JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity: 102nd Intelligence Wing, Base Contracting Office, 156 Reilly Street, Otis ANGB, MA, 02542 (Contracting Authority being utilized: 104th Fighter Wing Contracting Office).

2. Description of Action: This is a request for a new, firm-fixed price contract for a Vindicator security system upgrade, to include furnishing and installing the needed supplies.

3. Description of Supplies/Services: Vindicator Security System upgrade

4. Authority Cited:

FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements

5. Reason for Authority Cited: The 102 SFS requires proprietary hardware upgrades and software that is specific to Honeywell's Vindicator IDS Security Systems. Honeywell Vindicator IDS systems are currently being utilized at Otis ANGB to monitor all PL alarmed facilities. This requirement for a new V5 Headend and associated equipment can only be supported by Honeywell/Vindicator to maintain continuity of the system and integrity of the existing warranty as well as a $10,000 technical support contract that is purchased each year. In addition the DGS mission and the Cyber ISRG missions on Otis ANGB both utilize Honeywell Vindicator IDS and CCTV Systems. In order to properly communicate with these systems a SFS Honeywell Vindicator Headend and tie in are required. Finally, Honeywell Vindicator is an approved Non-Nuclear Intrusion Detection System per HQ/A4S in defense of PL4 resources. Security Forces Squadrons are only authorized to utilize specific IDS systems in protection of their assets.

6. Efforts to Obtain Competition: This requirement will be posted on Federal Business Opportunities (FBO), but is anticipated to be awarded sole source to Vindicator Technologies, Inc.

7. Actions to Increase Competition: This requirement will continue to be treated and considered sole source until Honeywell Vindicator authorizes other manufacturers to provide advanced technical support to their proprietary hardware and software. Advantor is a comparable IDS system and is authorized by the USAF, but the cost to remove Honeywell Vindicator components and add Advantor Components is not cost advantageous to the U.S. Government.

8. Market Survey: GSA vendors that supply this type of equipment/system base their pricing on the actual, tailored requirement which is not listed on their website and they will not provide budgetary information for a requirement that is not a new competitive procurement for equipment and support.

9. Interested Sources: To date, no other sources have written to express an interest.

10. Other Facts: Terms and Conditions provided by the vendor indicates Vindicator's warranty will remain valid when correct proprietary components are used. If generic COTS components are substituted, the manufacturer's warranty will become null and void. 102 IW has invested $1,000,000 in Vindicator Components over the past 10+ years. To upgrade to another Head End system would require $1,500,000 to $2,000,000 as well as significant downtime to remove and replace Honeywell Vindicator Components as well as re-educate 102 SFS, 102 CES, and 102 CF Personnel.

a) A listing of currently installed and utilized Vindicator equipment is attached. Much of this equipment was covered under the contract for the construction of buildings 165 and 168, which was not administered by the 102d Contracting Office.

b) The 102d Contracting Office has awarded the following contracts, which is for equipment being utilized and technical support:

i. Vindicator Advanced Technical Support (period of performance: 27 June 2016 to 26 June 2017) / W912SV-16-F-0D03 / $10,069.96

ii. Vindicator V5 Network Security and IDS Server / W912SV-15-F-0028 / $8,800.00

iii. Vindicator Site Commander / W912SV-14-F-0067 / $15,309.16

iv. Numerous projects have included Vindicator systems as a subcontractor

Normal acquisition procedures will be followed to determine that the contract price is fair and reasonable. Certified cost and pricing data will not be required for this requirement as this is a commercial requirement per FAR 15.403(b)(3). See contract file for this determination.
