About this file

This is a Request for Proposals (RFP) document issued by the State of Iowa Department of Administrative Services (DAS) for employee benefits consultant services. The State seeks a qualified consultant to provide strategic, actuarial, and operational support for its employee benefits programs, which currently serve approximately 25,000+ active and retired members across multiple benefit plans including group health, dental, life, long-term disability, and workers' compensation. The scope of work encompasses strategic consulting and plan management, actuarial services including annual analyses and GASB 75 valuations, renewal and rate reviews, procurement and RFP support, collective bargaining support, vendor management, reporting and analytics, and transition services. The RFP was posted September 12, 2026, issued September 14, 2026, with written questions due September 24, 2026 at 2:00 p.m. Central Time, and proposals due October 20, 2026 at 2:00 p.m. Central Time. The contract has an initial term of two years beginning January 1, 2027, with the option for up to four additional one-year renewals for a total potential term of six years. No bidders conference or site visits are specified in the solicitation.

Respondents must submit separate technical and cost proposals in IMPACS, with cost proposals including all-inclusive, itemized costs covering the full six-year period (initial term plus potential extensions), travel, equipment, and any optional services. The RFP is not restricted to political subdivisions or other states, though preference is given to Iowa-based respondents in tied scores. The incumbent contractor's contract expires December 31, 2026. Mandatory specifications require respondents to demonstrate within the past three years: at least one union negotiation involving significant health benefit changes, one comprehensive group insurance actuarial review, two GASB 75 analyses, and one RFP for an employer with minimum 20,000 active employees, $100 million annual health plan premium volume, ten dispersed work locations, and four different health care plan types. Respondents must also provide access to a Fellow of the Society of Actuaries (FSA), legal counsel monitoring benefits legislation, and demonstrate conflicts of interest safeguards. Technical proposals are scored up to 700 points with mandatory specifications in Round 1, followed by scoring of experience, personnel, consultant services approach, customer service, data analytics, performance-based criteria, and value-added services. Cost proposals are scored proportionally based on technical scores, with possible interview/presentation rounds. The State allows sixty days for payment, though prompt payment discounts are considered, and the selected contractor must maintain comprehensive insurance including $1 million general liability, $1 million errors and omissions, and automobile liability coverage.
