About this file
This is a Statement of Work (SOW) template for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program issued by the Colorado Department of Early Childhood (CDEC). The SOW outlines the delivery of evidence-based home visiting services using two models: Home Instruction for Parents of Preschool Youngsters (HIPPY) and Parents as Teachers (PAT). The contract period runs from October 1, 2026, through September 30, 2027. Contractors must recruit and maintain minimum caseloads of families throughout Colorado, with specific caseload numbers to be inserted by CDEC. Services include structured home visits, developmental curriculum, group meetings, staff support, personal visits, health and developmental screenings, and resource networks. The HIPPY model requires 30 weekly visits per family with minimum six annual group connections, while PAT requires 12 to 24 annual visits depending on family stressors with minimum nine annual group connections. All staff must complete required training in their respective models, undergo background checks, and participate in continuous quality improvement initiatives and data collection using the Visit Tracker system.
The SOW requires contractors to maintain qualified staff at required full-time equivalent (FTE) levels, provide individual and group reflective supervision, and ensure HIPAA compliance and data security. Contractors must submit monthly invoices within 15 days of month-end via the OnBase platform, with final invoices due within 45 days of the performance period's end. A Client Support Materials plan must be submitted by October 31, 2026. All contractors must maintain records for three years post-performance and comply with 2 CFR 200.334 retention requirements. The program requires participation in state intermediary Parent Possible training activities, parent assessments and screenings, and warm handoff referrals for families screening positive for intimate partner violence, tobacco use, developmental delays, and depression or anxiety. Sites must participate in annual CDEC site visits, maintain program-specific and administrative fiscal and personnel policies, and submit quarterly and biannual data reports to comply with MIECHV and model-specific benchmarks focused on maternal and newborn health, child injury prevention, school readiness, domestic violence reduction, family economic self-sufficiency, and community resource coordination.

INTRODUCTION/BACKGROUND
● The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program provides pregnant women and families, particularly those considered at-risk, with the necessary resources and skills to raise physically, socially, and emotionally healthy and ready-to-learn children. From birth to kindergarten entry, the Health Resources and Services Administration (HRSA), in partnership with the Administration for Children and Families, funds states, territories, and tribal entities to develop and implement evidence-based, voluntary programs that best meet the needs of their communities.
● Colorado’s goal is to fund and support prevention services for families at risk of entering the child welfare system by implementing and expanding evidence-based home visiting programs with fidelity to the evidence-based model, using Continuous Quality Improvement plans to improve service delivery, and collecting program data that show progress towards the intended goals. MIECHV requires grantees to demonstrate measurable improvement in at least four benchmark domains.
o MIECHV benchmarks include:
o Improvement in maternal and newborn health, o Reduction in child injuries, abuse, and neglect, o Improved school readiness and achievement, o Reduction in crime or domestic violence, o Improved family economic self-sufficiency, and o Improved coordination and referral for other community resources and support.

SCOPE OF WORK
• The Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) gives pregnant women and families, particularly those considered at-risk, the necessary resources and skills to raise children who are physically, socially, and emotionally healthy and ready to learn.
• The Home Instruction for Parents of Preschool Youngsters (HIPPY) MIECHV-funded home visiting model is the evidence-based, voluntary program used for this scope of work. The Organization shall work closely with the State/Model Intermediary to deliver home visiting services that teach parents about their child’s development and learning, and how to best prepare that child for school success and beyond.
- The Home Instruction for Parents of Preschool Youngsters (HIPPY) model utilizes four essential pillars to create a high-quality home visiting experience that prepares children for school success:
- Home Visits & Role Play: Peer home visitors use a structured, evidence-based curriculum to engage parents in role-play activities. This method builds parental confidence and equips them to be their child's first and most influential teacher.
- Developmental Curriculum: Families receive a set of organized lesson plans and storybooks designed for children ages 2–5. These materials focus on literacy and pre-academic skills and foster a home environment that predisposes children to a lifetime of learning.
- Group Meetings: These gatherings allow HIPPY families to step beyond the home to build a local community. Meetings provide parent enrichment, facilitate social connections, and empower families to become active advocates as their children enter the formal academic environment.
- Staff Support & Coordination: Managed by a dedicated Coordinator, the HIPPY team ensures families are connected to necessary resources and wrap-around services, strengthening the parent-child relationship and ensuring long-term academic success.
• The Parents as Teachers (PAT) model is the evidence-based, voluntary program used for this scope of work. It is designed to improve parenting practices by increasing parents' knowledge of early childhood development, promoting early detection of developmental delays and health issues, helping prevent child abuse and neglect, and increasing children’s school readiness and success.
- The PAT model has four dynamic components that together create a cohesive package of services for families with young children:
- Personal Visits: Certified parent educators share age-appropriate child development information with parents and caregivers and engage the family in activities that promote meaningful parent and child interaction.
- Group Connections: These meetings relay important information about child development and offer parents opportunities to interact with and support one another, fostering social connection and empowerment.
Page 4 of 37 ExA SOW ECC Cost Reim FY27_1-26A
- Health & Developmental Screenings: Services are provided to detect any developmental delays or health issues early in a child’s life.
- Resource Network: Families are connected with resources to help them reach their goals and address their individual needs, including external resources and enhanced wrap-around services.
