About this file
Exhibit D Discharge Goals Summary
This document is an exhibit detailing effluent discharge goals and monitoring requirements established by a regulatory agency for a wastewater treatment facility. The exhibit presents two distinct operational periods with corresponding discharge limitations and water quality parameters: a Low Flow Season running from October through April and a High Flow Season spanning May through September. The facility is permitted to discharge 0.046 million gallons per day (MGD) during the low flow period and 0.1296 MGD during the high flow period. Monitoring requirements encompass thirty parameters including flow rate, pH, total suspended solids (TSS), oil and grease, and various metals and chemical compounds such as arsenic, cadmium, chromium, copper, iron, lead, manganese, nickel, selenium, silver, zinc, sulfate, sulfide, and thallium. All parameters specify either 30-day average, 7-day average, or daily maximum concentration limits, with most monitored monthly through grab sampling, except for pH which requires daily monitoring and effluent flow which utilizes continuous recording.
The discharge goals establish specific concentration limitations for each effluent parameter that vary between seasons to account for hydrological and operational differences. For instance, during low flow season, cadmium levels are limited to 1.5 micrograms per liter (30-day average) and 2.1 micrograms per liter (daily maximum), while high flow season permits 6.6 and 9.2 micrograms per liter respectively. Similarly, iron levels increase substantially during high flow season, with dissolved iron limited to 4,836 micrograms per liter compared to 1,178 during low flow season. The facility must also conduct semi-annual whole effluent toxicity (WET) testing and submit monthly grab samples for laboratory analysis. Contingent monitoring applies to certain parameters such as oil and grease (mg/l) and chromium+3, indicating these are monitored only when specific trigger conditions are met.
