Labor requirements include union labor for carpenters, laborers, and operating engineers; local hiring under Chapter 82; First Source Hiring under Chapter 83; Section 3 hiring; and prevailing wage compliance. The project establishes a subcontracting goal of 20 percent participation for Small Business Enterprises (SBE) and Local Business Enterprises (LBE), with the Owner supporting Disabled Veterans Business Enterprises (DVBE). Prequalification through Compass is required prior to contract award, with prequalification information, past performance, current backlog levels, and SBE/LBE participation factored into bid selection. All inquiries should be directed to Cahill Estimating at estimating@cahill-sf.com; direct contact with the Owner or Architect is prohibited.
