About this file
This is a specifications document for the State of Oregon Department of Transportation (ODOT) Emerging Small Business (ESB) restricted request for competitive quotation (RFCQ) regarding the procurement and installation of new deicer tanks and distribution systems. The project encompasses the supply and installation of deicer storage and distribution infrastructure to support ODOT operations. The specifications detail the technical requirements, materials, construction standards, and performance criteria that qualified contractors must meet when submitting proposals for this capital improvement project.
The document establishes detailed engineering and construction specifications governing tank design, capacity, materials compatibility, installation procedures, safety standards, and system functionality for the deicer distribution infrastructure. This RFCQ is restricted exclusively to contractors certified by the State of Oregon as Emerging Small Businesses, creating a set-aside procurement opportunity for qualified small business enterprises. The specifications ensure that all submitted proposals meet standardized technical requirements and quality benchmarks, with successful contractors expected to comply with all applicable state and federal regulations, industry standards, and ODOT-specific requirements during both the installation and operational phases of the project.
