ELLSWORTH AFB THEATER AUDIO REPAIR SERVICE, FA469026Q0037
QUESTIONS AND ANSWERS (CAO 17 AUG 26)
Q1: “On the PWS Section 3.1, it says the contractor shall meet technical and operational requirements as stated in this section below. But 3.2 through 3.2.11 seem to list a required equipment list that must be used.
Does Section 3.1, which alludes to the contractor being able to provide substitutions as long as the technical and operational requirements are met, not apply? My main concern is the requirement to use QSC. We are a Crestron dealer and partner and have previously upgraded the surround sound system in the McConnell Air Force Base Theater using Crestron. Would we be able to use Crestron or substitute anything else as long as the technical and operational requirements are met?”
A1: Yes, if the equipment is of equivalent or higher quality and we get the same or better capabilities.
Q2: Are there pictures of the existing system? (Rack, room, etc...)
A2: See pictures below.
Q3: What existing gear needs integrated into the new system?
A3: Only part I know that works is the Projector unsure what else does not work as I am not an Audio expert. i.e.: Amps, Speakers, Mics. The iPad control system turns on the system and can play digital video or hook a laptop up for presentations, but no audio comes out. Crestron Mobil Pro G 2.00.75 is the App version.
Q4: Is there a control system for the existing video and sound? If so, would you want the new system to control both audio and video (without the need of two separate control systems)?
A4: Yes, there currently is a single control for both Audio and Video via an iPad device but similar single unit control is what we are looking for. See pictures.
Q5: (Reference PWS 3.2.2) This paragraph specifies a 1RU digital cinema I/O with AES3 line/mic automation. The QSC DCIO has been discontinued by the manufacturer, who directs purchasers to the DCIO-H as its replacement. Request: Please confirm the DCIO-H is acceptable. The DCIO-H provides equivalent AES3 and automation I/O and adds HDMI 2.0/HDCP 2.2 input/output and Dolby/DTS-HD decoding.
A5: Yes, we are not needing direct replacement but equivalent or better replacement if we get the same or better capabilities.
Q6: (Reference PWS 3.2.6 through 3.2.8) These paragraphs appear to reference manufacturer-specific product designations (C66CS/C88CS, HMXL66/HMXL88, "Slimline"). We propose to furnish AVProEdge HDBaseT equipment for these three items, meeting or exceeding the stated performance specifications: 70m extension, 4K up to 40m, bi-directional IR, RS-232, and dual-gang US wall plate transmitter. Specific model numbers will be identified in our equipment submittal. Request: Please confirm this is acceptable or advise if the referenced manufacturer is a brand-name requirement.
A6: Yes, we are not needing direct replacement but equivalent or better replacement if we get the same or better capabilities.
Q7: (Reference PWS 1.2.1 and 1.2.2) Request: Please identify which existing equipment is designated for removal and disposal.
A7: The equipment that is no longer functional or won't be functional with the new implemented equipment.
Q8: (Reference PWS 3.2.5) Request: Please confirm the Q-LAN network and PoE+ switch will operate as an isolated standalone system not connected to base network infrastructure.
If connection to Government network infrastructure is required, please identify applicable RMF, ATO, or cybersecurity accreditation requirements and whether those are contractor responsibility.
A8: The equipment will be isolated standalone. It will not connect to any base network or internet service.
Q9: (Reference Clause 52.222-42) This clause identifies employee class 23181, Electronics Technician Maintenance I. Request: Please confirm this is the intended classification for all covered work, or whether 23182 or 23183 is expected for design and programming tasks.
A9: The employee class 23181 is a recommendation, you may request to add the additional two for the design and programming tasks or request to replace, within your submission to the solicitation. If you decide to request a change please make it apparent so it can be incorporated into award.
Q10: (Reference PWS 3.2.14) This paragraph states that the equipment and material list and plans must be submitted with the proposal for review against Ellsworth AFB standards. Request: Please confirm whether this submittal is required with the quotation or post-award, and identify the required format and level of detail.
A10: In accordance with the Addendum to RFO 2.212-1 (pg.19 of the SF1449), the response to the solicitation requires:
a. Completed and signed RFQ (SF 1449) and, any and all signed amendments issued.
b. A detailed narrative describing approach to meeting all requirements outlined in the
PWS.
c. Comprehensive list of products to be installed and pricing.
These should be submitted prior to award and the government does not mandate a specific format for either the detailed narrative or the comprehensive list of products.
Q11: (Reference solicitation, general) Request: Please confirm whether any bonding is required for this effort.
A11: No bonding is required for this effort.
Q12: Could you please provide a list of all current equipment within the space?
A12: Now providing detailed pictures of all the equipment. Not sure which labels are the most important. Please clarify by photo and will see if I can get more information.
Q13: Could you please provide the current wiring diagrams and signal flows to show how the space is operating currently?
A13: That info is unavailable.
Q14: Could you please provide the current Uncompiled Source code, assuming there is a Control system (Crestron, Extron, AMX, etc) in place?
A14: That info is unavailable. Pictures provided.
Q15: Could you please provide the current DSP files for the space?
A15: That info is unavailable.
Q16: Could you please confirm in 1.2.3.1 is required by the Contractor? If that is the case, could you please confirm the current power plan and what is currently available in the environment?
A16: Pictures provided. Please let us know if you need more information.
Q17: Could you please confirm the period of performance to complete the installation?
A17: 60 Days from contract award. If you require more time, please state the requested time frame in your quote.
Q18: Could you please confirm the color of walls and conduit as expressed in 3.2.14?
A18: Photo's provided of areas to show what is in place with similar to be used. I’m color blind so anyone that can give better details would be appreciated.
Q19: Could you please elaborate on what is desired under 3.2.12 regarding the need to provide on-site technical support for the express purpose of troubleshooting the system?
A19: Verification that after the work is performed you will be available to provide onsite service and support in the future. Provide current costs of labor (knowing labor rates change in the future) and what travel cost if any for onsite support incase issues arise in the future.
Q20: Could you please confirm if any additional support is required? If so, could you please confirm any SLAs associated with that support?
A20: No additional support required except listed in the Statement of Work. This is so we can be informed that you will be available for onsite support if needed in the future and provide current costs of labor (knowing labor rates change in the future) and what travel cost for onsite support incase issues arise in the future.
Q21: Was there a functional line diagram developed for this scope of work, and if so, can we have access to it? Did, or does, the original AV integrator have functional line diagrams they can provide?
A21: None that I am aware of.
Q22: What do the analog microphone inputs on the input plate on the front of the AV rack generally get used for (round table discussions, back up for wireless microphone loss, etc…)? a. Are condenser microphones plugged into these inputs? b. Is there an audio snake used for these inputs or individual XLR cables?
A22: Input plate would be used for things like ipod and or iphone to play music or if a laptop was to play audio without HDMI. a: I don’t know what a condenser mic is.
b: I am not sure what a audio snake or what xlr cables are.
Q23: Has any wireless microphone dropout been experienced? Given the number of wireless microphone systems, best practice is to incorporate an antenna distribution unit to share one set of antennas for optimal RF performance. We propose to have an antenna distribution unit and associated antenna(s) added to the scope of work as an addendum.
A23: Unsure, as I have never seen mics used at that location before my time.
Q24: Has there been any issue with microphone feedback?
A24: Unsure as I have never seen mics used at that location before my time.
Q25: Given the number of items needing control (6 wireless microphones, 8 wired microphones, 1 music input, 1 video audio input, associated video switching control), can a 10” touch panel be substituted in the scope of work to allow an adequately sized control surface for the end user? a. Will the touch panel be mounted in the AV rack, or another location? If another location, where?
A25: That is fine we current have an iPad being used now with the system which controls everything
Q26: Is there a requirement for multiple HDMI inputs under the stage lip per the specified equipment in the scope of work? If so, what is the reason for it? Do they intend to connect multiple video devices plug in simultaneously (i.e. computers) to switch between these sources?
A26: Single HDMI hookup at the stage to allow someone to plug a laptop from the front row and run PowerPoint presentation without having to be behind the curtain as a switch between a run stage hdmi or run digital player behind current in tower for movies, but not all at the same time.
Q27: Does there need to be an HDMI input in the AV Rack? Are there any additional HDMI input locations the facility would like to have?
A27: There is an HDMI connection on the rack for hookup and a hdmi cable inside the rack for the movie player. The additional one is for the connection at the stage to be used for user to sit in the front row and used a laptop to connect to display a PowerPoint presentation which we use for many Squadron, Group, and Wing Events. Photo’s provided.
Q28: Is there the possibility to migrate from HDBaseT to Video Over IP for long term flexibility and future proofing? a. If so, it is recommended to shift to the next size Netgear AV switch.
A28: Happy with any solution that improves the quality and reliability and future proofing of the system.
Q29: What are the physical dimensions of the existing projection screen viewing surface?
A29: I cannot provide that at this time in the time allotted. I have provided pictures though scale would be hard to achieve by them.
Q30: Is the current 6000lm lamp-based projector adequate in brightness and image quality for the given projection screen size and room lighting? a. It is recommended to update to a higher lumen output laser projector.
A30: Provided pictures of the projector and model and showed with the lights on the level and quality of lighting as some events will have lights on while movie showings will have lights off . Would not be against an upgrade but would need to see on cost how that would limit us on the current budget. First and foremost is to get audio functional once again please see photos showing display quality.
