Amendment One (1) & Request for Information #1 for Airlift Services Requirement Date: 13 Ju1 2022
The purposes of this Amendment are to address the RFIs below and extend the solicitation from Friday Jul 15, 2022 06:00 pm EST to Thursday Jul 21, 2022 06:00 pm EST. No further RFIs will be accepted.
All other terms and conditions from the solicitation remain unchanged.
Q1: Is the intent for a single total contract price for all services to encompass the 50 hours, ferry costs, rigger days, etc, or a FFP for each flight hour?
A1: Yes
Q2: How many training periods during the period of performance?
A2: Historically there have been three (3) separate periods (3-4 ideal) but will require flexibility as issues may arise that are out of our control. i.e. weather, contingencies that shift personnel (pandemics, hurricanes, world conflicts etc.) and scheduling conflicts between the vendor and Gov’t personnel.
Q3: What are the number of flight days per training period?
A3: Historically we have completed anywhere from one (1) week (5 days) to two weeks (10 days). Home station = 1 wk, TDYs = 1-2 wks. This depends on the areas that the Gov’t will be able to secure for the training periods.
Q4: What are the expected flight hours and flights expected per training day?
A4: This is unknown due to the many variables that exist with this type of training (always attempt to meet minimums, weather/Operational Risk management (ORM) drives maximums).
Q5: Does the Government permit for invoicing a daily per-diem for the aircraft and crew on non-flying days where the aircraft and crew are on station for tasking?
A5: Yes
Q6: By quoting in this method, we can save the government money by only billing for the exact expenses, as opposed to incorporating an estimated cost. Will it be acceptable to provide an itemized quote, instead?
A6: Yes
