About this file

This document is a Statement of Work (SOW) for Lobby Security Services issued by the Seminole County Public Schools district for the Educational Support Center (ESC) located in Sanford, Florida. The SOW outlines requirements for a security contractor to provide armed professional security personnel to monitor and manage the lobby area, with services spanning from 7:00 AM to 7:00 PM Monday through Friday during the school year, and Monday through Thursday during summer break. The contractor will be responsible for access control, visitor management, surveillance, emergency response, and incident reporting, with specific duties including monitoring the front entryway, parking lot, building interior, checking for SCPS badges, and preventing prohibited items from entering the building.

The compensation structure is based on a per-hour rate, with holiday rates billed at time and a half per officer. The district expects the security firm to maintain consistent personnel, with the same security officer assigned daily when possible. Performance will be evaluated based on criteria such as report timeliness, access control effectiveness, security sweeps, emergency responsiveness, and compliance with protocols. Additional requirements include that all security officers must be trained, licensed, wearing approved uniforms with nameplates, and prepared to submit daily and monthly reports. The district reserves the right to request additional officers for special events, and the contractor will be expected to use district-approved weapon screening procedures, including monitoring an OpenGate detector in the front lobby.
