About this file

This document is a Material Specification from the Florida Keys Electric Cooperative Association, Inc. (FKEC) detailing technical requirements for single-phase, pole-mounted distribution transformers. The specification covers electrical, mechanical, and dimensional characteristics for 60-Hz, self-cooled, mineral oil-immersed transformers, with specific requirements for high-voltage ratings of 24940 volts Wye/14400 volts and low-voltage ratings of either 120/240 volt (3 bushing) or 120/208 volt (2 bushing) configurations. The document provides comprehensive technical specifications including insulation levels, impedance, testing protocols, construction requirements, temperature rise limits, accessory equipment specifications, and detailed guidelines for manufacturing, packaging, and shipping.

The specification includes stringent requirements for transformer components, such as stainless steel tank construction (series 304L), pressure relief provisions, external surge arrestors, animal guards, and specific marking and nameplate standards. FKEC will evaluate transformers using total ownership cost and loss evaluation factors, with manufacturers required to provide certified test results at 85°C. The specification allows for potential removal of manufacturers from the procurement process if average transformer losses do not meet established criteria. Manufacturers must submit a compliance letter and can request variances, which require written approval from FKEC's Director of Engineering. The document represents Revision 7, dated 11-25-2024, and includes updates such as the addition of 120/208 transformer specifications and requirements for static rings on high voltage bushings.
