About this file

This is a technical specification document for NMWDA Contract No. 0964, issued by the Northeast Maryland Waste Disposal Authority for the Kane Street Sanitation Yard Renovation project located at 111 Kane Street in Baltimore, Maryland. The project encompasses comprehensive renovation work including garage floor removal and replacement, roof repairs, office space demolition and construction, and warehouse upgrades. The specifications reference the City of Baltimore Department of Public Works Standards (2006 version) and establish detailed technical requirements across 32 divisions of construction work, including concrete, masonry, metals, thermal and moisture protection, openings, finishes, plumbing, mechanical, electrical, fire protection, and site improvements. Key allowances include a lump-sum allowance of $45,000.00 for door hardware as specified in Section 087100. The document establishes comprehensive administrative requirements including preconstruction meetings, site mobilization meetings, bi-weekly progress meetings, preinstallation meetings, and closeout procedures, with specific provisions for coordination among contractors, quality assurance and quality control activities, and testing and inspection protocols.

The specifications mandate a waste management plan with a target salvage and recycling rate of 50 percent by weight of total nonhazardous solid waste generated during construction, with 100 percent recovery required for uncontaminated packaging materials and construction office waste. Product requirements emphasize compliance with named specifications, basis-of-design products, and comparable product approval procedures through the architect or engineer. A quality control plan must be submitted within 15 days of the Notice to Proceed, detailing personnel qualifications, submittal procedures, testing and inspection schedules, and continuous workmanship inspection processes. The contractor is responsible for coordinating submittals, managing allowances, scheduling work to accommodate quality-control services, and submitting certified reports documenting all tests, inspections, and quality-control activities. Contractors must engage qualified testing agencies for required field quality-control activities and coordinate with the Authority's construction quality assurance representative to ensure compliance with all Contract Document requirements throughout the project duration.
