About this file

This is a Project Manual for a Construction Manager at Risk (CMAR) contract with Tarrant County, Texas, for the construction of a new Precinct 4 Maintenance Center located at 1005 Scotland Avenue, Azle, Texas. The project encompasses an Administration Building (9,766 square feet), a Maintenance Building (14,733 square feet), a Fleet Storage Building (9,788 square feet), eight Covered Storage Structures (11,580 square feet each), a Fuel Island Station, covered and uncovered stockpile areas, covered parking areas, a two-tier grading system with retaining walls, and associated site improvements. The facility will be fully sprinklered and includes secured offices, locker rooms, multipurpose-assembly areas, wash bays, storage mezzanines, office blocks, metal and woodwork shops. Work must be completed in accordance with all Contract Documents, including architectural, structural, mechanical, plumbing, electrical, fire-protection, communications, and landscape specifications. The on-site construction hours are Monday through Friday, 6:30 a.m. to 5:00 p.m., with weekend work available upon Owner approval. An on-site superintendent is required 100 percent of the time during construction operations. The Contractor is responsible for obtaining the Building Permit and all other required permits, securing inspections, and obtaining a valid Certification of Occupancy.

The Contract involves multiple design professionals responsible for specific divisions: concrete work, structural steel, earthwork, finishes, specialties, furnishings, fire suppression, plumbing, HVAC systems, electrical systems, communications, and landscape improvements. The Owner will coordinate concurrent work including data cabling installation, IT support, test and balance services for mechanical systems, exterior coordination, phone systems equipment, printers and copiers, Building HVAC Automation Controls through Enviromatic System Services Inc., security camera systems, materials testing and inspection, furniture installation, and security camera and card reader programming. Payment procedures follow AIA Form G702 and G703, with applications submitted notarized and including lien waivers from subcontractors. Unit prices are established for foundation depth changes, temporary forms for footings, pier hole depths, temporary metal casings for piers, water line extensions, and trench construction repairs, with specific cost per measurement unit to be determined. Change Orders follow AIA forms G701 and G714, with Contractor providing itemized breakdowns including labor rates, material prices, and supporting documentation. The project manual indicates this is a Guaranteed Maximum Price (GMP) document issued for CMAR selection, review, and preconstruction services, with preliminary status noted as not for construction or permitting purposes.
