Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

1) Can you confirm if the incumbent contractor for this work is Seguridad Permanente Y Proteccion

S.A. (Contract #F06CC10039)?

Yes.

2) Would the Smithsonian Institute be able to help with obtaining existing wages for security personnel attached to this contract?

No. We are not able to provide this information.

3) If a new security provider is selected, would the Smithsonian Institute object to the new company hiring personnel currently employed by the incumbent?

No. Awarded company should perform background check and present it to COTR for approval.

4) Does this contract requires vehicles, and if so, if there is a preference for 4X4’s?

No, but vehicles would be necessary to perform supervision of the service at the different sites.

5) The contract states that each post must have a supervisor check the sites once per tour. What are the distances from site to site and current gas expenditures for meeting the stated requirement? I have been told that one site is near the Costa Rican border, sixty miles away from Panama City.

Approximate distances:

Tupper Gamboa ( 25 Km)

Tupper Galeta (80 km)

Tupper Naos ( 7 Km)

Tupper Ancon ( .4 Km)

Tupper Bocas ( 600 Km to Almirante and then a 30 minute ride on a boat)

6) The contract requires that all officers be armed. Please specify what kind of weapon security officers need to carry and the number of rounds or magazines?

Companies should follow regulations established by the Ministry of Govern and Justice.

7) What restrictions does the Panamanian Government have on issuing firearms, and what is the ratio of officers to firearms?

Companies should find out with the Ministry of Govern and Justice.

8) If the incumbent vendor does not want to provide a new vendor with training records, etc, the new vendor will be required to train all officers on the contract from scratch. In such case, how many

RESPONSES TO QUESTIONS

hours of training would be required for each guard? Is there currently a refresher training for all guards being done on a yearly basis and if so what is the time requirement for the training?

Training should be demonstrated to comply with contract specifications. At present no training is provided by OPS/STRI.

9) Would it be possible to obtain the annual budget for the security guard services contract?

No.

10) Beginning on page 5 of 65, item B.2.2.1 “…Cost Breakdown”, the rates are calculated at 24 hours per day. But, they do not indicate how many days per week ie: 7 (Mon-Sun)=365 days or 5 (Mon-

Fri)=261 days? Please clarify.

The Posts are to be manned 24 hours a day 7 days a week, 365 days a year.

11) Can you please provide a current wage determination for this contract?

See Amendment 0001.

12) Is there an incumbent on this contract? If so, is there a CBA and may we have a copy?

See Answer Number 1.

13) How many vehicles (type, model) at each site are currently being utilized for this contract?

None.

14) Can you provide the distance from location (site) to location i.e.: Tupper/Tivoli to Gamboa, from

Gamboa to Naos, from Naos to the next site and so on?

See Answer Number 5

15) Please provide a tenure list of security staff in place at each site.

The question is unclear, if you asking for current staff this cannot be provided.

16) Please provide what types of weapons are currently being used by the security staff at each site, i.e.: .38 cal/40cal/9mm, S&W, Ruger, etc?

.38 cal revolvers.

17) The RFP mentions an “Operations Manager” will be responsible for the operations of the contract. The RFP also indicates that in an emergency Guards are to notify the “Operations

Supervisor…immediately,” of any problems. Are these two terms “Operations Manager and Operations

Supervisor” synonymous?

Yes.

18) Is this a new requirement? If not, who is the incumbent, and what are the current rates? Also, are the guards armed or unarmed?

It is not a new requirement. Guards are armed.

19) Will there be a posting on the attendees to the September 14th site visit for the above referenced solicitation?

NO.

20) What is the timeframe that a new vendor has to start operations in Panama if given the contract?

30 days no overlap.
