March 28, 2011 Q&A

1. Is there a GMATS data package with photographs, weights, dimensions that could be made available? Picture is posted.

2. Do you just want a price and technical response to the requirements? What is the timeframe for this effort. Will the move happen this fiscal year?

Calendar year?

Please see SF1449 Solicitation, timeframe is 90 days from the time of award

3. The safety requirements including an approved safety plan defined in Appendix C are quite extensive. Will the Government provide the required site information e.g.: A work hazard analysis of the worksite, A facility description to include the electrical wiring and fire protection systems (i.e., fire suppression, fire detection, fire extinguishers, fire walls, etc.) or will the contractor have to visit both Hill and Offutt AFB's to evaluate the environments in order to prepare the safety plan? How long will Government review and approval of the safety plan take?

4. Would it be possible to schedule a site visit to Hill AFB?

A site visit is scheduled on April 6, 2011 at 10:00 AM. If you don't have an access to get on base please let me know. I will need your name, company name and your driver's license number. You can email them to me or call me at phone # (801) 777-7522. We will meet at bldg 100 double door entrance on the south side; no badge is required to enter the building during normal work hours, inside the double doors is the lobby and we will escort you from there into the GMATS Lab.

5. In Performance Work Statement, paragraph 2.2, what does the 48 hour notice mean? The project is switched on? or does everything have to be accomplished "for delivery to receiving office, unload and reinstall the test station, ITAs, and all support equipment"?

The contractor need to contact the receiving office (Offutt AFB) 48 hour prior to unloading and reinstalling the test station.

6. We are ISO 9001:2008 certified and our Health and Safety Plan is approved to OHSAS 18001:2007 standards. The following PWS paragraphs regarding Quality and Safety require acceptance/approval before the start of work. Would it assist your review if we provided these documents as attachments to the Technical Proposal (outside of the 15 page limit)?

7. PWS 5.3 Quality Control Program, 5.3 "The contractor shall make appropriate modifications (at no additional costs to the government) and obtain acceptance of the plan by the contracting officer before the start of the first operational performance period."

8. Appendix C. Safety Program Requirements. "The Safety Plan and checklist will be approved by 309 MXW/QPE (Safety Office) prior to commencement of any work described in this contract."

9. When is the closing date for the solicitation? How many companies have provided this bid?

The closing date for this solicitation will be extended from April 6, 2011 to April 14, 2011 at 4:00pm mountain standard time. We can't disclose how many companies have provided a bid.
