Questions and Answers for Security Escorts Part 2
Solicitation/PR#: F4D0L26042A001
Security Escorts for Bldg Reconstruction, Phase 3
1. What supporting documentation will the government accept to show the probability of possessing a FCL NLT 15 April 2016?
Answer: It is the offeror’s responsibility to have an FCL NLT 15 April if one is not already possessed. An example of possible documentation might include previously held FCL with emails from DSS supporting a timely response to submission, etc… Vendors who do not currently hold an FCL must demonstrate due diligence and support to insure probability by the deadline stated previously.
2. The provided Excel pricing sheet states, “contractor SHALL quote a unit price that is evenly divisible”. Does the government require prices to be in whole dollars with no cents or must the quote be evenly divisible by a factor of 2?
Answer: Divisible to cents is the intent. When dividing the total price by the number of hours, the answer should be an evenly divisible labor hour rate in cents. The excel worksheet has a default equation that will satisfy the intent.
3. Will the contractor be required to provide vehicles to support this effort?
Answer: No; security escorts will be able to park their personal vehicles in the parking lot adjacent to Building 7000.
4. Will the contractor be provided office/desk space?
Answer: No, this a construction area. A temporary security building is provided for the perimeter guards that can be used during inclimate weather.
5. Can the government please elaborate on the day-to-day duties? i.e. The contractor will meet personnel to be escorted at the entrance of building XXXX and walk (or drive) to location XXXX where the contractor will be required to stay with (or drop off) escorted personnel.
Answer: The solicitation is for the re-construction of Bldg 7000. Based on the SOW, guards would be stationed at the following locations: “one along the rear construction fence line, and three along internal major pathways.” In some circumstances, one of the guards may be needed to escort a(n) individual(s) around Bldg 7000, not to another location or as the SOW states, “escort up to 10 contractors” within the Bldg 7000 re-construction area.
6. Is there a specific lesson plan and how many hours does it take to assure all escorts comply with 6.4 Complete Physical Security & Escort Training per AFI 31-101, Integrated Defense in the SOW?
Answer: After award, the government security POC will provide a short training brief (~ 1 hr) and walk down of the B7000 complex.
7. Please confirm that this contract is a SCA Wage Determination Guard II. The attached WD states Guard II is $13.96 per hour wage and $4.27 Health and Welfare (H&W).
Page 2 of the Combined Synopsis/Solicitation states $17.29 hourly wage and $6.27 H&W. Please confirm which is accurate.
Answer: The information included in the Combined Synopsis/Solicitation, page 2 under FAR Clause 52.222-42, “Statement of Equivalent Rates for Federal Hires” identifies the amount the government would pay someone to accomplish the tasks; this includes a locality adjustment and is informational, not required. The Wage Determination (WD) attached to the solicitation is the minimum pay rates and fringe benefit arrangment to which the awardee must conform.
8. Will the escorts be designated to a particular area, or will they escort each contractor group?
Answer: See question 5.
9. Is parking available for the escorts? Is it free?
Answer: Parking is available; it is free.
10. What are the uniform requirements? Any special equipment?
Answer: The SOW does not specify any uniform requirements or special equipment, but uniforms are recommended for proper identification.
11. Can the escorts work while in process for the DBIDS and AECC badge? How long do those badges normally take to process? Is there a cost associated with this for the contractor?
Answer: No. Under normal circumstances it would take 2-3 days to complete paperwork. 1-2 days verifying clearances, getting guard height, weight, eye color, gathering signatures, etc… and then one day with the guards on site to get their DBIDs at the Visitor Center and their AECC badge at Pass & ID at Bldg 11777. There is no cost associated with getting badged.
12. Can the escorts work while the security clearance is in process?
Answer: No. The facility clearance, DBIDS, and AECC badge must all be submitted and approved prior to performance.
13. What is the transition timeline from award to start date?
Answer: The awardee is scheduled to be notified within a week after the close of solicitation. After that notification, the awardee and PM will coordinate clearances and transition details.
14. Historically, how frequently have the hours been outside of the 4 guards, Monday – Thursday, 7AM – 5PM?
Answer: During Phase II, the baseline support has been consistent. There was one week were support dropped below the baseline and only a day or two where work surged above the Monday-Thursday, 7AM – 5PM baseline.
15. If available will more than 48 hour notice be given for surges, or after hour requests?
Answer: Yes, 48 hrs is a minimum. Work schedule will be coordinated earlier when information is available.
16. Is there a CLIN for requests made with less than 48 hour notice?
Answer: No.
17. Please provide a senority list for the escorts currently in place.
Answer: Not applicable
18. Are the only proposal requirements to complete the Excel document and the DD254?
Any additional information required?
Answer: If a vendor does not currently have a facility clearance, supporting documents showing an ability to possess the clearance NLT 15 April 2016 should accompany the quote.
19. The link provided in the response to question #2 seems to be missing a character.
Please confirm.
Answer: A search for solicitation number F4D0L25322A002 should also provide the information.
20. California Labor Law requires that employees receive a mandatory 10-minute break for every 4-hours of work. Are the other 3 guards allowed to cover the security of the 4 locations to be controlled per the SOW while one of the four guards is taking their 10-minute break?
Answer: There are three must fill locations that must be manned at all times during the work day. Guards will need to take their breaks one at a time using the 4th guard to back-fill the three critical locations.
21. Does the contractor have to provide a separate break-guard for when any of the 4 guards take their California mandatory 10-minute break within every 4-hour period?
Answer: See answer above. 4 guards can meet the requirements and still allow for 10-minute breaks as long as breaks are taken one at a time.
