DESCRIPTION OF REQUIREMENT

This Performance Work Statement (PWS) outlines the general programmatic and technical activities required to provide F-5 spare parts in support of Foreign Military Sales (FMS) customers.

1.1 Scope

The scope of this effort is to procure any of the required F-5 spare parts listed in attachment 1.

The Government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Foreign Military Sales (FMS) F-5 parts procurement. However, the Government reserves the right to award no contract depending on the quality of the proposals, prices submitted, and/or funds available.

1.2 Requirements

The contractor shall procure or manufacture any of the required F-5 parts listed in Attachment 1. Parts may be procured either from an original equipment manufacturer (OEM), an existing manufacturer, new manufacturer or from a distributor. The government preference is OEM, existing manufacturer, or from a distributor over a new manufacturer.

1.2.1 Manufactured Parts

1.2.1.1 Technical Data

The contractor shall manufacture parts in accordance with (IAW) the most current revision of drawings and specifications, Engineering Orders (EOs) and Engineering Change Orders (ECOs) found in the Joint Engineering Data Management Information Control System (JEDMICS). For currently manufactured parts, the contractor shall identify in their proposal the revision used for the manufacture of each part. Additionally, the contractor shall follow the applicable specifications and requirements identified in paragraph 3 for producing and testing items.

If access to technical data is required for proposal, the offeror may request the applicable technical data from the Procurement Contracting Officer (PCO) on a part-by-part basis. The request shall include the specific National Stock Number (NSN) for which technical data is being requested and justification of the need.

After contract award, the contractor shall, if needed, identify a designated contractor point of contact via a Military Critical Technical Data Agreement, AF Form 2345, to research and receive technical data. This point of contact shall request access to JEDMICS via a System Authorization Access Request, DD Form 2875. The contractor shall notify the United States Government Program Office (USG PO) if problems are encountered while requesting access.

1.2.1.2 Manufacturing Process

The contractor shall make every attempt to comply with existing manufacturing processes (see paragraph 3). In the event a manufacturing process cannot be followed, and a new manufacturing process must be developed, the contractor shall submit a request for variance (RFV) with a detailed explanation of the new process including the proposed manufacturing process technical data. Additive manufacturing processes shall be IAW DoDI 5000.93 and ISO/ASTM 52900:2021. New manufacturing processes shall not degrade any aspect of the part. The contractor shall not implement new manufacturing processes until approved by the USG PO and PCO. The contractor shall verify that the new process successfully produces an acceptable part by providing the USG PO and PCO a copy of the first article inspection/first article testing (FAI/FAT) report. (CDRL A002) When applicable, the contractor shall deliver all updated finalized manufacturing technical data (complete manufacturing plan) after verification. (CDRL A003)

1.2.1.3 Variances

If, during the manufacture of a part, the contractor is unable to comply with a requirement in the documentation, the contractor shall submit to the USG PO an RFV using a DD Form 1694 for each variance. RFVs shall include all waivers and deviations requested by the contractor. The contractor must receive RFV approval from the USG PO and PCO before proceeding with implementing the variance. The contractor shall document approved variances on the inspection and receiving report that accompanies each part type/lot shipment. The USAF will retain material review board authority for all changes.

1.2.1.4 First Article Inspection/Test

For newly manufactured parts, the contractor shall be responsible for conducting all required first article inspections and/or testing per AS9100 and applicable technical data. The contractor shall accomplish FAI/FAT on the first production article which is in addition to any required acceptance testing (individual or LOT) for that part. The FAI/FAT results report shall be submitted to the USG PO for review and approval within 30 calendar days after completion of first article. (CDRL A002) The contractor shall make available to the USG PO for review the results of acceptance testing for the first article unit and all subsequent units. The contractor shall accomplish recurring FAI/FAT at the appropriate intervals as specified in the applicable technical data. The contractor shall not submit a first article for acceptance/inspection by the designated government representative (see paragraph 1.8) or deliver parts to the continental United States (CONUS) shipping location until the FAI/FAT is approved by USG PO. The contractor may request a waiver of FAI/FAT for non-critical safety items if the part, or a similar part, was or is in production on a Department of Defense contract and a first article has already been approved, provided the first article approval was issued within the last thirty-six (36) months. The contractor shall submit all waiver requests to the USG PO for approval no later than 60 calendar days prior to completion of the first production unit.

1.2.1.5 Source-Controlled Parts

For source-controlled parts, identified on Attachment 1, the contractor shall be a qualified manufacturing source. Qualified manufacturing sources are identified on the screening analysis worksheet (SAW) or applicable technical data. If the contractor is currently or has previously manufactured the source-controlled part as a qualified source but is not identified in the SAW or technical data, the contractor may submit a request, including proof of source qualification, to the USG PO to be evaluated as a qualified source. If the contractor is not currently a qualified manufacturing source, they may request to become a qualified source by submitting a source approval request (SAR) with their proposal. A SAR is a package of information provided by a prospective new supplier to become an approved source for procurement of an NSN. This package must contain all technical data needed to demonstrate competence to manufacture the NSN to the same, or better, level of quality than the current approved source(s). The SAR guide and template are located on the DLA.mil website.

For newly qualified sources, FAI/FAT will not be waived.

1.3 Critical Safety Items

Critical safety items (CSIs) parts are identified in Attachment 1. Associated critical characteristics and critical safety processes for each part are identified in EOs and/or ECOs. The contractor shall manage CSIs IAW the Aviation Critical Safety Item Management Handbook, and AFI 20-106, Management of Aviation Critical Safety Items. These items require a 100% inspection and shall undergo a complete documentation review and approval by the government quality assurance representative identified in paragraph 1.7.

1.4 Nonconforming Parts

Nonconforming parts delivered by the contractor will be subject to USG established procedures for Supply Discrepancy Reports (SDRs). SDRs may be submitted by the end user for resolution up to one year following shipment to the CONUS location. After the end user initiates an SDR, the SDR office will conduct an assessment to validate the SDR claim. If it is determined the claim is valid, the SDR office will contact the contractor for resolution. The contractor shall cooperate with the SDR office, when contacted, to resolve the SDR. The contractor shall be responsible for all additional expenses resulting from the corrective action.

1.5 Procurement Quantities

Quantities listed are initial quantities. Contractor shall provide a Minimum Order Quantity (MOQ) or Quantity Unit Pack (QUP) if different from the initial quantity listed. For parts with no identified quantity, the contractor shall indicate in their proposal an MOQ or minimum QUP. The contractor shall also identify in their proposal if MOQ/QUP is per task/delivery order or total contract quantity.

1.6 Packaging, Shipping and Transportation

All parts shall be packaged and marked for international shipment IAW the special packaging instructions (SPI) identified for each part in Attachment 1. If a SPI is not indicated for a part, the contractor shall pack and crate the part IAW MIL-STD-2073 for international shipment. In the event MIL-STD does not provide adequate instructions, the contractor shall follow packaging and crating procedures defined in applicable International Air Transport Association Standards, Manuals and Guidelines (IATA). The contractor shall provide electro-static discharge (ESD) protection if required for each part prior to crating and shipping. The contractor shall include with each part documentation including, but is not limited to, signed/stamped CofC and acceptance or functional test reports.

The contractor shall label all items for shipment IAW MIL-STD-129. The contractor shall include the USG PO provided document control number on the shipping label.

The contractor shall ship the parts to the designated CONUS shipping location for customs clearance and forwarding to the participating FMS customer. The specific shipping location will be identified on each TO/DO. All shipping costs shall be included in the unit pricing for individual parts.

1.7 Government Acceptance

The USG designated representative or DCMA shall be the point of contact at the contractor or subcontractor facility for monitoring the contractor’s performance and shall perform wide area workflow acceptance. The contractor shall, when requested, notify the USG PO via email no later than two weeks prior to the start of acceptance testing and accommodate USG PO or representative witness of testing, if requested, IAW paragraph 2.4.

1.8 Schedule

The contractor shall provide a comprehensive production and delivery schedule for each part in their proposal. The schedule shall include ramp-up time, production lead time and through-put quantity. The government target for ramp-up time is 30 calendar days.
