Questions & Answers—Vindicator Upgrade

Q1. The equipment list has two (2) VCC2's going into BDOC, what is the reason for two (2) VCC2's?

Currently there is only one (1) VCC installed.

A1. We only require 1 VCC2. Equipment list will be amended.

Q2. Since the Master V5 IDS will be located in BDOC and an Ethernet (RJ45) can plug into the switch that is being installed in the comm room is there a requirement for fiber ports on the Master IDS V5 or ACS V5?

A2. The Vindicator System is not currently authorized to run over our network; it only touches our infrastructure.

Q3. What is DGS Equipment on the parts list?

A3. DGS Equipment should refer to items that are required for the existing CCTV to feed into the new SFS CCTV coming with the upgrade. It is labeled on the equipment list as “DGS Equipment.”

Q4. Under HQ ACS on parts list why are there two (2) SM fiber converters required, the workstation and/or ACS V5 can use Ethernet (CAT 6) and plug into a network (RJ45) switch directly?

A4. Since we cannot plug the Vindicator into our network switch, it must go over fiber to reach the controller at BDOC.

Q5. How many doors in Bldg 197 will require ACS to include BDOC's man-trap? How many of these doors are double doors? Keep in mind all doors with mag-locks require emergency exit buttons.

A5. The Main door of 197, the outer man trap door and the interior man trap door leading to BDOC.

Only 1 double door, the main entrance.

Q6. Can I get a list of Alarm Points per facility/area?

A6. Yes, a list will be furnished to the awardee.

Q7. Do you have a current communication diagram of installed Vindicator/Camera equipment?

A7. Yes, a list will be furnished to the awardee.

Q8. Is there a VLAN currently setup for the Vindicator communications?

A8. The Vindicator System is not currently authorized to run over our network; it only touches our infrastructure.

Q9. In the facilities/areas requiring an updated to AES-1500 are there network (RJ45) switches? Instead of twisted pairs being used a new CAT6 (RJ45) can be run from the new AES-1500 to the network switch and moved to the VLAN making the communications of the Vindicator better.

A9. The Vindicator System is not currently authorized to run over our network; it only touches our infrastructure.

Q10. Do all areas require Vindicator Area Commanders (VAC) or is it possible to switch them out with Corby keypads for areas such as ammo bunkers? I would only recommend VAC's for SCIF or facilities/areas with a lot of alarm points (AP). Under 5 AP's I would recommend Corby.

A10. Based on our current set-up and standardization, we are keeping the VAC on the equipment list.

Q11. For the Gate IDS/CCTV will communications squadron be installing an equipment rack, if so the IT cabinet, UPS, Battery Packs on the parts list could be removed depending on what they are installing?

A11. 102 COMM will be installing equipment, however their rack may already be allotted for different equipment. We want the equipment to remain on the list.

Q12. Is there still a requirement for Vindicator Workstation (VWS) Desk/Rack Mount in the Gate since there isn't any room for them?

A12. No, since there is a built-in table occupying the space, the workstation will be removed from the equipment list.

Q13. What is the requirement for the Vindicator Area Commander (VAC) in the gate since there are not devices except duress buttons? VAC's are like Secure/Access keypads except they show a map of the facility, but there are not any alarm points that would be put into access at the gate. i.e. Motion (PIR) or Door Contacts (BMS).

A13. If this is the case then a VAC is not required at the gate and can be removed from the equipment list.

Q14. What is the purpose of the Single Mode (SM) fiber converter for the gate if a network (RJ45) switch is being installed?

A14. Since we cannot plug the Vindicator into our network switch, it must go over fiber to reach the controller at BDOC.

Q15. All twisted pair for the current 1600's go to the old BDOC, is the comm squadron moving them to bldg 197, new BDOC? What is the comm solution for all the currently installed Vindicator equipment or is there already a VLAN that is being used?

A15. There is no VLAN; the plan is to connect all of the buildings to a switch located in B604 (COMM HUB) using copper to fiber media converters. We purchased a chassis for the COMM hut and matching converters that will be placed in the buildings.

Q16. On the current equipment list there are 17 1600's and two (2) 6842 transponders, but only 14 AES- 1500's on the new parts list. Are all 1600's/6842's supposed to be upgraded?

A16. Yes, all 1600’s should be getting replaced.

Q17. Will the current matrix (camera equipment) used in BDOC be moved and used in the new camera setup? Currently, there aren’t any new keyboards or matrix on the new parts list.

A17. No, the existing CCTV will be removed and the new CCTV system will be utilized.

Q18. Will the ACS in Bldg 197 be roughed in as much as possible or will the contractor need to install all conduit/J-boxes for the new equipment?

A18. No, but the electrical infrastructure will be in place and conduits will be snubbed up.

Q19. Is there a requirement to view all cameras at the new gate, if so additional equipment will be required such as transceivers at both BDOC and the Gate to go along with the current setup.

A19. There is no requirement for this.

Q20. Regarding the 13 single bay console, what is the exact requirements? I believe there are cheaper solutions that would meet the requirements.

A20. We are not authorized to connect the vindicator circuits to the base network. Since all of the head end equipment is copper, we used media converters (to fiber) to connect the buildings to the head end.

We purchased the chassis so we could rack mount converters in a central location; then send one connection to the main controller. Hut B (604) is the most central location; if the new equipment has fiber interfaces we could eliminate using the converters.

Q21. For the furniture in the BDOC, how many stations do they need? I was figuring six (6) stations with dual monitors per work area. It would be two (2) rows of desks with three (3) stations per row. Is there anything else they would need or are looking for in BDOC as far as furniture?

A21. Workstation design template is attached.
