Awarded firms will provide services on an as-needed basis for projects with construction costs not exceeding $7.5 million or professional service fees under $500,000. The City of Homestead actively encourages participation from Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), and is an Equal Opportunity Employer. Local preference provisions under City Code Section 2-411(a) will not apply to this RFQ. Potential funding sources for projects include federal and state grants such as the American Rescue Plan Act (ARPA), EPA, Florida Department of Transportation, FEMA, and HUD. All procurement and contracting must comply with federal regulations including 2 CFR Part 200, 24 CFR Parts 85, and specific sections of 24 CFR Part 570. Respondents must be licensed in Florida and comply with mandatory submission requirements including ADA nondiscrimination statements, business entity affidavits, debarment certifications, drug-free workplace affidavits, and E-Verify compliance documentation.
