The City actively encourages participation from Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), and will not apply local preference provisions typically available under City Code Section 2-411(a). Contractors must complete mandatory compliance documentation including ADA Nondiscrimination Statements, Business Entity Affidavits, Debarment Certifications, Drug-Free Workplace Program Affidavits, and E-Verify compliance forms. The City reserves the right to select multiple firms for different disciplines and rotate project assignments based on expertise, experience, and current workload.
