Article 86. Natural or legal persons who hire security services that offer prices below those established by the National Government will be punished by the DIASP (Direccion de Asuntos de
Seguridad Publica, Public Security Affairs
Direction) with a fine of five hundred dollars
($ 500.00) and three thousand dollars (B/.3, 000.00). Same fine will be imposed on security agencies providing services under the minimum rate.
Article 87. Private security firms, to ensure the minimum financial wages and rights of the workers, will charge as the minimum rate for a daily twenty-four hour security service, the amount corresponding to the sum of 8.6 statutory monthly minimum wage of a security officer, plus a minimum of 15% of the sum of the minimum wage to cover administrative expenses and operation.
If the post requires security for less than a twenty-four hours a day, the amount to be charged will be proportional to that provided in this article.
The profit margins for each company will be of
15% per service charged. This minimum rate will ensure that private security companies comply with their labor, civil and fiscal obligations.
