1. In your job scope There is a request for: “Lock out” interface access control Keypad tied into Classified Meeting light”
a. Does this capability exist today? NO
b. Is there a switch inside the conference room that turn the light on and disable the accesses control? Or how do you want this to work? See SOW, 25 June 14, paragraph 2.2.1.5
2. On “Buzzer or doorbell-type access control to facilitate Lock release”. Does this exist today or is it an addition? Yes. See SOW, 25 June 14, paragraph 2.2.1.4.
3. Who is the incumbent? There is no incumbent.
4. What problems were the end user having with the previous system? The system is out of date and requires replacement/updating.
5. What was the name brand/supplier of the previous access control system? The access control system is Diamond II from GE; the badge readers are KTP series 12 pad from Essex Electronics.
6. We're biometric utilized in the previous system, i.e. facial recognition or retinal scan? Hand geometry was used.
7. If there a desire to integrate biometrics in with the system? No biometrics are required. See SOW, 25 June 14, paragraph 2.
8. Is the system guarding anything else other than classified information outside of the SCIF, i.e. nuclear weapons or materials? This is not pertinent information for this acquisition.
9. If the end user is interested in biometric integration should our proposal include two prices, i.e. price with biometric integration and price without biometric integration? No biometrics are required. See SOW paragraph 2.
10. Do you have a specified manufacturer that you would like used? No.
11. Who is the current manufacturer for your current system? The access control system is Diamond II by GE with KTP series 12 keypad by Essex Electronics. The CCTV viewing software is MultiViewer H264 which currently supports Vicon cameras and DVR.
12. I see in the specifications that you are requiring a 4 hour response time for repairs during normal business hours. Is that a firm 4 hour onsite requirement or is that a 4 hour response via phone and/or remote access to see if the issues may be resolved. If issues could not be resolved via phone support or remote access we would definitely be able to provide onsite support and repairs within a 24 hour window. Is there any flexibility in this requirement? No, onsite within 4 hours.
13. Pertaining to the referenced solicitation, can you share the manufacturer or make of the legacy access control system and CCTV system within the 705th CTS facility? The access control system is Diamond II by GE with KTP series 12 keypad by Essex Electronics. The CCTV viewing software is MultiViewer H264 which currently supports Vicon cameras and DVR.
14. Do you require the exact amount of CPU’s and monitors you are requesting? See SOW, 25 June 14, paragraph 2.2.2.1 and 2.2.3.1.
15. Are all existing cameras analog? Are all cameras good as is? Current cameras are analog. See SOW, 25 June 14, paragraphs 1, 2.2.1, and 2.2.2.
16. Is camera cabling coax or ethernet? Coax
17. Is there currently a buzzer at the gate tied into your access control? No.
18. What access control is there at the gate now? Presumably there is something. The back gate has CCTV, an entry doorbell (which is audible at the front security desk to let the attendant know someone is at the gate), a standard telephone, and a pavement sensor inside the compound to release the gate for departing vehicles.
19. Do you really want PTZ cameras everywhere? PTZ’s are expensive and going the way of the dinosaur as new IP cameras have wider field of views with much higher resolutions. No, see SOW, 25 June 14, paragraph 2.2.1.
20. Are Battlespace and SCIF on the same physical network or completely separate networks? See SOW, 25 June 14, paragraph 2.2.
21. Will Battlespace and SCIF share the same video solution? There is no explicit requirement for video management software for SCIF. Please see SOW, 25 June 14, paragraph 2.2.3.1.
22. In past installations where we are replacing a live access control solution with another I have used the same door controller enclosures and the same cabling and door hardware. Every door is wired to a specific door controller in a specific enclosure. Without knowing how many enclosures you have and what types of door controllers are in those enclosures it makes scoping a solution a guessing game. This is bad for both of us. In guessing, I will guess to our advantage.
Additionally, often there is I/O that must be accommodated in addition to just normal door hardware.
For example you may have panic buttons, door release buttons, or stand-alone door position switches that need to be incorporated. They don’t require a door controller; however a client may need a specific I/O controller board to accommodate capacity beyond the modest I/O capacity of a door controller. I don’t know if you require additional I/O support beyond just doors? See SOW, 25 June 14, paragraph 2 for specific requirements.
23. Are the current door position switches (sensors) good as is? Yes.
24. Is the REX PIR good as is? No, See SOW, 25 June 14, paragraph 2.2.1.3
25. Will SCIF staff will manually open doors when doorbell is rang? No, See SOW, 25 June 14, paragraph 2.2.3.3
12. Is access control cabling good as is? Does the cabling work with the current system or have you had any issues with it? Yes, no current issues.
