Statement of Work
For
HQAFSOCA7X
Emergency Management (EM), Prime Beef, and En ineer Readiness Program Support
REQUEST FOR PROPOSAL:
CONTRACT NUMBER:
1.0 DESCRIPTION OF SERVICES
1.1 GENERAL TASK DESCRIPTION: Provide Emergency Management (EM), Chemical, Biological, Radiological, and Nuclear (CBRN) Defense, A7 Readiness support services, and provide complex research, investigate new/updated equipment for beddown assets (to include development, acquisition, and modernization). Serve as the CBRN Specialist and provide multifaceted engineering and technical assistances at all levels.
1.2 REFERENCE: Headquarters Air Force Special Operations Command (HQ AFSOC/A7K) Statement of Work, Appendix A, para 1.3.3.1, AFSOC A7X for the HQ AFSOC Systems Engineering and Technical Assistance Services (SETA) Contract.
1.3 APPLICABLE STATEMENT OF WORK PARAGRAPHS. The task order invokes the provisions of 1.3 - Requirements and Engineering and Technical Services Para 1.3.3 for the HQ AFSOC SETA Contract.
1.4 SPECIFIC REQUIREMENTS:
1.4.1 Specific Requirements:
1.4.1.1. Will coordinate with higher headquarters, MAJCOMs and base level units on EM, CBRN, and Civil Engineer Readiness, Prime BEEF, and Collective Protection Small Shelter System (CPSSS-3) / associated UTCs matters. This requires Monthly reports (CDRL A001), conference attendee listing(s) (CDRL A005), conference minutes (CDRL A006), and presentation material (A012).
1.4.1.2. Augment the AFSOC Inspector General Team by inspecting units, reporting findings and writing reports during the inspection. This requires Monthly reports (CDRL A001) and inspection reports (A011)
1.4.2. Technical Requirements:
1.4.2.1. Coordinate, staff, and or develop CBRN Operational Requirements Documents (ORD), bullet background papers, Operational Plans (OPLANS), Standard NATO Agreements (STANAG), NATO Quadripartite Standardization Agreement (QSTAG), Air Force and Joint publications. This requires monthly reports (CDRL A001), conferences minutes (CDRL A006), scientific reports (CDRL A007). and presentation (CDRL A012).
1.4.2.2. Represent AFSOC CBRN and EM interests at various meetings, forums and conferences. This requires Monthly reports (CDRL A001), conference minutes (CDRL A006) and conference attendee list(s) (CDRL A005).
1.4.2.3. Perform standby as required and (potentially) perform duties at alternate location during hurricane season (if evacuation is declared). Such event requires a completed trip report (CDRL A002).
1.4.2.4. Ensure serviceability of AFSOC Chemical Warfare Defense Equipment (CWDE). This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.5. Provide ongoing research, development, acquisition, and modernization of expeditionary beddown assets. This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.6. Develop and provide presentations as needed to meet mission requirements. This requires presentation material (CDRL A012).
1.4.2.7. Support will be provided in reviewing and analyzing AFSOC CBRN and Agile Combat Support (ACS) capabilities, identifying shortfalls and necessary improvements in procedural, training, and equipment capabilities, and recommending candidate solutions to meet identified shortfalls. Specific CBRN expertise and experience is required to interface with SOCOM, other MAJCOMs, Joint Services, local, state, and federal agencies, and NATO CBRN planning activities, acquisition efforts, and training specialists. This requires scientific reports (CDRL A007) and monthly report (CDRL AOO 1).
1.4.2.8. Support shall be provided for all aspects of the AFSOC A7X mission. This will include, but not limited to war fighting UTC reviews, SORTS/ARTSIDRRS monitoring, CE Readiness Board and Working Group meeting support, AFSOC deployment planning, education and training review committee (ETRC) activities, exercise planning, wartime and peacetime planning support, preparation of technical inputs for concepts of operation, checklists, and manpower/force sizing efforts, and specialized support for HAZMAT planning, response, and training activities for AFSOC. This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.9. Provide support for the detailed reviews and rewrites of CBRN and readiness course curricula, coordinating formal school quotas for AFSOC personnel, assessing regional equipment operator training (REOTS) programs, monitoring transition training programs, and reviewing and recommending disposition of the cross training requests. This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.10. The contractor will support all aspects of CBRN and Readiness peacetime and wartime planning. This includes investigating and performing complex research to develop inputs for the AFSOC Mission Area Planning (MAP) documents; participation on the Agile Combat Support Technical Planning Integrated Product Team (TPIPT); preparing inputs for AFSOC war plans;
provide planning recommendations and inputs for advanced technology transition demonstrations; preparing inputs for the NBC policy and procedure OPLANS, checklists, operating instructions, and technical orders; and preparing inputs for AFSOC supplements to Air Force Instructions. This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.11. The contractor shall assess potential response actions in the event of terrorist acts with the use of CBRN agents against a CONUS installation or site and develop proposed plans and or procedures for the appropriate response actions. This will include close coordination with local, state, federal, and other service organizations to ensure planned procedures are coordinated with all potential response organizations. This requires scientific reports (CDRL A007) and monthly report (CDRL A001).
1.4.2.12. Qualifications for this task include experience in the maintenance and storage requirements for CBRN defense equipment. This is required by scientific reports (CDRL A007) and monthly report (CDRL AOO 1).
1.4.2.13. Will issue, receive, and account for HQ AFSOC CBRN defense equipment. Will maintain, clean, and inspection defense equipment lAW technical orders. Perform protective mask inspections using the TDA99 and Joint Service Mask Leak Tester (JSMLT) when available.
1.4.2.14. Coordinate, staff, and/or develop Air Rapid Response Kit (ARRK) Operational Requirements Documents (ORD), bullet background papers, and Technical Orders (TOs). This requires monthly reports (CDRL AOO 1), attending conferences (CDRL A006), status and inventory reports (CDRL A007.1), and presentations (CDRL A012).
1.4.2.15. Represent HQ AFSaC and 1 SaCES interests at various meetings and forums.
Accomplishments will be listed in the monthly reports (CDRL A001) and attending conferences
(CDRL A005)
1.4.2.16. Ensure serviceability of all ARRK assets. Accomplishments need to be specified in the technical reports, status and inventory reports (CDRL A007.1) and monthly report (CDRL A001).
1.4.2.17. Provide ongoing research, development, acquisition, training, and modernization of ARRK assets and personnel. Accomplishments need to be specified in the technical reports, status and inventory reports (CDRL A007.1) and monthly report (CDRL A001).
1.4.2.18. Develops presentations and hands on training as needed to meet mission requirements (CDRL A012).
1.4.2.19. Support will be provided in reviewing and analyzing 1 saCES ARRK capabilities, identifying shortfalls and necessary improvements in procedural, training, and equipment capabilities, and recommending candidate solutions to meet identified shortfalls. Specific ARRK expertise and experience is required to interface with AFSaC, SaCaM, and other services.
Accomplishments need to be specified in the technical reports, status and inventory reports (CDRL A007.1) and monthly report (CDRL A001).
1.4.2.20. Qualifications for this task include experience in the maintenance and storage requirements for ARRK equipment Individual needs to remain current on equipment.

1.4.2.21. Will issue, receive, and account for 1 saCES ARRK equipment and tools. Will maintain, clean, and inspect ARRK equipment lAW technical orders.
1.4.2.22. Qualified or able to become qualified to operate 10K AIT forklift, 10K warehouse forklift, and flatbed truck/trailer.

1.5.1 CDRL A001 - Status ReportlMonthly Report - will be submitted to A7Xby the 10th of each month on contractor letterhead, and will list previous month's accomplishments, identified problems/solutions, planned TDYs or vacation, etc.

1.5.3. CDRL A005 - Conference Attendee List(s) - will be submitted within 2 days of conference completion and will include POCs and MAJCOM representatives; list(s) will be on contractor letterhead and will be submitted to A 7X no later than 2 days after completion of conference.
1.5.4. CDRL A006 - Conference Minutes - will be provided to A 7X 10 days after the conference.
1 .5.5. CDRL A007 - Scientific and Technical reports - after reviewing reports, a summary of the report will be provided to A 7X no later than 10 days before the suspense date of the report.
1.5.5.1. CDRL A007.1 - Technical Report/ARRK Status & Inventory- after inventory of ARRKs, a summary of status and inventory will be provided to A7X and 1 SOCES on the 10th of each month.
1.5.6. CDRL A012 - Presentation Material- will develop and organize briefings for A 7Xand 1 SOCES presentation material will be provided to A7X and 1 SOCES at least 30 days before the event with the final product within 10 days ofpresentation.
1.5.7. CDRL A016 - Contractor Employee Performance Assessment - The performance assessment shall be completed every 6-months. The objective is to report on critical success factors with emphasis on technical accomplishments or innovations for this TO. Contractor employee shall submit in accordance with Section 1.0 of CEPA.
2.0 SERVICE DELIVERY SUMMARY

3.0 BASE SUPPORT/GOVERNMENT FURNISHED PROPERTY
3.1 The Government will furnish or make available to the contractor any documentation deemed necessary to accomplish this task. The Government will provide the base support as specified in the SETA Basic Contract, Special Clause H-0018. Also, the Government is prepared to provide the documentation and/or equipmenUoffice space listed below:
3.1.1 Government Provided Equipment/Office. The government shall provide desks, workspace, utilities, electrical power hookups, personal computers, telephone access, administrative supplies for on-site personnel, and all audiovisual projection equipment.
Contractor personnel must follow the standard facility rules and regulations required of government personnel.
4.0 GENERAL INFORMATION
4.1 SCHEDULE. The contractor shall perform this task from ••••••••
4.2 DATA. The Government has unlimited rights to all deliverables of this Task Order. Specific contract efforts and accomplishments under this Task Order shall be included in the applicable CDRL(s) listed above.
4.3 MANAGEMENT

4.3.2 Contracting Officer Representatives (CORs). The following individual will perform Primary and Alternate COR duties as assigned by the FD. The contractor's Program Manager shall take reasonable steps to allow CORs unrestricted and unhampered access to contractor employees accomplishing duties associated with this Task Order.
4.3.2.2. Alternate COR:
4.3.3 Quality Assurance Evaluator (QAE): The following individuals will perform Primary duties as assigned by the COR. The contractor's Program Manager shall take reasonable steps to allow QAEs unrestricted and unhampered access to contractor employees accomplishing duties associated with this Task Order.
4.3.3.1 1 SOCES QAE:
4.4 TRAVEL. Travel outside the local area may be required to support the requirements of this task order. All travel must be directed and approved in advance by the COR, and shall not exceed the travel line item funding for this requirement. Travel shall be reimbursed in accordance with the requirements of special contract clause H-0012, Allowable Travel Cost. Contractor personnel are not authorized to travel on Government invitational travel orders. Trip reports will be provided as required in paragraph 1.5, Deliverables.
4.5 SECURITY INSTRUCTIONS. The provisions of SOW paragraph 1.4 shall apply. Only the HQ AFSOC/A7X and 1 SOCES positions must have a minimum of a SECRET clearance at the start of performance. Refer to the DO Form 254 prepared for this requirement for additional security requirements.
4.6 DUTY INFORMATION. In accordance with the Basic SETA Contract, paragraphs 4.1 and 4.2, the contractor's duty hours and place of performance, if different from the SOW are listed below.

4.6.2 Duty Hours:
4.6.2.1. Duty hours for HQ AFSOC/ A7X and 1 SOCES is Monday through Friday from 0730 1630 hours.
4.6.2.2. Duty hours for 1 SOLRS is Tuesday and Wednesday 0730 - 1630 and Thursday 0730 1130.
4.7 ESSENTIAL SERVICES Only the HQ AFSOC/A7X tasking is essential for performance during crisis according to 0001 3020.37. Specified hours of operation will be provided for continuation of services for each instance as required. The Contractor will be notified verbally and/or in lNI'"iting by COR or the on-site commander of the assigned unit when services are essential for performance during a crisis situation. Separate modification will be made for equitable adjustments for above and beyond services during a crisis.
STATEMENT of WORK for
Advanced Technology Programs and Program Management Support
1.0 DESCRIPTION OF SERVICES
1.1 GENERAL TASK DESCRIPTION: This Statement of Work (SOW) provides for Advisory and Assistance Services (A&AS) to Headquarters Air Force Special Operations Command (AFSOC), Plans, Programs, Requirements, and Assessments Directorate (AS), in support of program management for Advanced Technology Exploration and Demonstration planning, security, funding, test and transition. The AFSOC organizational structure for Test, Technology, and Experimentation Division is set by the very nature of special operations activities. System Program Office Program Office (SPO) functions, i.e., Project Management, Configuration Management, Engineering, Logistics, Budgetary, and Test must all be accomplished in a compressed classified and/or compartmented arena. An experienced task-organized cadre is required to build support and coordinate project goals within this Headquarters and build integration between functional areas in parent and external organizations. The Command also requires various forms of support during selected phases of planning, programming, transition, and implementation cycles of numerous Government systems.
Contract support will have to complement the Government's technical expertise in accomplishing the Command's mission. All services requested under this SOW are non-personal in nature and will be requested by a Task Order generated by the applicable functional area and the Contracting Officer.
1.2 REFERENCE: HQ AFSOC/A7KQ SOW, Appendix A, paragraph 1.19, Director of Plans and Programs, for the HQ AFSOC Systems Engineering and Technical Assistance Services *SETA III).
1.3 APPLICABLE STATEMENT OF WORK PARAGRAPHS. This Task Order invokes the provisions of paragraphs 1.3 - Requirements and 1.3.1 - Management and Professional Support Services, as well as Para
1.19 of the SETA III SOW, Appendix A, Mission Descriptions ..
1.4 SPECIFIC REQUIREMENTS:
1.4.1 The contractor shall have in-depth knowledge of the C-130 avionic systems. The contractor shall support advanced technology developments for C-130 avionics modernization. Avionics efforts to include but not limited to Enhanced Situational Awareness (ESA) systems, electronic warfare (EW) systems low probability of intercept (LPI) terrain-following/terrain-avoidance systems, LPI rendezvous transponder beacons, communications systems, real time intelligence to the cockpit (RTIC)/real time intelligence out of the cockpit (RTOC), and navigation/situational awareness systems. The contractor must have the required security clearances to support the program and associated SAR technology efforts with no breaks in task execution or program support. Limited SAR program access and the long lead times required gaining program access and in-briefs for new personnel require minimum personnel turnover to avoid disruption of task performance and direct impacts on the C-130 avionics modernization programs and the associated technology development efforts.
1.4.2 The contractor shall review and analyze AFSOC C-130 avionics program management directives, operational requirements, engineering reports, acquisition program documentation, and technology development and transition plans to assess impacts. Contractor will deliver appropriate technical analyses and evaluations of program impacts and recommended strategies and actions to assistAFSOC program managers.
Reports must meet the Technical Report standards articulated in the SETA III contract and must cite the document or guidance creating the impact. Where the impact is adverse, the contractor must make a recommendation on how to eliminate or mitigate the adverse effect. (CDRL A004 - Technical Report Study/Services, "Program Impacts")

1.4.3 The contractor shall prepare, amend, and provide appropriate technical analyses, evaluations, and recommended strategies and actions to assist AFSOC program managers in developing and implementing program improvement and modification schedules. 1.4.4 The contractor shall assess and document current and projected threats to SOF, AFSOC and AFRES missions and monitor flight testing, flight demonstrations and tactics development efforts to insure new C-130 avionics will meet user requirements and correct flight test and roadmap identified deficiencies. 1.4.5. The contractor shall assist the government in the investigation of program deficiencies and anomalies, analysis/evaluation of alternatives, and provide recommended solutions to program deficiencies.

1.4. 6 The contractor shall consider impacts to cost, schedule, performance, risks and program support in the development of detailed assessments of proposed program modifications and improvement plans.
1.4.7 The contractor shall provide support during technical working group meetings, technical interchange meetings, program management reviews, test plan working group meetings, and preliminary/critical design review meetings. The contractor shall assist the AFSOC program manager with analysis preparation for the above listed meetings.
1.4.8 The contractor shall accomplish specific technical analysis. The specific technical analysis tasks may address, but are not limited to, the following topics: C-130 integration plans, system deficiencies and options for correction, and program schedules.
1.4.9 The contractor shall maintain current knolNtedge of the SOF threat analysis and updates to the AFSOC and AFRES roadmaps and threat environment descriptions.
1.4.10 The contractor shall support Defensive Systems, Common Avionics, Aircraft Survivability and Situational Awareness IPT meetings, program and lab review meetings as required.
1.4.11 The contractor shall maintain currency on funded and lab programs and coordinate integration efforts across programs.
1.4.12 The contractor shall support transition from technology demonstration and coordinate/socialize avionics modernization efforts with AFRL, ASC/RA, and ASC/GRM, and other organizations as required..
Program production and sustainment will be accomplished by HQ AFSOC requirements personnel.
1.4.13 The contractor shall keep the Functional Area Chief (FAC) and Contracting Officer's Representative (COR), and others as designated by the FAC, informed of task status and progress by regular correspondence or meetings.

1.5.7 CDRLA0016- Contractor Employee Performance Assessment - Submit initial assessment 6-monthsafter award. Assessment shall be submitted within 5 workdays following the end of the reporting period. The objective is to reporton criticalsuccess factors with emphasis on technical accomplishments and innovations. Contractoremployee shall complete the assessment and submitto PM for reviewand comment. PMshall review, providecomments, and submitto CO/COR for review, comment, and file. Accomplishments provided on the ContractorEmployee Performance Assessment form shall be part of the information collected and usedin completing the ContractorPerformance Assessment Reporting System (CPARS) reportat the completion of the task.

3.0 GOVERNMENT FURNISHED PROPERTY
3.1 Government Provided Equipment/Office. The government shall provide desks, workspace, utilities, electrical power hookups, personal computers, telephone access, administrative supplies for on-site personnel, and all audiovisual projection equipment. Contractor personnel must follow the standard facility rules and regulations required of government personnel.
3.2. The Government will furnish or make available to the contractor any documentation deemed necessary by the Government to accomplish this task. Such documentation, if any, is listed below.

1.0 DESCRIPTION OF SERVICES
1.1 GENERAL TASK DESCRIPTION: This Statement of Work (SOW) describes contractor support to Headquarters Air Force Special Operations Command (HQ AFSOC) Command & Control (C2) and Experiment / Exercise Programs Management Support.
1.2 REFERENCE: HQ AFSOC Systems Engineering and Technical Assistance (SETA III) Service contract, Appendix A, SOW, para 1.4, AFSOC/A3 – Directorate of Operations for HQ AFSOC.
1.3 APPLICABLE STATEMENT OF WORK PARAGRAPHS. The Task Order (TO) invokes provisions of SETA III SOW, paras 1.3.1 – Management and Professional Support Services, and Para 1.4, Security Administration
1.4 Specific requirements:
1.4.1 Research/Technical. The contractor shall assist the Chief, Command & Control Branch, HQ AFSOC, in management of AFSOC's participation in all experiments/exercises, to include spirals, planning conferences, and execution. Support shall include:
1.4.1.1 Requesting, gathering, screening, refining, staffing, tracking, and submitting proposed process and technology experimentation/exercise objectives and/or initiatives.
1.4.1.2 Developing and implementing the experimentation strategy and scenario design, and supporting transition plans needed for implementing approved experimentation initiatives following conclusion of experiment/exercise.
1.4.1.3 Integrating, developing, and proposing technology initiatives into experiment designs.

1.4.2 Provide full-time management and sustainment of AFSOC’s warfighting experimentation program as part of the overall DoD effort to “experiment with innovative concepts, looking for evolutionary and revolutionary improvements in military capabilities.”
1.4.3 Assist with the development and management of the special operations initiatives and experimentation /exercise objectives in the Air Force’s Joint Expeditionary Force Experiment and other experiments/exercises.
1.4.4 Assist with the development and management of special operations aviation initiatives and experimentation objectives in the Army’s Advanced Warfighting Experiment and the Navy’s Fleet Battle Experiment, as directed.

1.5.6 CDRL A016 – Contractor Employee Performance Assessment - Submit initial assessment 6-months after award. Assessment shall be submitted within 5 workdays following the end of the reporting period. The objective is to report on critical success factors with emphasis on technical accomplishments and innovations.
Contractor employee shall complete the assessment and submit to PM for review and comment. PM shall review, provide comments, and submit to CO/COR for review, comment, and file. Accomplishments provided on the Contractor Employee Performance Assessment form shall be part of the information collected and used in completing the Contractor Performance Assessment Reporting System (CPARS) report at the completion of the task.
