The bid due date is September 17, 2026 at 2:00 p.m., with a voluntary virtual pre-bid meeting scheduled for Tuesday, September 1, 2026 at 9:00 a.m. via Microsoft Teams. The Request for Information (RFI) deadline is September 2, 2026 at 2:00 p.m. Construction is tentatively scheduled to start in February 2027 with a duration of 30 months. Bidders are encouraged to conduct their own site walks, as no formal site visit is planned. All bid submissions and communications must be made through BuildingConnected.
The project is subject to Build America, Buy America (BABA) requirements under the HUD Community Planning and Development program for HOME funding, mandating that subcontractors provide materials lists with values and proof of BABA compliance from manufacturers; waivers cannot be assumed during or after bid award. The owner supports Disabled Veterans Business Enterprises (DVBE). A Small Business Enterprise (SBE) and Local Business Enterprise (LBE) participation goal of 20 percent is established as voluntary under the Methodology and Outcomes for Community Development (MOHCD). Subcontractors must be prequalified through Compass prior to contract award and maintain current prequalification throughout the contract term. Prequalification status, past performance, current backlog levels, and SBE/LBE participation will factor into bid selection. All inquiries should be directed to Cahill Estimating at 415.677.0611 or estimating@cahill-sf.com; direct contact with the owner and architect is not permitted.
