About this file
This is a Cost Proposal Workbook for a Design-Build project for Vertical Conveyance Phases 2-4 at the County of Orange, John Wayne Airport in California. The project encompasses the design, engineering, permitting, and installation of multiple elevator and escalator systems across 28 individual units, organized by manufacturer and type. The work includes 19 Westinghouse hydraulic elevators (Units 1-9, 13-21, and 23), 4 Schindler hydraulic elevators (Units 10-12 and 22), 1 Schindler traction elevator (Unit 24), 4 Fujitec traction elevators (Units 25-28), and 3 Schindler escalators (Units 7, 8, and 9). Each elevator installation requires comprehensive line items including demolition and disposal, core machinery and control systems, structural upgrades, cab enclosure improvements, door systems, hall fixtures, machine room HVAC, pit drainage compliance, lobby finishes, network system integration, low voltage work, electrical installation, fire alarm, and fire sprinkler integration. The proposal also includes interim maintenance services for turned-over units and four add alternates covering escalator structural truss replacement, hydraulic elevator cylinder/jack replacement, asbestos/hazardous materials abatement, and moisture intrusion and hydraulic leakage mitigation allowances.
All prices submitted in the cost proposal matrix must be firm, fixed, and fully inclusive of all design, engineering, calculations, permitting fees, labor, materials, and cross-trade coordination required to deliver fully operational, code-compliant systems meeting or exceeding performance criteria. Bidders are instructed that no qualifications, assumptions, or modifications to scope boundaries are acceptable, and any attempt to qualify the submitted numbers may result in the bid being deemed non-responsive. The contract structure includes a Base Bid GMP covering standard design and construction services plus four optional add alternates that the County may elect to include in the final contract award. The proposal workbook format requires unit pricing for individual line items across all conveyance systems, with subtotals calculated for each elevator or escalator grouping and a cumulative total project GMP reflecting all base bid and alternate pricing.
