Questions and Answers for Security Escorts Solicitation/PR#: F4D0L26042A001
Security Escorts for Bldg Reconstruction, Phase 3
1. Do you issue any clearances to vendors? Do vendors that are bidding already have to have clearances?
Answer: The solicitation indicates that the awardee must either have an active facility clearance or secure one by 15 April 2016. This facility clearance is issued by Defense Security Services (DSS), not our local base.
2. Is there an incumbent?

3. What was the incumbent's rate?
Answer: See question 2. We do not disclose the rate, only the obligation amount.
4. Is a vehicle required to be provided by the Contractor?
Answer: No
5. How does a Contractor obtain a valid Facility Clearance at the Secret or higher level issued by the Defense Security Service (DSS) NLT 15 April 2016?
Answer: VAFB do not have any influence over DSS, nor does 30 CONS advise on the processes of securing a facility clearance. The Phase 3 contract is expected to start 01 May 2016, and a Facility Clearance at a Secret level or higher is required. Securing a facility clearance by 15 April 2016 allows the awardee and base personnel adequate time to coordinate base access and badge preparation.
6. Are there 4 guards on duty 10 hours a day Mon-Thursday?
Answer: Historically with this reconstruction, 0700-1700 is considered the standard work day. Four guards is the baseline, meaning that with a 48-hour notice, the number of required guards could temporarily increase to as many as seven guards or decrease to as few as none.
7. Does the Combined Synopsis/Solicitation under solicitation number F4D0L26042A001 contain requirements similar to a current contract?
Answer: See question 2 for a link to the current contract’s solicitation and award.
8. If possible, please provide the current contract number. Or, is this a new requirement for the government?
Answer: See question 2 for a link to the current contract’s solicitation and award.
9. Who do we submit the DD254 too?
Answer: The draft DD254 should be returned to the contract specialist, Daniel Brock, with your quote. Only Block 6 must be completed. A completed DD254 will be coordinated after award.
10. Please clarify if this solicitation is for security guards as well as escort services.
Answer: The SOW indicates that personnel are needed for unarmed security guards who may also have to escort individuals or contractors around the building. Please refer to the SOW for clarification and explanation.
11. The Instructions to Offerors contained in the Combined Synopsis JSpOC Escorts states quotes must be sent to the Contract Specialist no later than Noon (12:00 PST) on Tuesday March 3, 2016 should it say Thursday March 3, 2016? Please clarify?
Answer: Thursday, March 3, 2016 at noon is the deadline.
12. Is the incumbent eligible to bid on this opportunity?
Answer: Yes
13. Should the offeror propose the number of FTEs based on the PWS requirements?
Answer: Yes
14. How many FTEs are currently on the Phase 2 contract?
Answer: 9. Please refer to the SOW for Phase 2 at the link provided in Question 2.
15. Do we need to provide resumes?
Answer: No
16. Are any of the positions on the current incumbent's contract vacant?
Answer: No
17. Is a phone required for our employees? If so, is that furnished by the government?
Answer: No
18. Under Requirements 6.5.1 states the contractor shall fill out Sections 1 of the 30SW Form 539 and submit to the 30SW PM for processing is submitted after contract award. What is this form?
Answer: The 30SW Fm 539 is a required form to be completed in order to obtain a DBIDS card. The PM will assist the awardee with the process.
19. The RFP requires that an offeror provide a number of cleared (Secret and Top Secret) employees, is a facility clearance required at time of proposal or will a JSpOC sponsor the successful offeror after contract award?
Answer: All guards are required to have a clearance of Secret or higher.
Additionally, the Company must have a Facility Clearance obtained from Defense Security Service (DSS) NLT 15 April 2016 so that the awardee is ready to begin working unsponsored on 01 May 2016. The PM will provide the necessary documents to assist the awardee, but the acquisition of the clearance rests completely with the contractor.
20. Please advise which Service Contract Act (SCA) wage determination the Security Guard Escort is similar/equivalent to?
Answer:Refer to the Combined Synopsis / Solicitation, Clause 52.222-42, which stipulates Guard II and also provides additional wage determination with locality adjustment information.
21. Does the government have any specific instructions/requirements for the price proposal?
Answer: The contractor shall provide all necessary supplies, equipment, manpower, and supervision to provide for the satisfactory accomplishment of this SOW. The awarded contract will be fixed-price, labor-hour contract and that ALL costs including G&A, overhead, management, etc. for the contract must be reflected in the proposed labor hour rate.
22. RFQ for JSpOC_Security_Escorts, _ph_3dtd_22Feb16 excel spreadsheet appears to be a draft template. Will another spreadsheet be provided or are Offerors to complete and submit the provided spreadsheet?
Answer: Offerors should provide the unit price on page 1 and provide the requested information on page 2. The RFQ should be completed and returned as, or in addition to, your quote.
23. Section 6.6. Requirements states the contractor is to provide guards/escorts during standard times of Monday through Thursday from 7:00 A.M. to 5:00 P.M, we assume our employees will be given one hour for lunch or other breaks during each duty day, so that they are paid for 8 hours or 32 hours per week. If that is correct, will you please confirm that we are not required to provide services during that one hour per day?
Answer: The construction does not stop for lunch or breaks. As a result, baseline (four) guard support must be available on Monday through Thursday from 0700-1700 or for increases or decreases as requested with a 48-hour notice.
24. Please verify these positions are full-time positions at 40 hours per week 1920 hours per year?
Answer: The SOW states that the standard week is Mon-Thurs, 0700-1700. The baseline is four positions. However, the SOW requires flexibility based on periodic need to flex from a minimum of zero guards to a maximum of seven.
25. Are vacancies monitored by government personnel and reported to the COR or does the COR rely on the integrity of the contractor to report vacancies.
Answer: The awardee must insure that there are no vacancies. The government/CORs monitor and record labor hours to validate invoices.
26. Does the government anticipate a need for any overtime?
Answer: The baseline does not include overtime. The SOW provides the flexibility for manpower increases or decreases depending on the construction schedule. Overtime, if allowed, must be authorized by the Government.
27. While reading thru the Combined Synopsis/Solicitation, page 2 has Monetary Wage/Fringe as $17.29/$6.27. I am not sure where they came from. I thought the contractor would come up with that based on the wage determination and the company financial data. Please clarify.
Answer: The SCA wage determination document published with the solicitation does not include the locality adjustments. The $17.29 reflects the locality adjustment based on the equitable GS position as stipulated by the Department of Labor. The fringe benefit amount was established as 36.25% by the Director of Office of Management and Budget (OMB) and is published in OMB Circular No A-76, “Performance of Commercial Activities.”
28. In the previous year, there was a requirement for uniform for the escorts. I don't see that in this SOW. Please advise.
Answer: The SOW does not stipulate a requirement, but we assumed that requirement since the contract is for security guards/escorts. Uniforms is a normal expectation for the position. This would be covered in the first paragraph under SOW 2.0, Scope.
