About this file
This document provides submission instructions for vendors responding to solicitations issued by the Colorado Department of Public Health & Environment (CDPHE) through the Rocky Mountain E-Purchasing System (BidNet). Vendors may submit proposals electronically via BidNet at www.bidnetdirect.com/cdphe or by hard copy delivery to the CDPHE Purchasing and Contracts Unit located at 4300 Cherry Creek Drive South, Denver, CO 80246-1530. Vendors are advised to complete registration well in advance of submission deadlines, as registration setup can be time-consuming. Electronic submissions must be completed no later than one hour prior to the solicitation deadline to ensure successful upload, and vendors should not wait until the last minute due to potential technical issues. Hard copy submissions must be hand-delivered or sent via USPS, FedEx, or UPS, with a minimum of two additional days allowed for USPS delivery to ensure timely receipt during mailroom hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, closed daily from 11:30 a.m. to 12:30 p.m.
Hard copy proposals must include one original signed version of Attachment 1 and one electronic version of the complete proposal on a USB flash drive in Word 2003 or newer format or PDF format. All submissions must be sealed in an appropriate envelope or package clearly marked with the offeror's name, solicitation number and title, and the proposal submission due date and time. Emailed proposals will not be accepted under any circumstances. BidNet will provide email confirmation of successful electronic submission, and vendors should direct all inquiries, questions, or concerns to the procurement contact via email rather than through the submission application. Vendor registration is free, though vendors may elect to pay an annual fee for automatic email notifications of solicitations matching their vendor profile.

Exhibit A Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
Hard Copy Submission If a vendor elects not to submit a proposal via electronic submission, proposals can be submitted directly to CDPHE.
