About this file

This is an FY27 Budget Template for a SAMHSA (Substance Abuse and Mental Health Services Administration) grant cost reimbursement program administered by the Colorado Behavioral Health Administration (BHA), designed for vendors applying for federal funding through the PATH (Projects for Assistance in Transition from Homelessness) Formula Grant Program. The template serves as the budget documentation required for BHA's grant application submission to SAMHSA for fiscal year 2027, with all budget information provided by vendors incorporated into BHA's formal grant application for federal review and approval. Vendors must complete detailed budget line items across multiple cost categories including personnel (salaried and hourly), fringe benefits, travel, equipment, supplies, and subcontractor costs, with all proposed expenditures subject to SAMHSA modification requests at the time of award. The budget period and specific grant program details are provided by the vendor's BHA program manager, and vendors are directed to the FY 2026 NOFO for comprehensive funding opportunity guidance.

The template requires vendors to identify allowable costs aligned with 45 CFR 75 Subpart E cost principles and SAMHSA's specific PATH program allowances, which include outreach, screening, diagnostic treatment, community mental health services, substance use treatment, case management, housing services (limited to 20 percent of total payments), and supportive services for homeless individuals with serious mental illness or co-occurring substance use disorders. The budget structure accommodates both federal funding requests and non-federal cost share (match) requirements, with vendors able to demonstrate match through unrecovered indirect costs if they maintain a federally approved indirect rate; however, Medicaid funds are explicitly ineligible as match sources. Key salary limitations include a $228,000 annual cap for full-time employees and $118.75 hourly rate ceiling (as of 2026), with significant spending restrictions and unallowable costs detailed including prohibitions on marijuana-related expenses, inpatient treatment services, cash payments to individuals, promotional items, general construction, and various other expenses requiring explicit SAMHSA authorization for exception consideration.

General Information:

The Grant Budget Template has been created to align with the SAMHSA grant budget categories. Vendors will use this template to outline proposed costs as BHA prepares grant applications for submission to SAMHSA. Vendors should use the Grant Budget Template to detail grant costs and provide justification as to how costs are reasonable and necessary for the grant program.

Budget Process:

Grant Vendors will complete the Grant Budget Template to inform BHA's application for funding. The budget information vendors provide will be included in BHA's grant application for SAMHSA's review and approval. SAMHSA may request budget modifications at the time of award. Upon notification from SAMHSA, BHA staff will work with vendors to satisfy SAMHSA's requests and modify the budget accordingly. The Grant Budget Template completed by vendors during the grant application process will be incorporated as contract exhibits after costs have been approved by SAMHSA, BHA has received a Notice of Award (NOA), and any budget modifications requested by SAMHSA have been satisfied.

Template Instructions:

For comprehensive guidance and instructions, please reference BHA Vendor Guidance. BHA Vendor Guidance provides additional guidance, completed examples, federal citations, and common unallowable SAMHSA costs. If you do not have a copy of BHA Vendor Guidance, please contact your BHA program manager.

Federal Cost Allowability Requirements
(all Grants)Applicants/recipients must demonstrate that costs are allowable (45 CFR §75.403). Costs must be necessary and reasonable for the performance of the Federal award and must be allocable under the cost principles in the 45 CFR §5 Subpart E.

- A cost is “necessary” if it meets a program objective.

- A cost is “reasonable” if it meets the “prudent person” standard (45 CFR §75.404).

- A cost is “allocable” to a particular Federal award if the goods or services involved are assignable to that Federal award in accordance with relative benefits received. In other words, if you charge 100 percent of an expenditure to a federal program, you must

ensure that the federal program receives the entire benefit of the expenditure.Additional Information on Cost Allowability
Costs must meet the following additional criteria in order to be allowable (45 CFR §75.403):

1. Be necessary and reasonable for the performance of the Federal award and be allocable under these principles

2. Conform to any limitations or exclusions set forth in the cost principles or in the Federal award.

3. Be consistent with the policies, regulations, and procedures that apply uniformly to both Federal Awards and other activities of the applicant/recipient.

4. Be accorded consistent treatment. A cost may not be assigned to a Federal award as a direct cost if any other cost incurred for the same purpose in like circumstances has already been allocated to the Federal award as an indirect cost.

5. Be determined in accordance with generally accepted accounting principles (GAAP), except for state and local governments and Indian tribes only as otherwise provided in this part of the regulation (45 CFR 75).

6. Not be included as a cost or used to meet a cost-sharing or matching requirement for any other federally-financed project in either the current or a prior period

7. Be adequately documented.

This grant program requires non-federal cost share (match) Enter non-federal cost share as applicable in the designated columns below. Cost share is not required for every line item; users can determine how to apply cost-share so long as the cost share requirement is met. Medicaid is not an eligible non-federal cost share source of funds. Unrecovered indirect costs are eligible non-federal cost share as long as they are not Medicaid expenses.

Internal Cost

A. Personnel Cost
Please include all salaried and hourly employees. All positions must be relevant and allowable under the project. You must include in this section if any key positions will be held by your organization. Salaries of administrative and clerical or support staff should normally be covered by indirect costs, unless they are directly integral to the project or activity (45 CFR §75.413c).
Please note that each position title must be unique for formulas to calculate correctly. If your budget includes multiple positions with the same title, please differentiate by assigning a numerical value to their title. For example, multiple case manager positions should be titled as Case Manager 1, Case Manager 2, Case Manager 3, etc.

List equipment costs and provide extensive justification for the need of the equipment to carry out the program’s goals.

Note: Capital expenditures for general purpose equipment such as office equipment and furnishings, modular offices, telephone networks, information technology equipment and systems, air conditioning equipment, reproduction and printing equipment, and motor vehicles are unallowable as direct costs without SAMHSA’s prior written approval (45 CFR §75.439). Organizations are encouraged to use Federal excess and surplus property instead of purchasing new equipment whenever such use is feasible and reduces project costs (45 CFR §75.327f) Item Narrative ID#AAABVnOtzC4 (2024-09-20 18:10:00)

Indirect charges or costs (IDC) are those costs incurred for common or joint objectives which cannot be readily identified with an individual project or program but are necessary for the operations of the organization/entity (ex. building operations and maintenance, organizational HR or IT support, shared admin support positions, etc.). These costs can also be referred to as "Facilities and Administration (F&A)" or "Overhead" costs. Costs must be consistently charged as either indirect or direct costs, but may not be double charged or inconsistently charged as both.
