Question #1: SF1449, Pages 3,6, 9, 12, and 15, CLIN 0001, 1001, 2001, 3001 and 4001 Base Year:
The Instruction to Offeror, on page 26 of the SF1449, section (e) states:
(e) Insert proposed discounts in each Contract Line Item Number (CLIN), including base year and all option periods.
However, discount structures are to be inserted into CLIN 0001AA, 0001AB, 1001AA, 1001AB, 2001AA, 2001AB, 3001AA, 3001AB and 4001AA, 4001AB.
Should any total be inserted into CLINs 0001, 1001, 2001, 3001 and 4001 Base Year as there is an area that is left blank for fill-in?
RESPONSE:
The CLINs 0001, 1001, 2001, 3001 and 4001 are informational CLINs only. Therefore they do not require any fill-ins.
Question/Request #2: SF1449, Page 27 of 72, Section 2. PART II – TECHNICAL PROPOSAL
CC Distributors notes that the proposal instruction for the Technical Proposal limitation on the number of pages that may be submitted is small. The operation of a COCESS is complex and will require more pages than 10 to adequately represent how a contractor will perform the functions. The inclusion of the Quality Control Plan and a Transition Plan will consume the 10 pages allotted for the proposal without leaving any room for the contractor’s capabilities. In a recent Solicitation for Eglin AFB, the Technical Proposal was limited to 45 pages.
CC Distributors respectfully requests that the page limitation be increased to at least 45 pages for the Technical Proposal. This will allow offerors adequate pages to detail their proposals without being too extensive to the government for review of the proposals.
RESPONSE:
The Technical Proposal page limit will remain 10 pages. The Quality Control Plan and Transition Plan will not count against the 10 page limit, however, will still be evaluated according to FAR 52.212-2 EVALUATION in the Solicitation.
Question #3:, Page 54 of 72 of the Solicitation, 52.216-19 Order Limitations:
Section 52.216-19 states:
52.216-19 ORDER LIMITATIONS. (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $158,334.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor:
(1) Any order for a single item on any Delivery Order in excess of $1,900,000:
(2) Any order for a combination of items in excess of $1,900,000; or
(3) A series of orders from the same ordering office within 1day that together call for quantities exceeding the limitation in subparagraph (1) or (2) above.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above.
(d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 2 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
We respectfully submit that the order limitation is set too high for a supply contract of this scope. As stated, items in the amount less than $158,334.00 the government is not obligated to purchase, thus rendering section 1.4.2.1 of the Statement of Work invalid. The vast majority of items purchased in COCESS stores are under this threshold and will put the contractor at an undue risk. Please revise the Minimum Order to $1.00. CC Distributors further requests that the Maximum order in an amount of to reflect section 5.13.2.3 of the SOW, which is $25,000.00.
RESPONSE: The minimum order amount of $158,334.00 is the miminum amount of goods ordered during the entirety of any given month. The minimum order amount will remain unchanged.

High use store stocked items purchased IAW Statement of Work (SOW). This CLIN includes origin/destination prices of discounted material/supplies and the duties assigned to maintain the COCESS store between normal business hours in accordance with the SOW.
Items purchased under this CLIN will be priced based on the discounts shown below for each category which will then constitute a firm fixed price (FFP). The discounts shown below for Plumbing, Electrical, and HVAC will be from the manufactures price shown in TRA PRO (Southeast Region). (The offerors discount for electrical category will be based on TRA-SER Pro’s Column three (3) listed prices.)
Column 3 pricing was originally used in Tra-Ser for Electrical items as most of the items did not have a “List” cited. It was found, in the Eglin AFB COCESS current and previous contract during the question and answer process, that utilization of column 3 listed price was not appropriate for establishing the governments cost. Column 3 pricing, as established by the electrical industry, is for bulk pricing and not appropriate to CE material needs. As COCESS requirements are generally for individual orders that do not meet minimum quantities that qualify for “Column 3” pricing, we submit that it would be much more appropriate to utilize the “Retail/Resale” price promulgated by Trade Service as the pricing baseline for these items.
This will have a significant bearing on proposed discount structures for the upcoming solicitation. CCD respectfully requests that all references to utilizing Column three (3) pricing for the Electrical category be revised to the “Retail/Resale” Tra-Ser Pro pricing.
Answer: Column Three will remain as posted.
Can the Government provide the list of attending to the site visit?
Answer: The Government will not release the list.
