DESCRIPTION OF SERVICES / GENERAL INFORMATION

1.1 SCOPE. The contractor shall provide management services, materials, shipping and other items and services to develop visual entertainment packages for the Presidential Airlift Group (PAG), the 1st Airlift Squadron (1 AS), and 99th Airlift Squadron (99 AS). Movies shall be available to the Government from the contractor for pre-selection/approval by a government representative and new movies shall be provided monthly. The contractor shall ensure all entertainment products (i.e movies and entertainment brochures) are delivered to the customer no later than the 28th day of the month for the following month. Movie feature and music channel selection entertainment guides shall be delivered by the 28th day of the month for the following month and graphics shall be included in the guides.

1.2 SERVICES DESCRIPTION.

1.2.1 INSPECTIONS. The contractor shall inspect all produced material prior to shipping for any discrepancies or impairments to products. Any discrepancies (i.e. movies containing improper content such as nudity) or impairments (i.e. defective DVDs) discovered prior to shipping shall be corrected prior to scheduled shipping date. Any discrepancies or impairments that are found after shipping shall be returned and corrected within seven (7) working days. The contractor shall provide, to the customer by electronic mail (e-mail), any delays due to corrections.

1.2.2 TESTING. The customer shall perform functional operational tests on the developed product.

1.2.3 CORRECTIVE MAINTENANCE/REPAIR: The contractor shall perform corrective repair on all products found defective by the customer. The customer will return defective items and contractor shall inspect, correct and return defective items within seven (7) working days.

1.2.4 MOVIES.

1.2.4.1 1st Airlift Squadron (1 AS; C32/ C40/SAP). A total of five (5) different titles, eight (8) copies of each, shall be provided for the 1 AS in DVD format. All movies received must match the movie listing in the entertainment guide. The contractor shall submit a list of movies to be selected to the 1 AS representative no later than the 18th of each month. The 1 AS representative should provide selection of movie titles to the contractor by the 21st of each month. However, due to busy operations environments representatives may not be available to complete this task. In the event that the contractor does not receive the movie selections in a timely manner from the customer, the contractor shall select movies with acceptable movie ratings of G, PG, and/or PG-13. The contractor shall ensure all requirements are delivered to the customer no later than the 28th of the month for the following month.

A two month supply of ten (10) movies will be maintained on each aircraft and a 3rd month of movies will be maintained in the office of 1 AS. The contractor will send all forty (40) movies in one box to the address listed in Delivery Schedule under 1 AS. This box will be used to send back the oldest set of movies as new movies arrive. As a new month of forty (40) movies are received, the oldest set of forty (40) movies will be returned to the vendor.

1.2.4.2 99th Airlift Squadron (99 AS/ SAM) Movies. A total of five (5) different titles, six (6) copies of each, shall be provided for the 99 AS in DVD format. The movie titles shall be the same as those provided to the PAG and 1 AS. All movies received must match the movie listing in the entertainment guide. The contractor shall submit a list of movies to be selected to the 99 AS representative for movie selection. The 99 AS representative will provide selection of movie titles to the contractor in a timely manner. However, due to busy operations environments, representatives may not be available to complete this task; the contractor shall select movies with acceptable movie ratings of G, PG, and/or PG-13. The contractor shall ensure all requirements are delivered to the customer no later than the 28th of the month for the following month.

The contractor will send all thirty (30) movies in one box, to the address listed in Delivery Schedule under 99 AS. This box will be used to send back the oldest set of movies as new movies arrive. As a new month of thirty (30) movie titles are received, the oldest set of thirty (30) movies will be returned to the vendor.

1.2.4.3 Presidential Airlift Group (PAG/ VC25) Movies. A total of five (5) different titles, two (2) copies of each shall be provided for the PAG in DVD format. The movie titles shall be the same as those provided to the 1 AS and 99 AS. All movies received must match the movie listing in the Presidential Cinema Library Guides. The contractor shall submit a list of movies to be selected to the PAG representative for movie selection. The PAG representative will provide selection of movie titles to the contractor in a timely manner. However, due to busy operations environments, representatives may not be available to complete this task; the contractor shall select movies with acceptable movie ratings of G, PG, and/or PG-13. The contractor shall ensure all requirements are delivered to the customer no later than the 28th of the month for the following month.

1.2.5 ENTERTAINMENT GUIDE/PRESIDENTIAL CINEMA LIBRARY GUIDE.

1.2.5.1 1st Airlift Squadron (1 AS; C32/ C40/ SAP) Entertainment Guides. The contractor shall provide 420 color brochures of film premiers and encore presentations per month specifically for the 1 AS and must include the following statement under musical selection heading within brochure; “Audio programming no longer available on board aircraft”.

Graphics shall be provided. Film selection shall include film preview, small color picture, running time, and rating. Entertainment guides will be of high quality card stock folded along the long edge of the paper. The brochures will display the current month’s selection separate from the previous month’s selection with all movies having descriptions listed for the customer to read. Guides may be sent in a separate box or envelope from the movies but must be delivered to the customer no later than the 28th of each month (along with the corresponding movies). All information contained within the guide must match the products delivered.

1.2.5.2 99th Airlift Squadron (99 AS/ SAM) Entertainment Guides. The contractor shall provide 60 color brochures of film premiers and encore presentations, per month, specifically for the 99 AS. The guides will contain film selections including the newest month’s (film premiere) film preview, small color picture, running time, and rating as well as the previous month’s (encore presentation) film preview, small color picture, running time, and rating.

Entertainment guides will be of high quality card stock folded along the long edge of the paper.

The brochures will display the current month’s selection separate from the previous month’s selection with all movies having descriptions listed for the customer to read. Guides may be sent in a separate box or envelope from the movies but must be delivered to the customer no later than the 28th of each month (along with the corresponding movies). All information contained within the guide must match the products delivered.

1.2.5.3 Presidential Airlift Group (PAG/ VC25) Entertainment Guides. The contractor shall provide 200 color brochures of Video-on-Demand and DVD film premiers, per month specifically for the PAG designated by a blue colored band. Video-on-Demand film selection shall include title, running time, actors, and rating. On-Demand information for blue banded brochures will be received from a Thales Corporation representative. DVD film selections shall include film preview, small color picture, running time, and rating. DVD film selections will also need to be 10 movies per page. Entertainment guides will be of high quality card stock folded along the long edge of the paper and graphics shall be provided. All information contained within the guide must match products delivered.

The contractor shall provide 50 color brochures of DVD film premiers and musical selections per month specifically for the PAG designated by a silver colored band. DVD film selections shall include film preview, small color picture, running time, and rating. DVD film selections will also need to be 10 movies per page. Entertainment guides will be of high quality card stock folded along the long edge of the paper and graphics shall be provided. Presidential guides should have an embossed presidential seal and be approved by a PAG member. All information contained within the guide must match products delivered.

The contractor shall provide 50 color brochures of additional film selections per month specifically for the PAG designated by a gold colored band. The film selections shall include film preview, small color picture, running time, and rating. The additional selections will not be included in either the silver or blue banded brochures. Information for gold banded brochure will be received from a Thales Corporation representative. Entertainment guides will be of high quality card stock folded along the long edge of the paper and graphics shall be provided.

Presidential guides should have an embossed presidential seal and be approved by a PAG member. All information contained within the guide must match products delivered.

Guides may be sent in a separate box or envelope from the movies but must be delivered to the customer no later than the 28th of each month (along with the corresponding movies).

1.3 GENERAL INFORMATION.

1.3.1 QUALITY ASSURANCE. The contractor shall employ their commercial quality control program and procedures to identify, prevent and ensure non-recurrence of defective services. Through implementation of contractor’s quality control program and procedures, the government shall receive quality services meeting the requirements of this contract. The contractor shall submit a Quality Control Plan no later than fifteen (15) days after contract award to the contract administrator by electronic mail.

1.3.2 PERFORMANCE EVALUATION. The government will evaluate the contractor’s performance by feedback and customer complaints received from the end user/customer. The government reserves the right to inspect and test all supplies called for by the contract (FAR 52.246-2). Monthly ratings of contractor’s performance will be forwarded to the Contracting Officer and Quality Assurance Program Coordinator by the 25th day of each month.

1.3.3 GOVERNMENT REMEDIES. The Contracting Officer shall follow, FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Jan 2017), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

1.3.4 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT

COMMANDER. In the event the contractor is unable to perform their daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the government nor the contractor shall take action for non-compliance with contract requirements.

1.3.5 PUBLICITY STATEMENT. Without Presidential Airlift Group's prior written approval, contractor shall not release any publicity, advertisement, news release, or denial or confirmation of the same regarding this contract or the program to which it pertains. Contractor shall be responsible to the Presidential Airlift Group for any breach of obligation. Failure to comply with this statement could result in immediate contract termination.

1.3.6 CONTRACTOR MANPOWER REPORTING. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for services via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.

*Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

*User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
