The City of Homestead will award five-year continuing contracts with project assignments determined on an as-needed basis. Potential funding sources include grants from federal and state agencies, including the American Rescue Plan Act (ARPA), EPA, Florida Department of Transportation, FEMA, and HUD. All contractors must comply with federal regulations including 2 CFR Part 200, 24 CFR Parts 85 and 570, and state requirements under Florida Statutes Section 287.055. Respondents must be licensed in Florida and complete mandatory compliance documentation including ADA Nondiscrimination Statements, Business Entity Affidavits, Debarment Certifications, Drug-Free Workplace Program Affidavits, and E-Verify compliance documentation. The City actively encourages participation from Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE). The local preference typically provided by City Code Section 2-411(a) will not apply to this RFQ. Proposals will be evaluated on a 100-point scoring system considering firm qualifications, project team experience, technical certifications, project approach, previous similar projects, and minority business enterprise participation.
