Questions and Answers from KTR’s:
1. Paragraph 2.4 states "The contractor shall coordinate with the calibration team, with a 24 hour notice for station calibration when the contractor completed reinstall."
a. Is the "calibration team" the OFFUTT PMEL?
Yes, the calibration team is the Offutt PMEL team.
b. Does the GMATS have to be calibrated before the Government performs the UUT test required in paragraph 2.5?
Yes, the GMATS has to be calibrated by Offutt PMEL before the Government performs the UUT test required in paragraph 2.5.
| c. What are the contractor responsibilities for calibration? e.g.: Does the contractor observe and/or support the calibration process? What happens if an instrument fails calibration? The contractor is not responsible for calibration of the equipment, they do not support or observe the calibration process, The Offutt PMEL is responsible for calibration and ensure the equipment pass the calibration test. |
| d. Is the Offutt "calibration team" trained and familiar with GMATS calibration? Yes, the Offutt calibration team is trained and familiar with GMATS calibration |
2. Paragraph 2.5 states: "To verify the quality of a successful installation of the test stand and software, the Government will run a government acceptance test that will consist of successfully running / verifying a unit under test, (UUT)."
| a. Will this UUT be available at Hill AFB to verify that the UUT and test performs properly before dismantling and moving the GMATS? Yes, the UUT is available at Hill AFB to verify that the UUT and test performs properly before dismantling and moving the GMATS. |
| b. The same UUT should be used at both locations to assure the integrity of the test at Offutt. Will the contractor transport the UUT with the test system? If so, will the contractor be responsible for returning the UUT to Hill, AFB? Yes, the same UUT should be used at both locations to assure the integrity of the test at Offutt. The government will transport this UUT from Hill to Offutt AFB. |
3. Regarding Hours of Operation at OFFUTT, paragraph 5.4.1 states "at a minimum shall be available to support the Government during the following hours of operation:

| Since 0700 to 1630 is a "minimum" will the facility be available to the contractor after 1630 hours and for how long? |
Offutt AFB duty hours are from 0700-1600 hrs Monday through Friday. The contractor is not allow to work after 1600 hrs
SITE VISIT’S Q&A:
1. Can we see the inside bays of the test stand? Yes you can see the inside bays of the test stand, pictures will be posted on line for everyone to see.
How many mobile station and ITA are we moving? You will move 1 mobile station and not more than 17 ITA.
Can you give us the ITA and Mobile Work Surface dimension?
ITA information: Weight: Les than 40lb, Height: 17”, Width: 16”, Depth: 13” There are 3 ITA’s with extensions on the back that make them between 5-11 inches deeper.
Mobile Work Surface Information: Weight: TBD (Still trying to figure it out) Height: 33.5” Width: 32” Length: 57”
2. Power, power cord and Path walkways in Offutt: Is power in Offutt is the same as Hill? Will all electric service and cabling be available at Offutt AFB? Power will have a hook up, 20 ft cable will be provided, power from the ceiling available, runways on the ceiling too, MEL & PMEL will be available. Path was checked by the Program Manager (PM), walkways and doors were measured to make sure everything will fit, Offutt has 14 ft ceiling. Power and cable will be ready, there will be 5 wires and a cable (Hill AFB have 4 wires). Offutt is a depot shop like Hill AFB, with heating and air conditioner. This test station is a replacement to the old test station that was a lot bigger than this one.
3. Are the test stations manufactured by the same OEM (Original Equipment manufacturer)? Is it serialized? Yes it is manufactured by the same OEM, serial #0002
4. How about Hill AFB path/walkways? Are we taking the power and cable from Hill AFB? Will come in and out from the door, the government will make sure that it fits the doorway/walkways. The station should be rolled up in a big closed crate/palletized etc. Hill AFB power and cable will stay at Hill, a new power and cable will be provided in Offutt.
5. Is there any station reliability, data availability? Hill AFB doesn’t have data availability. Boeing owns that, Boeing maintain the ITA for the test station.
6. Whose responsibility is it if the test station doesn’t run? The contractor’s responsibility is to make the station run first time. IAW PWS Para 2.3 the government will assist to make sure everything works. If the system fails to run, the government will get Boeing’s technician to do a failure analysis to see what cause to fail. The Boeing technician will determine if the damaged is from the transportation, then it’s the contractor’s responsibility. If it’s a fuse that died or burned out, the government will take care of that. Any transportation damaged to the system will be the contractor’s responsibility.
7. IAW PWS Para 2.2.1 the software items mentioned are all installed (the workstation) the contractor will just run the system.
8. Whose responsibility is it if it doesn’t calibrate? If the test calibration test is off slightly, it’s ok but if it is off a lot, it’s not ok. The contractor need to pass the test to make the system run first then the government will do the calibration to make sure it’s working.
9. Technicians from Boeing and Hill are/will be in Offutt to maintain the system.
10. Is there a current inventory? Can Spare be used to commission trainer? Yes, Boeing maintains the system and they have the current inventory. No, we can’t use a spare.
Note: I received additional information today 4/8/11 from the Program Manager that Boeing own spares
11. When is GMATS to be moved? Delivery date? GMATS should be moved ASAP, the awardee will coordinate with the Hill AFB program office to schedule the removal, de-installing and moving. You have 90 days to remove, de install, move and install the system.
12. The government will conduct a FAT test before the system goes out to make sure everything is working. The contractor should be present.
13. PMEL equipment is complete in Offutt; UUT will be shipped by the government.
14. Is the system connected into the facility? No it is self contained
15. The system has one UPS (Uninterrupted Power Supply), what is it designed to do? Its’ only for the computer power ware.
16. The test station has no fire protection and no Halon, no fire suppression system. It does have an integrated thermostat senses
