3. COMMUNICATIONS:

All communication shall be in writing (email is acceptable). All verbal questions during the site visit shall be followed with the question in writing by the contractor. All questions and answers will be disseminated by amendment through FBO.

Please email the Contracting Officer with any questions. Emails or direct calls to the COR or the design firm are unacceptable.

Amendment items shall include but not limited to the following:

a) Site visit meeting minutes.

b) Contractor’s written questions.

Remarks and explanations at this meeting do not qualify the terms of this solicitation if it is not addressed in the amendment. The only official changes to the existing solicitation documents will be issued by amendment. Please monitor FBO http://www.fedbizopps.gov and FedConnect for amendments. The information transmitted to FBO is through the FedConnect website, www.fedconnect.net. Notification of amendments will be provided on FBO, but the actual documents/attachments are only available on FedConnect.

4. SOLICITATION INFORMATION:

a) Small Business Requirements: This acquisition is 100% Small Business Set-Aside.

Offers received from firms that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.

b) Subcontracting: Information regarding limitations on subcontracting are provided in clause 52.219-14. To the maximum practicable opportunity should be given to small businesses to participate as subcontractors; however, this does not preclude large businesses from also subcontracting.

c) Magnitude: The magnitude of the project is between $250,000.00 and $500,000.00.

d) Bonds: A Bid Guarantee, Performance Bond and Payment Bond will be required. The bid Guarantee shall be 20% of the bid price. The penal amount of performance and payment bonds at the time of contract award shall be 100 percent of the original contract price, and shall be provided within 10 days after contract award.

e) Bids: Please review Attachment 7, Important Notice to Offerors, for a checklist prior to submitting your bid. The solicitation closes on 2 June 2015 at 2:00 pm EST; at which time a public opening of the bids will take place. Instructions for delivering the bids are provided in the solicitation. You must ensure that the bid is on site and received by the Government prior to the bid opening. Bids may be mailed, sent via courier (UPS, Federal Express, etc.), or hand delivered. If you wish to hand deliver your bid or wish to attend the bid opening, please contact the Contracting Officer

f) Award: This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

5. ESTIMATED SCHEDULE:

The schedule for this project is as follows:

6. CONSTRUCTION OVERVIEW BY PROJECT MANAGER:

a) Pay particular attention to the work restrictions outlined in Section 01011. NCTC is an active training center with classes being held on a daily basis in Instructional East and Instructional West. The work areas are, for the most part, in and around classrooms or areas that students must traverse between classes.

b) Tour Sequence:

1. Commons Stairs (Work Area 12-B)

Take note that access is limited to walkway to the Commons Loop.

2. IE Bridge Abutment (work Area 12-A) Access via the fire lane.

3. IE Stairs and Drainage (Work Area 11-D) Access via sidewalk from fire lane behind Lab or walkway from Entry Auditorium

4. Stairs at Quad (Work Area 11-B and 11-C) Access via sidewalk from fire lane behind Lab, walkway on Southside of IW, along westside of EA, or fire lane behind IW.

5. Fire pit and Patio (Work Area 11-A) Access from old firepit.

6. Main Entrance at EA (Work Area 11-E)
