About this file
This is a Small Business Procurement Plan exhibit for the Virginia Department of Education's RFP 201-26-040 regarding the procurement of a Child Nutrition Information Management System. The plan outlines the department's commitment to promoting small business participation in the contracting process and establishes specific goals and strategies to ensure equitable opportunities for small businesses, including minority-owned businesses (MBEs), women-owned businesses (WBEs), and other disadvantaged business enterprises. The procurement plan details the department's outreach efforts, which include advertising opportunities to small business organizations, providing technical assistance to prospective small business vendors, and ensuring transparent communication throughout the solicitation process. The plan emphasizes the department's intent to break down the contract work into discrete tasks or components to maximize the participation of small businesses where feasible.
The procurement plan identifies specific small business utilization goals as percentages of the total contract value and outlines requirements for the prime contractor to actively solicit and encourage subcontracting opportunities with certified small businesses. The plan includes provisions for documenting small business outreach activities, maintaining records of solicitations sent to small businesses, and reporting on the actual achievement of small business participation goals throughout contract performance. The Virginia Department of Education reserves the right to evaluate contractor performance on small business subcontracting commitments as part of the overall contract performance evaluation, and contractors are required to demonstrate good faith efforts in meeting or exceeding the established small business participation targets.
