SECTION 1: ADMINISTRATIVE INFORMATION
The Smithsonian Institution is the steward for many of the Nation’s most valued artifacts, housed in nearly 12 million square feet of facilities. The Institution’s 19 museums, The National Zoological Park and nine research centers are located in nine states, The District of Columbia and two countries. In addition to these facilities/campuses the Institution also has several collection management and storage facilities throughout the
United States and the county of Panama. Awardees under this solicitation will support construction needs in our facilities on the National Mall, the National Zoological Park and our research campus located in Suitland, Maryland. More information is available at www.si.edu.
Smithsonian Institution seeks interested Small Business contractors to establish multiple Small Business
Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts with construction firms qualified to provide construction services between $1 million to $8 million per project. The NAICS code is 236220 for
Commercial and Institutional Building Construction. This procurement has been established as a Small
Business Set Aside and only Small Businesses shall be considered by the Smithsonian Institution. The information you provide in the Qualification Statement (“Statement”) will be the basis for the evaluation of your Company. The prequalification of contractors is a highly competitive process.
The Smithsonian Institution will select multiple construction firms for this IDIQ based on past performance, expected team make-up, experience and other factors. Pricing will be solicited for single projects from this contract “pool” and award based on pricing, company availability and other factors. All projects will be coordinated, managed and their performance supervised by this office.
Each contractor should submit a statement of qualifications that demonstrates positive past performance on three projects for the Offeror. Include projects of similar size (up to $8 million) and diversity where the
Offeror was the Prime Contractor. Referenced projects should be less than five years old and shall include points of contact to include name, email address and telephone number. Include projects with work scopes that include replacement of major building components, work affecting live research environments, working in occupied buildings, work in historic structures, work that includes individual or campus setting, work governed by public access and/or security requirements, and work that includes a high level of technical ability, complex specifications and skilled application of finishes. Projects that list persons to contact who are not available at email or telephone number provided may result in a lower evaluation. Additionally, Offerors must demonstrate financial capability and corporate formation required for timely contract performance, insurance and bonding in the district in which the work is to be performed.
This Request for Qualifications (RFQ) is intended to provide all offerors with sufficient information to enable them to prepare and submit their qualifications for review and consideration by the Smithsonian Institution.
The RFQ neither commits the Smithsonian Institution to pay any proposal preparation costs, nor obligates the
Smithsonian to procure or contract for construction or services. It shall not be construed as authorization to proceed with or to be reimbursed for any of the costs for any of the work specified herein.
Inquiries regarding this RFQ should be directed to:
