations are Hurlburt Field, FL, Cannon AFB, NM and future growth at Duke Field, FL.
2.0 SPECIFIC REQUIREMENTS
For the base year of the task order, the Government requires 95 Full Time Equivalents (FTEs) in accordance with this PWS. Although the Government requires 95 FTEs upon award, exact instructor numbers are determined annually based upon programmed flying training requirements at each location. Normally, requirements are determined in July for the next period of performance (PoP). Paragraph 2.5 and Attachment 1 of the PWS describe the required breakout, qualifications, and location(s) of the FTEs. Paragraphs 2.1 through 2.1.13 outline contractor requirements during this task order. Paragraph 2.2 mandates a transition plan for proposal submissions. In addition to the duties outlined below, other duties may be assigned to accomplish the scope of this PWS; several tasks are specific tasks while others are implied tasks in order to accomplish the PWS requirements.
2.1 AIRCREW INSTRUCTION: Defined as customer-focused, aircrew and non-aircrew Academic, Simulator, Flight Line, Inflight Instruction, Observation Flights, aid and assistance to students, reporting, evaluating, grading, mission planning, mission pre-briefs, sortie execution and debrief, post-mission documentation, remedial instruction, supplemental instruction, etc. as required by the published schedule, Syllabus, Instructor Guides, and O&M Manuals. The contractor will:
• Provide instruction, in accordance with applicable DoD, USSOCOM, and Air Force instructions to meet USAF proficiency and qualification standards on Air Force-administered written examinations and flight evaluations for preparatory courses, initial qualification (basic, instrument, mission), transition (conversion, requalification), upgrade qualification (instructor, aircraft commander, special mission, evaluator, dual qualification of sensor operators), and key staff, continuation, refresher course, etc training as required to meet the On-Time Graduation and annual student throughput requirements of this contract/task order.
• Ensure syllabus tasks are 100% complete within the time specified for the lesson
• Provide Scenario Development (simulator and flight) as required to meet the requirements of this contract
• Ensure completion of Aircrew Graduate Evaluation Program (AGEP) IAW AFIs and training syllabi
• Use air traffic control services and radio calls during instruction that are IAW the most current edition of Federal Aviation Administration Order 7110.65, or applicable International Civil Aviation Organization manuals and circulars for OCONUS sites
• Support instruction of the AFSOC Instrument Refresher Course (IRC) with qualified IRC instructors. Numbers of instructors required may vary annually. The Government will authorize and fund TDY for candidates to the Advanced Instrument School
• Support instruction of the Crew Resource Management Course (CRM) with qualified CRM instructors. Numbers of instructors required will vary from year to year
2.1.1 Training Management Construct: Training management for the entire process will be accomplished by integrating active duty, reserve, civil service and contractor personnel. The contractor must be capable of working as a Team toward a common goal of producing qualified aircrew members as well as conducting continuation training. This requires working with other onsite contracting companies who may be scheduling instructors, scheduling training devices, etc for training execution. The Government will be the integrator for training management process.
2.1.1.1 The contractor shall notify the Squadron Commander (or designated representative) of any substandard student performance and shall coordinate additional required training with the Squadron Commander (or designated representative).
2.1.1.2 The Programmed Flying Training (PFT) is established by each course on an annual FY basis. Each course will be taught by individual classes that start at varying dates throughout the year. The Training Management Team, of which this task order is part of, shall support the Government in PFT development, class scheduling, and establishment of class graduation dates.
The Contractor shall meet the established class graduation date. If an established class graduation date cannot be met due to circumstances beyond the Contractor’s control, the Contractor shall make appropriate notifications IAW AFSOCI 36-2202. Graduation delay of a class shall not impact established graduation dates for future classes unless coordinated and approved by the HQ AFSOC/A3T.
2.1.1.3 The contractor shall track, using the Government provided TMS, and submit a weekly report of lost/incomplete training events and or downtime for Government review.
2.1.1.4 The arrival of students and aircrews will not be cyclical, uniform, linear, or without fluctuations. The Contractor shall execute the requirements of this contract and shall accommodate the variations in student and incomplete crew arrivals.
2.1.2 ‘Stick Shakers:’ The Contractor shall provide “Stick Shakers” as required during Scheduled Training Time. “Stick Shakers” are crew position qualified role players used to fill required, but unfilled crew positions when no active duty, reserve, civil service support or students not presently scheduled for training are available.
2.1.3 Patriot Excalibur (PEX)/MDS Equivalent Gradebook and Syllabus of Instruction Review: The Contractor shall implement, utilize, and update PEX database/MDS Equivalent Gradebook as required to ensure a complete and accurate record of student training. The Contractor shall ensure PEX/MDS Equivalent Gradebook is accurate to within 4 hours of the training event conclusion that may drive scheduling changes in PEX/Government scheduling system. During non-student contact time, the contractor shall conduct monthly PEX/MDS Equivalent Gradebook reviews, and work with the AFSOAWC and HQ AFSOC A3TA Branch to ensure the Syllabi of Instruction (SOI) for their MDS are accurate and up to date.
2.1.4 Courseware Support (CW): The contractor shall work with the AFSOAWC courseware development team to ensure courseware is current and relevant. The contractor will work with all components of CW development to include other contracted companies (see paragraph 2.1.12.1).
During student non-contact time, the contractor will provide SME support to the AFSOAWC CW development team. The contractor’s MDS/Training Integrators (see paragraph 2.1.10) will be the point of contact to ensure coordination occurs between the AFSOAWC/TEC and other contracted service companies. This coordination will occur within 48 hours of AFSOAWC/TEC contact; exception: for safety of flight CW changes, coordination must occur within 16 hours of AFSOAWC/TEC contact.
2.1.5 AFSOC Form 42: The contractor shall analyze and within 48 hours of receipt make an impact statement on each AFSOC Form 42 addressing additional resource requirements and schedule impact to student training and recommend approval or disapproval. If the established graduation date must be changed, resulting from a Form 42, the contractor shall coordinate and request approval from the unit’s Operations Officer for an updated graduation date (notify the COR). Graduation delay of a class shall not impact established graduation dates for future classes.
2.1.6 Instructors: The contractor shall provide mission certified instructors to meet the AFSOAWC required instructor numbers for the year of execution. Numbers may fluctuate from base year and option years; the contractor must have the ability to vary numbers throughout the task order PoP. The cost workbook also includes growth aircraft MDSs that may be exercised in future option year(s) execution. Initial year instructor make-up is listed in paragraph 2.5 of this PWS. Changes in option year requirements will result in task order modifications. The following MDSs will have a designated weapon system lead: AC-130U, MC-130H, U-28, and
AC-130W.
2.1.6.1 Qualification Requirements: The contractor shall nominate
• Instructors who possess the appropriate security clearances for the operations of the system and instructor lessons
• Waivers: The AFSOC/A3T may waive qualification requirements on a case-by-case basis. Waivers require annual renewal by the AFSOC/A3T*
• Instructor candidates who were instructor certified in the proposed MDS and were current in U.S. military aircraft within the previous two years OR
• Instructors formerly instructor certified (in the proposed U.S. military MDS aircraft) within the previous four (4) years if the following conditions are met at the time of hiring:
o the candidate performed eight (8) years of military operational flying duty o at least two (2) years or 200 hours experience as an inflight instructor in the proposed MDS and associated mission sets
* Exception: Instructor for radio operation experience does not have to meet ‘recency’ described in above bullets, but must have significant knowledge/experience in all radio equipment for which he/she will conduct instruction with students. For radio operation instruction experience, see PWS Attachment 1.
2.1.7 For all government use time and student scheduled training time, the contractor shall operate the Instructor Operating Station (IOS) for aircrew training devices (weapon system trainers, multi-function training aids, loadmaster part-task trainers, visual threat recognition avoidance trainers, enhanced cargo handling system, fuselage trainers, enhance integrated cockpit systems trainer, etc). If there is a scheduling conflict, the squadron’s operations officer will determine which device the contractor will operate.
2.1.8 Academic Instructors: The Contractor shall ensure all instructor candidates have attended an Academic Instructor Course (AIC) or equivalent prior to instructing. If an instructor candidate was a prior military instructor in U.S. military aircraft and provides the certificate of completion, this shall satisfy the requirement. If an instructor candidate has not attended an approved AIC or equivalent course, the Government can waive this requirement on a case-by-case basis. The Contractor shall incur all costs associated with instructor candidates attending the AIC or equivalent course to include travel, per diem, relocations, tuition, etc. As required, the Contractor shall provide academic instructors who:
• Are trained, evaluated, qualified, certified, current, and documented IAW applicable AFIs
• Possess an instructor certification except for special requirements below:
o Instrument Refresher Course (IRC) instructors (Air Force Advanced Instrument
School is a graduate-level program designed to prepare MAJCOM designated instructors to be IRC instructors) o Crew Resource Management (CRM) instructors (CRM Facilitator Course is a graduate level program designed to prepare MAJCOM designated instructors to be CRM instructors) o Night Vision Goggle (NVG) academic instructors (NVG Academic Instructor Course is a graduate level program designed to prepare MAJCOM designated instructors to be NVG academic instructors- FTU only)
2.1.9 Inflight Instructors: Inflight instructors will conduct academic instruction and must meet academic instructor qualifications as well as those listed in this PWS section. The Contractor shall ensure evaluations and examinations for in-Flight instructors are completed IAW AFI 11-202 Volume 2 series regulations, Aircrew Standardization/Evaluation Program, MDS specific Volume 2 regulations, approved Contractor Flight Operations Procedures, DCMAI 8210.1C (AFI 10-220_IP) Contractor’s Flight and Ground Operations, DFARS 252.228-7001, the Ground and Flight Risk Clause and DFARS 252.228-7002, the Flight Risk Clause. Inflight instructors must meet the experience requirements outlined in para 2.1.6.1 and Attachment 1 of this PWS.
2.1.9.1 Medical: Flight physical expenses are reimbursable expenses.
2.1.9.2 Flight Gear: Flight gear will be provided by the Squadron. Flight gear will be issued / reissued at the same frequency as active duty flyers.
2.1.10 MDS Training Integrators (MDS/TI): The MDS/TIs will be the main point of contact and conduit between the contracted workforce and the Government. Contractor MDS/TIs will support the following MDSs/locations: AC-130U at Hurlburt Field; MC-130H at Hurlburt Field;
U-28 (Light Tactical Fixed Wing) at Hurlburt Field; and two MDS/TIs for Cannon AFB.
Qualifications and capabilities are listed in Attachment 1. Examples of duties include, but not limited to: full understanding of simulator modification impacts, and weekly training review boards (required training for assigned MDS aircraft, and scheduling/committing of contracted instructor personnel) to accomplish the duties within this PWS.
2.1.11 Strike Mitigation Plan: The Contractor shall develop, implement, and maintain a Strike Mitigation Plan to ensure the performance of contractual requirements are not negatively impacted due to a labor strike and submit the plan within 60 days after contract award.
2.1.12 General Areas
2.1.12.1 Multiple Contracted Companies: Duties within this PWS require close coordination between active duty, DOD civilians, reserve personnel and other government contractors. The contractor will work with other contractors onsite to accomplish the unit’s mission. If a Nondisclosure Agreement (NDA), Proprietary Information Agreement (PIA), or similar document is required, the contractor will work in good faith to rapidly sign documents so as not to disrupt training. This process must be included in the contractor’s transition plan (see paragraph 2.2).
2.1.12.2 Dress / Grooming:
2.1.12.2.1 All Contractor personnel shall meet professional dress and grooming standards and workplace safety standards as defined within the Contractor’s Safety Program.
2.1.12.2.2 All Contractor personnel shall wear either a “Polo / Oxford” type shirt. Shirts may include company name and/or embroidered/badge of aeronautical badges earned while qualified on active duty. When accomplishing in-flight instruction, contractors will wear AF approved flight gear.
2.1.12.3 Access control (VGSA): The contractor FSO will accomplish a long term VGSA for all sites and ensure the data is current IAW site specific requirements.
2.1.13 The Government reserves the right to supplement any instruction with active duty, reserve or civil service personnel; however, the Contractor shall still be responsible for overall on-time graduation and student throughput when instruction is supplemented by the Government.
2.2 Transition: Describe your company’s transition plan for this effort to include:
• Plan to transition current workforce members who meet the PWS qualifications
• Plan to recruit, hire, train, and retain new personnel
• Historical ability to recruit, hire, train, and retain personnel for large task orders/contracts
• Specific hiring and retention concept(s) for Cannon AFB personnel
• History of working with other Government contractors in the same unit/worksite
2.3 Monthly Status Report (MSR). The MSR, at a minimum, will contain:
• Overview of Task Order
• Current month’s tasks completed for each location
• Next month’s planned actions
• Hiring status for any vacancies
• Challenges / Concerns / Recommended Corrective Actions
• Projected Travel (if any) and results of travel accomplished in the current month
• List of personnel on task and estimated vacancy credit (in man-days)
2.4 Resumes: For the proposal phase, resumes are required as indicated in 2.4.2. Names are permitted on the resume and the resumes shall not exceed 2 pages. Resumes do not count towards the total technical page count and should be an attachment to the technical portion of the proposal.
2.4.1 Resume approval: The Contractor shall provide the Government contracting officer (KO) the written resume of instructor nominees. The KO will provide the nominee’s resume to HQ AFSOC/A3TS for routing and approval. The KO will then provide the contractor the Government’s official response. If a qualification waiver from paragraph 2.1.6.1, 2.1.8 or Attachment 1 is requested, HQ AFSOC/A3T is the waiver authority. For flight instructors, waivers must be approved by the HQ AFSOC/A3T and include any applicable AFI guidance/policy.
2.4.2 Required Resumes for Proposal:

2.4.3 The following personnel are considered key and require 5 workdays advance notice before removing or changing status of personnel in these positions:

2.6 TASK STATUS The contractor shall keep the AFSOAWC Director of Quality, Contracting Officer’s Representatives (CORs), and others as designated by the HQ AFSOC/A3T, informed of task status and progress by regular correspondence or meetings.

3.0 SERVICE DELIVERY SUMMARY (SDS): Error! Bookmark not defined. Service requirements for this Task Order are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service. These thresholds are critical to mission success and acceptable (satisfactory) performance.

4.0 GOVERNMENT FURNISHED PROPERTY AND EQUIPMENT
4.1 GOVERNMENT PROVIDED EQUIPMENT/OFFICE: The government shall provide desks, workspace, utilities, electrical power hookups, personal computers, telephone access, administrative supplies for onsite personnel, printer availability, availability to use safes, and all audiovisual projection equipment. Contractor personnel must follow the standard facility rules and regulations required of government personnel.
4.2 OTHER EQUIPMENT/SERVICES: The Government will furnish or make available to the contractor any documentation/training deemed necessary by the Government to accomplish this task. Training will be provided for new/additional systems acquired by the Government post-award. Employees must possess required certifications/qualifications prior to working onsite.
The Government will not provide initial training for contractor employees.
5.0 GENERAL INFORMATION
5.1 SCHEDULE. The contractor shall perform this task annually. The period of performance of this task order consists of a basic 12 month period and two (2)-12 month option periods.
5.2 DATA. The Government has unlimited rights to all deliverables of this Task Order.
Specific contract efforts and accomplishments under this Task Order shall be included in the applicable CDRL(s) listed above.
5.3 MANAGEMENT
5.3.1 Functional Director (FD). The FD for this Task Order is the HQ AFSOC/A3T, Hurlburt Field, FL 32544-5000. Telephone: Commercial (850) 884-2234 or DSN: 579-2234.
5.3.2 Contracting Officer Representatives (CORs) and Technical Representatives (COTRs).
The following individuals will perform Primary and Alternate COR duties as assigned by the FD. The contractor’s Program Manager shall take reasonable steps to allow CORs unrestricted and unhampered access to contractor employees accomplishing duties associated with this Task Order.

5.4 TRAVEL. Travel outside the local area may be required to support the requirements of this task order. All travel must be directed and approved in advance by the COR and CO on a Letter of Identification (LOI), and shall not exceed the travel line item funding for this requirement.
Travel shall be reimbursed in accordance with the requirements of Special Contract Requirement H-0012, Allowable Travel Cost. Contractor personnel are not authorized to travel on Government invitational travel orders. Trip reports will be provided as required in paragraph 1.5, Deliverables.
5.5 SECURITY INSTRUCTIONS. Contractor personnel will have a minimum of a SECRET clearance at the start of performance. Refer to the DD Form 254 prepared for this requirement for additional security requirements. PMATS and U-28 personnel must have TS/SCI at the beginning of the task.
5.6 DUTY INFORMATION. The contractor's work hours and place of performance are listed below.
5.6.1 Place of Performance: There are two initial places of performance for this task order:
• Hurlburt Field, FL
• Cannon AFB, NM
• Duke Field, FL (Potential future location)
5.6.2 Normal Duty Hours: Monday through Friday from 0730 - 1630 hours (includes 1 hour for lunch). Support required outside normal duty hours will be required and coordinated / compensated in accordance with local collective bargaining unit (if applicable). These hours will be worked will make up the 40 hour work week and not in addition to the 40 hour work week and must be coordinated with the Squadron Commander or designated representative.
5.7 ESSENTIAL SERVICES. The services under this task order are not essential for performance during crisis according to DODI 3020.37.

Duty Description Minimum Requirements
1 Program Manager
(PM)
Due to the diverse nature and multiple locations of this task order, the Government desires a single point of contact for company obligation decisions. This person will be on indirect labor and not required onsite. The PM will ensure the technical solutions and schedules in the TO are implemented in a timely manner.
Must possess proven management skills and be able to make corporate decisions with respect to manning and onsite personnel decisions. AFSOC / SOF experience is highly desired.
2 Aircrew Platform & Simulator Instructor
The following minimum requirements are for contractor instructors who will not conduct inflight instruction (current aircraft supported include MC-130H, AC-130U, and AC-130W).
Future aircraft may include MC/AC-130J and C-146. PWS paragraph 2.1.8 requirements also apply. Minimum of 5 years AFSOC aircrew experience required.
Inflight, Platform, and Simulator Instructor Pilot
The following minimum requirements are for contractor instructors who will conduct inflight instruction (currently the PC-12/U-28). Per AFI 10-220_IP: FAA Commercial Pilot or Airline Transport Pilot Certificate and the appropriate category and class ratings; 1,000 MP hours (all aircraft flown) and 300 in similar type aircraft; PWS paragraph 2.1.8 -2.1.9 requirements also apply. Minimum of 5 years AFSOC aircrew experience required.
Inflight, Platform, and Simulator Instructor CSO
The following minimum requirements are for contractor instructors who will not conduct inflight instruction (currently the PC-12/U-28). Per AFI 10-220_IP: Must have 500 hours in the position they are qualifying in of which 100 hours must be in the same aircraft category. PWS paragraph 2.1.8 - 2.1.9 requirements also apply. Minimum of 5 years AFSOC aircrew experience required.

Must have a minimum of 10 years of experience operating radios utilized in AFSOC aircraft. Instruction operations include encryption, radio operation, MDS radio integration, etc.
