STATEMENT OF WORK (SOW)

for

JSPOC PHASE III ESCORT SUPPORT

FOR BUILDING 7000 COMPLEX

on

VANDENBERG AIR FORCE BASE, CALIFORNIA

22 February 2016

1.0 BACKGROUND

The Joint Space Operations Center (JSpOC) is currently being consolidated from

Vandenberg Air Force Base Bldg. 8401 into Bldg. 7000. To accommodate this consolidation, substantial construction is required within the Bldg. 7000 complex. This SOW is to provide guards to monitor and escort the general contractor, Gilbane Federal, during Phase III of construction. Phase III initially consists of demolition and deconstruction on the interior and exterior components of building 7000. Later work of phase III is to re-build the entire facility including plumbing, electrical, and communications networks.

2.0 SCOPE

The scope of this effort is to provide all labor, parts, tools, equipment, and management necessary to provide unarmed but appropriately cleared security guards for general contractors working within the Bldg. 7000 complex, which is a restricted area. The security plan is to have 4 guards monitoring predesignated locations. Guards may at times also be called upon to escort up to 10 contractors as approved in Air force Instruction (AFI)31-101, Integrated Defense. There are four locations that are required to be filled to ensure positive control of the general contractor personnel: one along the rear construction fence line, and three along internal major pathways.

3.0 PERIOD OF PERFORMANCE

Period of performance for this SOW is 01 May 2016 through 30 April 2018.

4.0 LABOR-HOUR REPORTING DATA

Labor hours will be provided on a bi-monthly basis to COR and Program Manager. Data should include hours supported during the period and cumulative hours supported since Authority to Proceed for each security escort.

The contractor shall provide all necessary supplies, equipment, manpower, and supervision to provide for the satisfactory accomplishment of this SOW.

All costs including G&A, overhead, management, etc. for the contract must be reflected in the labor hour rate.

5.0 MANAGEMENT AND TECHNICAL MEETINGS

If requested, the contractor shall attend a kick-off meeting to review security requirements and meet government/construction contractor POCs. The contractor shall also attend any meetings required to receive their escorting requirements for the day.

6.0 REQUIREMENTS

The contractor shall:

6.1 Comply with AFI 31-101, Integrated Defense, AFI 31-601, Industrial Security Program, 30 SW Integrated Defense Plan (IDP), and local security requirements.

6.2 Possess a valid Facility Clearance at the Secret or higher level issued by the Defense Security Service (DSS) NLT 15 April 2016.

6.3 Ensure all escorts have a valid Secret security clearance and meet all of the requirements for unescorted access into a Restricted Area.

6.4 Complete Physical Security & Escort Training per AFI 31-101, Integrated Defense.

6.5 Have all escorts processed for both a DBIDS and AECC badge. This requires the following:

6.5.1 The contractor shall fill out Sections 1 of the 30SW Form 539 and submit to the

30SW PM for processing.

6.5.2 The contractor shall develop and submit a base access memo to the visitor center listing all personnel requiring a DBIDs card. All guards requiring an AECC badge must first acquire a DBIDS card even if they already have access to base.

The base access memo shall be on official company letter head paper. A template will be provided upon award by the Program Manager.

6.5.3 The contractor shall submit an AF IMT 2586 for all guards requiring an AECC badge to the government appointed unit security manager for approval.

6.6 Provide guards/escorts during standard times of Mon-Thurs from 7:00-5:00, and as needed based on pre-coordinated request. Any requests for guards outside of standard times will be coordinated 48 hours in advance.

6.7 Maintain the flexibility to plus up and/or scale down labor in support of para 6.6 as dictated by the construction contractor work effort. Any reductions below or surges above the baseline plan of four guards will be coordinated 48 hours in advance. The potential exists for a minimum of no guard support to a maximum of seven guards being needed for coverage depending on circumstance.
