LAST Update 5/21/15 @ 1:47

Office of Planning Design & Construction

PROJECT: NMNH HVAC Renovations Halls 2-6 and Deep Time Package A

PROJECT NUMBER: 1300103

SOLICITATION: RFP F15SOL10010

SI RFI Number Date Company Request for Information SI Response

S001 4/9/2015 Grunley 1 Section L.13.5 (page 60) of the RFP indicates that submissions should be "tape bound only." We understand the Smithsonian Institution's desire to minimize the receipt of bulky proposals (i.e. three-ring binders) and maximize recycling potential. However, the specialized equipment required to perform tape binding is rarely owned in-house thus would require coordinating with outside printing vendors with long processing times (3-

4 days before the proposal’s due date). In order to tape bind the proposal volumes, offerors will have to complete their technical and pricing proposals several days prior to the submission date and deliver them to a reprographic company for binding. This process will drastically reduce the offeror's ability to select the most advantageous subcontractors and guarantee the lowest pricing for the Smithsonian. We respectfully request the ability to use one of the following alternatives in lieu of tape binding: spiral binding, comb binding, ACCO metal binding clips, and/or banker’s clips.

Spiral binding and comb binding are also acceptable.

4/9/2015 Grunley 2 Section L.13.9, section 2, indicates that the offeror should include fill-in information in

Sections G and H. Section G requests key personnel information, but Section H does not appear to have any fill-in information requirements. Please clarify these requirements.

The reference to Section H is an oversight on our part. Please be mindful that Section

K contains certifications on responsibility matters (pp.49-53) which do contain fill-ins.

4/9/2015 Grunley 3 Please reference the drawing table of contents. All of the mechanical drawings on the

TOC that have the “A” sequence and “Attic” title do not match the drawings provided.

The drawings all utilize either a “4” or “P” sequence and “4th Floor” or “Penthouse” title. Please confirm that the mechanical drawings are correct as issued.

The mechanical drawings are correct as issued. The drawing index sheets G-002 and G-

002A have been revised to match the mechanical drawing titles and are included in

Addendum #1.

S002 4/14/2015 Clark 1 Specification Section 211313 (Wet Pipe Sprinkler Systems) references Specification

Sections 211000 and 211100, which are not listed in the set of specifications provided.

Please provide or clarify.

The reference to 21 10 00 and 21 11 00 is not applicable for this project and may be disregarded. Delete specification section 211313, 1.01 B3 regarding the general requirements reference. Delete the last sentence of 211313, 1.04A since there is no exterior work required by this project

4/14/2015 Clark 2 Spec 093033 - Drawing A 1.43 general note B states ” Patch and repair marble floor tiles, reset loose or uneven tiles”. No qualifications which will tell the bidder how much would be required. 20% or 50% of the floor?

Assume 100% of the floor requires patching and repair.

4/14/2015 Clark 3 Spec 093033 - Drawings A 1.11- A1.14 note 4 refers you to 1/ A5.53 states” new base”, are all of the columns to receive new base or are we to salvage the existing and reuse?

Most of the original column surfaces are covered and are not visible. The presence and condition of the existing base cannot be evaluated. Some of the base may be salvaged, however the amount that may be salvaged is unclear at this time. Refer to specification section "Allowances" and "Unit Prices" for additional information.

Please see response to comment 5 for more information about column stone base.

4/14/2015 Clark 4 Spec 093034 - Drawings A 1.11- A1.14 note 60 states “patch and repair existing stone base, where missing replace per original building design”. Not quantified. Is the 1000 lnft going to account for the missing base? No quantity of repairs required on existing.

The quantity of stone base listed in the "Allowances" specification (012100, 3.3 A 2) is intended to estimate the amount of replacement required. Any quantity beyond the estimated allowance will be subject to the unit price. Please refer to specification section "Unit Prices."

4/14/2015 Clark 5 Spec - 093035 - Drawing I 1.00 general finish note 9 states” any existing stone to be salvaged for reuse, coordinate with COTR for any stone reinstallation”. The demo drawings do not indicate where marble base is to be removed. Is it correct to assume the base removal is in combination with the note 12 on Drawings A 1.2D- A1.7D? Note

12 states ”remove multi coat plaster on columns down to terra cotta”. The majority of the columns in this museum have stone base. Please clarify where the stone is to be salvaged from.

If stone base is present on the walls, it should not be removed. It should be repaired as required. If stone base is missing, new stone base to match the original should be provided and installed. Original columns may have existing stone base. The condition of the stone base is unknown at this time and cannot be evaluated since most of the original column surfaces are covered.

Removal of the multi-coat plaster will require the removal of the existing stone base if it is present. Once removed the stone base should be salvaged and reinstalled once the new plaster finish is applied. If no stone base is present once the original column surface is exposed, new stone base to match the original shall be installed.

4/14/2015 Clark 6 Spec - 093036 - Drawing I 1.00 general finish note 10 states “All concealed existing stone wall base to be cleaned & repaired to remain, including areas behind new partitions” Repairs not quantified. Please provide quantification for repairs.

Assume all existing wall base shall be cleaned and repaired to restore the finish to an acceptable level. Refer to specification sections "Allowances" and "Unit Prices" for new base.

4/14/2015 Clark 7 Dwg SG-0-01 states that the Seismic Design Category is B. Please confirm seismic restraints are not required for mechanical, plumbing, and sprinkler systems.

Seismic restraints of mechanical, plumbing, and sprinkler systems are not required for

Seismic Design Category B per Chapter 13 of ASCE 7-10 (as referenced by IBC 2012).

4/29/2015 Consigli 3 I-1-00 - Note 1 on the Finish Schedule states all areas that are existing plaster are to be repaired, patched, and/or restored including the back of house. Please clarify if this includes at all mechanical rooms as note 1 is not indicated on the architectural drawings.

There is no historic plaster at the ground floor mechanical room (space located in East

Wing building, as opposed to main building.)

4/29/2015 Consigli 4 HA-1-11 through HA-1-16 - The project drawings identify asbestos containing drywall systems to be removed, the drywall is mounted to wooden & metal studs and plywood to create display areas. Does the owner want the pricing to reflect the removal other than drywall items as part of the abatement or demolition? Is it known whether construction adhesives were used in the building of these display walls?

Refer to Hazmat Report for inventory of asbestos-containing material. Contractor to determine whether removal is under abatement or demolition scope as required by the HA drawings or the AD drawings.

4/29/2015 Consigli 5 On M801 General Note 10, it states “Floating control is NOT permitted. All signals indicated as AO shall be 4-20mA or 0-10V control signals. All control ……ratio” and the damper and reheat valve positions are indicated with an “AO.” The NMNH Facility was constructed with floating (3 position) actuation on the terminal equipment

(VAVs/AVBs/TUs, FCUs, Blower Coil Units, Dual Duct Boxes, etc.). In keeping with the precedence set by the previous projects, is floating control actuation acceptable for the terminal equipment on this project?

Floating control is acceptable for small Fan Coil Units (FCU's) serving single enclosed rooms and Air Volume Control Boxes (AVB's) only. Floating control is not permitted for the FCU's serving the Rotunda (FCU-4RT1 thru 4RT6). See Addendum #1 drawing dated 4/10/15 for revised Note #10.

4/29/2015 Consigli 6 Note #25 on MG002, indicates “PROVIDE AN INDIVIDUAL DDC WALL MOUNTED

TEMPERATURE SENSOR FOR EVERY REHEAT COIL, FAN COIL UNIT, TRANSFER FAN, AIR

VOLUME CONTROL BOX AND FINNED TUBE RADIATION”, while on M805 detail 1 and

MP1102 (other floor plans as well), there are multiple AVBs and FTRs sharing common

“T” (thermostat/temperature sensor), “CO2” (carbon dioxide sensor) and “H” (humidity sensors). Is the intent to have one “T”, one “CO2”, and one “H” per AVB/VAV/TU and one “T” per FTR or are the sensors limited to those shown on the floor plans?

(a) The intent of this note is to require an individual temperature sensor for each listed device, except where floor plans or control diagrams specifically indicate that a single sensor is to serve multiple devices. (b) Only one space humidity sensor and one space CO2 sensor is required per exhibit Hall as indicated by Detail 1/M805.

4/29/2015 Consigli 7 On M808 detail 6 depicts a duct mounted temperature sensor, not a wall mounted “T”, for control of the TFs and FTRs that serve the “window pockets”/service corridors, while the floor plans, for example MP1102 indicates wall mounted “T” for control. Are the TFs & FTRs to be controlled by wall mounted or duct mounted “T”?

The TF's & FTR's serving the "window pockets" shall be controlled by the duct mounted temperature sensors as indicated by the associated control diagram. The wall mounted sensors shown in Service Corridor # 4D, 4E & 4F are to be eliminated.

4/29/2015 Consigli 8 Specification section 250900 2.15.B indicates that Belimo is the only acceptable manufacturer for electronic actuators. In keeping with the precedence set by SI standards and previous projects, are Siemens actuators acceptable for use on this project?

Siemen's actuators are acceptable.

S013 5/4/2015 Forrester 1 The project is indicated to achieve LEED Silver Project Certification (50 to 59 points), however the project checklist included in the RFP identifies only 43 points (Certified

Level). Please provide an updated Checklist that indicates the correct number of points as required to achieve Silver.

The scorecard indicates 43 credits as “Yes” and 19 as “Maybe”. More evaluation is required to determine which of the 19 “Maybe” credits can be obtained to push the project into the Silver threshold. Of the 19 “Maybe” credits, 3 are Contractor responsibility. IDcr1.4 & IDcr1.5, are exemplary performance credits. The viability of obtaining Innovation Credits for Exemplary Performance will be determined during construction. The viability of the third credit, MRcr6, will need to be tracked during construction as well.

5/4/2015 Forrester 2 The LEED Credits which are the responsibility of the Contractor to document listed in the various specification sections do not coordinate with the LEED project checklist provide in Spec Section 01 81 13.16 . Please confirm order of precedence regarding
