About this file

This is a Cost Proposal Form for Employee Benefits Consultant Services (005-RFP-3086-2027) submitted to the State of Iowa's Department of Administrative Services. The State of Iowa is seeking a qualified employee benefits consultant to provide strategic, actuarial, and operational support for the state's employee benefits programs. Proposals were due October 20, 2026, and the contract will commence with an initial period covering fiscal years 2026/2027 and 2027/2028, with potential renewal options for subsequent periods.

Respondents must submit fully burdened, all-inclusive pricing in U.S. Dollars on a Not-to-Exceed (NTE) basis for ongoing services and hourly rates for project-based or ad hoc work. The pricing structure requires respondents to specify NTE amounts for Year 1 (2026/2027) and Year 2 (2027/2028), along with hourly rates for minimum job classifications including Lead Consultant, Senior Consultant, Consultant/Account Manager, Analyst, Actuary (if applicable), and Administrative/Support Staff. All costs must be FOB Destination and include labor, travel, lodging, meals, administrative expenses, overhead, and profit. Respondents must provide assumptions underlying their pricing, detail services included and excluded from the NTE, and describe any proposed price adjustments for renewal periods, including fixed percentage increases, index-based adjustments such as CPI, and any caps or limitations on increases. An estimated annual cost scenario is provided for evaluation purposes only, with projected hours for various positions totaling 400 hours annually across specified job classifications.
