About this file
This document provides electronic submission instructions for the Rocky Mountain E-Purchasing System (BidNet), which is utilized by the Colorado Department of Public Health and Environment (CDPHE) and multiple other governmental entities for posting bids, quotes, proposals, addendums, and awards. Vendors interested in submitting proposals for the Produce Prescription Program must register on www.bidnetdirect.com/cdphe, where registration is offered free of charge. While basic vendor registration is complimentary, vendors may elect to subscribe to an annual fee-based upgrade service that provides automatic email notifications of all open solicitations matching their vendor profile. Vendors without this upgrade bear responsibility for regularly monitoring the website to remain informed of business opportunities and any changes or addendums to posted solicitations. Submission of proposals occurs through the "Place a Bid" button on the platform, and vendors must proceed through all instructions and receive a confirmation page verifying successful submission.
Critical submission requirements include ensuring vendor registration and setup are completed well in advance of the deadline, as the process can be time-consuming. Vendors should submit proposals no later than one hour prior to the solicitation deadline to allow adequate time for upload processing, which typically completes within five minutes, as the system halts document uploads at the exact submission deadline regardless of completion status. BidNet will send an email confirmation upon successful proposal upload. All inquiries, questions, comments, or concerns must be directed to the Procurement Contact via email rather than through the submission application. For technical assistance, vendors should contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, rather than the procurement contact.

Exhibit A Electronic Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
