Demo Conference Room Audio Visual Scope of
Work - Room 103 Building 1607
By Maj Matthew Speed 15 August 2018
REV 12 September 2018
The Demo Conference Room (room 103) located in Building 1607 serves as a major conference room for the Cyber and IT Infrastructure Division, along with personnel assigned to the Hanscom Collaboration and Innovation Center (HCIC). It has existed without significant audio visual updates over the past 10-15 years. A request was made to provide a new audio visual solution that would incorporate new audio visual display technology, video and audio-conferencing, furniture and construction improvements. The projected plan is to create a working solution, accept bids to verify the cost of the upgrades, and to award (NLT 30 September 2018) and execute with a Period of Performance of 180 days.
This SOW is specifically for the audio/visual upgrades for this project. The selected vendor would have responsibility for the purchase, design, installation, programming, and testing for the AV components.
The AV vendor would have to work with the 66 ABG/CE IDIQ contractor through the AFLCMC/PZI contracting office for the coordination, implementation, and installation of the audio visual equipment.
AUDIO VISUAL REPLACEMENT:
The existing audio visual system within the Demo Conference Room is currently an analog system with standard definition presentation display and limited audio capabilities. The system will require a full replacement. Videoconferencing and presentation display technology have advanced to HD signals and 4K resolution capabilities. In order to keep pace with the existing and future resolutions and displays, a full audio visual replacement of the Demo Conference room will be required.
VIDEO DISPLAY:
Widescreen Digital Projection- The display for this room should be in a widescreen format. We would like to consider new technology advancements of Laser Projectors to take advantage of almost “instant-on” capability with 20,000 hours of operation without the need to purchase and change lamps and reduce maintenance. Projector should be 5000-6000 Lumens or greater.
It can be similar or equal to A BARCO F70-4K8 4K UHD laser phosphor projector.
Projection should be widescreen on two matching 16:9 screen projectors stitched/butted edge together on a new larger front screen surface.
The projector will be mounted at the opposite end of the room for projector noise mitigation.
***None of this equipment can have wi-fi capability.
*** Displays Cannot be Smart TVs
Additional Displays- Add (2) wing wall-mounted 90” LCD displays Similar to: NEC X841UHD- AVT2 to mirror the projected image and allow gallery members to see presentation or videoconferences without obstruction or line-of-sight issues. Monitors should be on mounts on the left and right sides of the room for audience members.
Additionally, include a rear-facing confidence monitor (podium mounted) for the presenters when they are facing the audience. Similar or equal to: AV Furniture International PDX 22.
CONTROL SYSTEM(S):
Scheduling Device:
The Demo Conference room should have a 10” wall mount similar or equal to theTouchLink Scheduling Panel to help control use of the conference room. Similar or equal to: Extron TLS 1022M.
Audio Visual Controls:
Touch panel for Control System- There should be two control panels for controlling the Audio Visual systems and lighting controls for the room. One touch panel would be a stationary touch panel located in the rear of the room just after you enter and would be hardwired for the audio visual control of the VTC and presentation components. The second touch panel should be mounted on the wall next to the podium. In instances where there is a presentation going on and there is no one available to run the presentation, the panel can be operated from the podium area. Recommend a control system. Similar or equal to: AMX MXD-
2000 XL.
***This equipment cannot have wi-fi capability.
CAMERAS/VIDEOCONFERENCING:
The room will require at a minimum 1 high definition camera that should be wall mounted, facing the center table where the Commander would be located. Suggest similar or equal to Secure VTC TelePresence Codec TC 7.3 with an open an open market price with Criticom R-B Switch. The CODEC must be on the DISA Approved Products List and/or the NIAP Product compliant List with JITC approval at https://aplits.disa.mil/processAPList. The equipment must be searched as both VTC and Unified Capabilities Conferencing Systems (UCCS).
The codec should be IP capable, and able to provide “Duo video “(H.239enabled), take in a PC for presentation purposes, and have dual output capability in order to see both the near and far ends simultaneously.
AUDIO AND AUDIO CONFERENCING:
Install ceiling mounted panel mics, for even, complete coverage. Similar or equal to: Shure MicroFlex Advanced 910 Array.
A full audio replacement will be required. This will include the aforementioned mics, speakers, amps, IP-based Telco, PC Mux, approved VTC, mixer, equalizer, and time-aligned/echo-cancelling (as required).
***This equipment cannot have wi-fi capability.
PRESENTATION INPUTS/Devices:
Fiber pulls and terminations will be required between rooms 103, 104, and 117. Floor boxes and wall boxes will be required (reference attached diagram). Selected boxes must work in concert with the in-floor cable tray system being installed.

CONCLUSION:
AV vendors would need to provide estimates for the full audio visual renovation of the room based on the above recommendations and the attached pdf that has the room layout and possible equipment/locations. Vendors should also be able to include any recommendations for audio visual improvements or changes in equipment which will satisfy the renovation requirements.
Audio Visual proposals should include:
1) Warranty Coverage specification after installation and acceptance
2) Hard Copy User Manuals/binders for operating the touch panel and system
3) Final Drawings/Signal flow diagrams for Audio, Video, and Control- both printed and electronic
4) CD/DVD of the Control programming
Support:
Proposals should include pricing for an optional support contract for 1, 2, and 3 years which specifies 2 semi-annual maintenance visits at a minimum, and 8-hour response time for support calls 7 days a week.
Upon completion, the US Government would be the owner of the Control Code and have rights to hold and update it in the future.
Work Conditions:
The Contractor must coordinate with 66ABG/CE for the installation of the equipment, since there is ongoing construction on the site.
